(A pair of feet running across the ground jumps off a building, as we zoom out to see Cecilia and the IS girls along with an army attacking the Tower.)

(Chifuyu reaches out, as she and Sento hold hands, only to change to Katsuragi as he and Sento stand back to back against each other.)

(All of the Full Bottles light up, coloring a clear blue skyline.)

(Build jumps up, as Sparking rises up behind him. Panning right, we pass Rabbit Rabbit, Tank Tank, Cross-Z, Cross-Z Charge, Akatsu, Akatsu Charge, Grease, Grease Crusher. As Rogue jumps in and kicks the screen.)

(Scene changes to Akatsubaki Yiggdrasil flapping her wings out, flying past and taking up the view of Cross-Z Magma. Build Genius appears in a flash and snaps his fingers, as our view is split between Mad Rogue and Rogue.)

(Tabane stares at the screen, as red and blue light color halves of her body.)
(Namba stands with his cane as the same red and blue lights illuminates him)
(Sento stands tall, as his lights are a rainbow illuminating different shades across his body)

We are Observers… Seito Prime Minister Residence…
Evolt walks down the hall before transforming into Midou. Entering a camera room, he steps up to a podium and looks at the camera. "Okay, live in 3 2…" The Cameraman gestured to Midou to speak. "The war that brought about heavy casualties and destruction is now over!" Midou exclaims. Utsumi watches the broadcast just behind the Cameraman.
Midou:(arms out to the side) Our country is finally reunited! I hope to never see the misery of war again.(single finger point) So I have changed my way of thinking.(waves arm to the side) We'll be dismantling all weapons unrelated to self defense.(gestures to screen behind) The giant wall known as the Skywall,(clenches hands) it tore apart our hearts, our nation, our families… But now we'll make them all one again!(looks directly in camera) For that to happen,(hand on chest) I, Midou,(arms out to the side) will do my best so Japan can be reborn!
Touto, IS Cafe… We are Sento…
Sitting in the cafe, me, the other Riders, the IS Girls, Chloe, Sawa, Yamada, and Chifuyu all sit around the room watching the live broadcast. "What a total load of bull!" Rin shouts, slapping the desk with her hand. "This Midou is Evolt, right?" Ichika asks, watching the screen. "Gotta be." Madoka mutters. "Damn bastard…" Laura said, looking at the screen.
Cecilia:(sighs) But everyone's happy that the country is one again.
Laura:(nods) And this will also probably have the UN backing this now that it's official.
Charlotte:(puts hands together) This should be a good thing… But…
Madoka:(looks down at ground) There's nothing to cheer about. We're Evolt's sheep now… No, the entire world is now.
Chifuyu:(crosses arms) At this rate, she's just going to take full advantage of us.
I glance back at Gentoku whose face is buried in his hands, as Yamada attempts to comfort him. 'Gen-san…' I look back to the screen. "The implementation of new policies-!" Midou exclaims, with that the announcement ends and the screen changes to news.
Meanwhile… In Seito…
The Camera stops running as the Cameraman quickly packs up and leaves, as Midou steps over to the Seito flag. His form changes into Tabane who pushes aside the flag as it tumbles to the ground. "With that, the entire country is under my control." Evolt said with a smile on her face, she walked down the steps to meet Utsumi.
Evolt:(walks past Utsumi) First, we'll produce the Lost Smash. Do everything you can to capture the Kamen Riders.
Utsumi:(follows Evolt) If we mass produce Lost Smash and they attack the people, the country will be destroyed eventually… Doesn't that go against your intention of ruling the country? Just what are you plo-
A scissor blade is put up against Utsumi's throat as Saiga steps into view. "Don't ask unnecessary questions." She pulls the blade away from Utsumi's throat and pockets the scissors. "She's right." Gobara said, stepping up behind Utsumi and grabbing him by the shoulders. "Best not to ask…" Gobara said as he slowly clenched down on Utsumi's shoulder much to his visual pain. "If you value your life." Gobara said, leaning in close to Utsumi's ear.
Ino:(walks into room) Enough, Gobara-san. Evolt, we need to speak.
Evolt:(smiles) Of course. I told you I'm keeping on schedule.
Ino:(gestures) About that, let us speak of this where no prying ears can hear.
With that, Evolt, Ino, Saiga, and Gobara all leave the room leaving Utsumi to rub his throat.
Back with Sento… Outside…
I step out onto the roof, looking out over the ocean. 'The Country… and Dad…' I rub my hand in my hair. 'The worries never end.' My vision suddenly changes as my vision turns to white.
Mindscape…
I find myself in a white room, with gears and calculations floating about the air. "Where am I?" I ask. I look ahead to see a mirror before me with a door reflected behind me. Katsuragi steps into the mirror frame. "This is the world of our memories." Katsuragi explains to me. "Katsuragi Takumi…!" I exclaim walking up to the mirror. Glancing back up I now see doors, some open, most closed.
Katsuragi:(gestures to doors) This is where I've been manipulating your memories.
Sento:(looks at Katsuragi) What? So you're the reason I don't remember my days as the Demon Scientist?
Katsuragi:(crosses arms) More importantly, what are you going to do now?
Sento:(steps up to mirror) It's obvious. I'll find Dad and we'll put a stop to Evolt's plans.
Katsuragi:(looks at ground) You still believe in Dad?...
Sento:(nods) Of course. Dad designed the Rider System to defeat Evolt. Didn't you complete it because you thought it was for justice?
Katsuragi:(looks at Sento) Justice… Hmm… That'd be a great thing to have…
IRL…
I open my eyes to the open ocean… 'What was that about?' I wonder to myself. Just as Gentoku walks up the stairs and onto the roof. "Gen-san." I muttered as he took a seat while looking out over the ocean. "My father once said…" Gen reminisces, as he looks out over the sea longingly.
Gen:(puts hands in pockets) That it is neither an authoritarian nor a statesman who builds a country. It's the people. I'm proud to have him as my father.(looks down) But… I'm not a dutiful son…(takes out button) Let alone living up to any of his expectations in me.
I look at the button in his hands. It's one of the buttons he once wore on his Touto Uniform. The Touto nation symbol is still engraved on it. "He even entrusted the country to me…" Gen said, standing up and walking over to the railing to see the ocean. "... For the first time with his last breath…" He finishes, he clenches the button in his hand.
Gen:(leans on railing) … But I couldn't do anything.
Sento:(looks out) … Yeah… I feel the same. Dad entrusted the Rider System to me so I could defeat Evolt… Now look at us. I still haven't done that.
Back inside…
Gen and I walk back into the cafe, everyone still around the TV. "Sento, Himuro-san we have trouble." Chifuyu said, she gestures to us both to look at the TV. We step over and see Mad Rogue attacking randomly in Touto.
News Caster: News flash. Touto, Seito, and Hokuto's Kamen Rider's have formed an Anti-Government unit and are staging a rebellion in Touto.
The tag line reading 'Kamen Riders From Anti-Government unit.' "Apparently we Kamen Riders are being branded as Rebels." Madoka said, crossing her arms. "It says the Rebels are revolting in area B too." Sawa said, showing us all a separate video report of an assault. "It's probably a trap to lure us there." I surmise, glancing back at the report on the TV.
Ichika:(looks at Sento) But we can't just stay here and do nothing.
Sento:(Looks at Ichika) Of course not. Ichika, Houki, and Madoka. You three take area B.(looks at Gen) We'll take area E.(turns to girls) Cecilia and Laura you two are coming with us too. The rest of you, go with the others.
IS Girls:(nods) Right.
Chifuyu:(steps over to Yamada) I'll work with Yamada and what's left of the Touto government to ensure any more Chaos doesn't happen.
Gentoku looks at Yamada who looks back. "Stay safe you two." Gen said to her, Yamada nods back. "You too, Himuro-san." Yamada wishes, we all quickly exit the Cafe and towards the battlegrounds.
Area E, Auditorium…
Running onto the scene, our team meets Mad Rogue with several Clone Smashes. "Hey, stop right there!" Cecilia shouts, she and Laura activate their IS's. "What are you trying to do?!" I shout, strapping on my belt. "Our goal is to capture the Kamen Riders." Mad Rogue states, as he twirls his pistol in his hand.
Mad Rogue:(aims gun) We'll turn you into Lost Smash!
Sento:(pulls out Genius) Good luck with that. Cecilia, Laura! Cover us!
Cecilia and Laura:(nodding) Right!
Laura and Cecilia both open fire on Mad Rogue and the Clone Smashes pushing them back. "Great! All Yay! Genius!" "Crocodile!" We both activate and insert our bottles into our belts and crank our belts. "Are you Ready?!" "Henshin." We both said as the armor is formed on us. "Build Genius!~ Sugei~! Mono Sugei~!" "Break! Chomp! Crush! Crocodile In Rogue! Orra!" Rogue and I both charge at the Smashes and Mad Rogue. "Utsumi is mine!" Rogue said charging Mad Rogue. I split off and attacked the Clone Smashes.
Laura:(looks at Cecilia) Cecilia, I'll go assist Mr. Himuro. You help Sensei.
Cecilia:(nods) Of course. But don't be afraid to call out for help.
Larua:(nods) Understood. Then let's go.
We are Observers…
Build swings his legs, the leg stretches out kicking a line of Clone Smashes before retracting his leg. Then in one motion, Build raises his right fist up then down into the ground. The ground rumbles as a large geyser of water blasts the Clone Smashes into the air. With a snap, bottles on my armor launch Funnels that shoot up the Clone Smashes, Build then cranks his belt once. "One Side! Ready go! Genius Attack!" With a flick of the wrist, Build forms a beam blade and swings slashing across the Clone Smashes destroying them.
Rogue and Mad Rogue both charge each other while shooting each other. Rogue then slides before kicking Mad Rogue in the chest. Mad Rogue stumbles back then comes back and kicks Rogue while on the ground. Rogue rolls onto his feet, Mad Rogue walks towards Rogue with his gun up. When a heavy cannon blasts Mad Rogue back. Rogue turns around to see Laura aiming her heavy cannon.
Laura:(steps over) Mr. Himuro. I'll back you up.
Rogue:(stands up) … Thanks, let's get in close.
Laura:(steps over) Sir.
The two charge Mad Rogue. Laura clenches her fist as a beam blade comes out of the IS's gauntlet. Rogue kicks Mad Rogue, but Mad Rogue slaps away the kick, when Laura comes in from the right of Mad Rogue slashing across his chest. Rogue comes in again punching then following it up with another kick. Mad Rogue quickly swings and shoots Rogue.
Mad Rogue:(attacking) In the end, you failed to carry out your father's wishes!
Rogue:(stumbles back) …
Laura:(steps in) Mr. Himuro! Focus!(blocks blade) And you Mr. Utsumi. You're just as guilty of this! You're the one working with Evolt to destabilize the nation! How is attacking random civilians going to help anyone?!
Mad Rogue:(scoffs) As if I need to listen to the German Doll!
Mad Rogue kicks Laura before charging Rogue. "Poor Prime Minister Himuro." Mad Rogue said while attacking Rogue. Rogue jumps over Mad Rogue and attempts to kick him in the back. Only for Mad Rogue to side step and slash Rogue. "Why did he sacrifice his life for a useless son like you!?" Mad Rogue barrates. Mad Rogue decks Rogue across the face as he falls to a knee. "He died in vain!" Mad Rogue shouts, punching Rogue into the ground. "Cry and apologize to him." Mad Rogue said, tossing aside his weapons. "In the next World!" Mad Rogue cranks his belt. "Ready go! Evoltech Attack!" Just as Mad Rogue goes in for the kick, a large claw grabs Mad Rogue and swings him into a pillar. Laura quickly changes the armor bits into a cannon form and blasts Mad Rogue.
Laura:(steps over) You have no right to tell him any of that! You've never even had a family, how could you understand anything!?
Rogue:(looks at Laura) … B-Bodewig?
Larua:(grabs Rogue) Get up! Come on, you're still in the fight!
Mad Rogue:(gets up) Hmf… This country belongs to Evolt!
Larua and Rogue both open fire on Mad Rogue. Mad Rogue quickly jumps into the air pulling out his weapons and converting them into Rifle mode. "Rifle Mode! Funky!" "You can't! Whoever tries to bring him down is a Rebel!" Mad Rogue shouts taking aim while cranking his belt. "Ready Go! Evoltech Attack! Ciao~!" Mad Rogue fires on Laura and Rogue, then switches to Build and Cecilia blasting both. The four all fly back and hit the ground near each other.
Mad Rogue:(lands on ground) Hahahaha. What's the point of fighting now that the country has become your enemy? Kamen Riders aren't needed!
We are Sento… Flashback…
A memory flashes in my head. It's me in my highschool years, in my fathers office at his workplace. I was showing off a robot I had made for a project. 'I remember that project. It was a design for a Martian robot. My father used the design I made as a basis for the one later sent to Mars.' I smiled as my father looked at the robot. His proud smile as he looks up at me and pats me on the back. "This is amazing, son! You'll have to let me use the design." He said, as he shoulder hugged me.
Present…
I slowly stand up to my feet. 'Katsuragi… you love your timing… Don't ya?' "The future we seek is stolen by Evolt." I said standing tall. "Then there's still a reason to fight." I exclaim, Cecilia and Larua both get to their feet as well. "We can't give up now…" I said turning to my students and putting out both my hands and helping them up to their feet.
Build:(turns around to look at Mad Rogue) … For the sake of the people who trusted us!
Cecilia:(looks at Mad Rogue) Even if the whole country is against us. We'll still fight for it! Just as Mr. Taizan did. He loved this country because it was his home! Same as Mr. Gentoku. That's why he put his life on the line to protect his son. You have no right to judge Mr. Gentoku!
Laura:(puts hand on chest) I was alone too. But then the colonel… No, my father took me in. He cared and loved me like a daughter. Mr. Taizan was the same! He just wanted to look after his son! A parent should never have to see their children die before them!(turns to Rogue) Gentoku. Get up, Touto is not dead yet! It's not the government that makes a nation. It's the people!

I look around at the rubble around me. The echoing words of my father still wander my mind. "I'm counting on you… My foolish son." Himuro Taizan's final words ring in my mind. I slowly begin to get back up. "You're right." I said. Mad Rogue watches me get back up to my feet, he attempts to hide his surprise from his body language. "We can't let it end here." I said, as I fully stood up.
Rogue:(looks at Mad Rogue) Neither an authoritarian nor a statesman who builds a country… It's the people. So long as the people remain… Touto… Will live on! To defeat Evolt, and rebuild the country.(clenches fist) ... I will give my all to accomplish my mission!
Mad Rogue:(collects self) … Sigh~
Rogue:(enters battle stance) Kamen Riders will never die!(roars to the sky) Whaaa~!
Build:(looks at Rogue) Gen-san…
Mad Rogue:(draws weapons) I already have all your movements in Inputted!
Mad Rogue cranks his belt. "All together people." I said pulling out the Full Bottle Buster. "Right." The girls and Rogue all said. Rogue inserts the Crocodile crack bottle into his Nebula steam gun. "Crocodile!" Cecilia takes aim with her rifle as the funnels gather around the tip of the barrel. Laura's shield bits gather on her chest forming a buster cannon. "Ready Go! Evoltech Attack! Ciao~!" Mad Rogue swings as two large energy slashes fly at us, which he follows up with a continuous beam attack from his pistol. I swing with my Buster countering the beam slashes. "Now!" I shout as all three fire at my energy slash. "Funky Break! Crocodile!" Our combined attack breaks through smashing into Mad Rogue.
Mad Rogue:(hits the ground) Argh!...(sits up) What?! How?
Build:(stands tall) You cannot defeat us!
Cecilia:(taking aim) You can try to stop us, but let me assure you. You won't!
Laura:(ignites beam blade) But please, be our guest and try.
We are Observers…
Build in a slash runs behind Mad Rogue and kicks him. Laura runs in, forming a claw with the shield bits, then grabbing Mad Rogue, following it up with Mad Rogue being tossed into the air then being shot at by the cannon barrel in the shield bits. "Cecilia!" Laura shouts. "Leave it to me." Cecilia said she takes aim with her sniper and fires at Mad Rogue while the funnels fly over and fire at Mad Rogue. Then as Mad Rogue falls back down Rogue cranks his belt. "Crack up Finish!" Rogue jumps then kicks Mad Rogue into another pillar.
Mad Rogue:(struggling to get up) H-How? The figures in the data aren't up to date?
Build:(steps over) The Rider system cannot be measured by Data. Our strength comes form the Will to help others!
We are Ichika… Area B…
The Dragon heads on my arms open and slide over my fist forming Dragon Gauntlets. I slam them into a Hard Guardian. Stumbling back, a flexible flap wraps around the Hard Guardian as it's tossed into the air. "Pull!" Rin shouts, as the Hard Guardian flies through the air. "I have it!" Charlotte shouts firing her rifle, the round flies straight though the Hard Guardian. "Nice toss- Rin 6 a clock!" Charlotte shouts, Rin swings down and swings her leg up kicking another Hard Guardian up. "Thanks!" Rin points her shoulder cannons and blasts the Hard Guardian into nothing.
Cross-Z:(punches Hard Guardian) My power is filling to the brim!(kicks Hard Guardian) My soul's on fire!(Uppercuts Clone Smash) My Magma is overflowing!
Akatsu:(slashes) Just try to stop us!
Grease:(crushes head of Hard Guardian) You're welcome to try~!
Akatsu sheaths her blade and pulls the trigger nine times. "Hel Slash!" A black and crimson wrap around the edge of the blade. "Ha~!" Akatsu swings cutting apart 3 Hard Guardians. "Fan the flames and crush Everything!" Grease shouts as she cranks her belt. "Crusher Break!" Grease puts out both of her arms as Claw funnels attach to them. Energy projects out into a pair of massive crushers. "Oriya~!" In one swift motion, Grease slams the clamps on 2 Hard Guardians crushing them like a trash compactor.
Cross-Z:(turns to Clone Smash) No one can stop us now~!
I crank my belt as my body blazes. "Ready go! Volcanic Attack! Acha~!" The dragon heads on my suit detach and fly out hitting the remaining Hard Guardians and the Clone Smash. I swing my fists directing them to hit each of them as they all explode.
Grease:(sighs) Alright. That's all of them.
Charlotte:(reloads rifle) We still have more attacks in other areas.
Akatsu:(sheathing blade) Then let's go.
Cross-Z:(nods) Right. Okay, let's go.
Back with Sento…
Laura, Cecilia, Rogue, and I all line up our sights on Mad Rogue. "We hit him again like before!" I shout as we take aim. "Right!" The others shout as we fire, our shots combining into one. "Funky Break! Crocodile!" "Full Match Break!" Mad Rogue quickly grabs a Clone Smash that manages to survive my attack up as a body shield. The Clone Smash explodes leaving Mad Rogue to stumble back, trying to collect himself.
Build:(holsters buster) We'll get this country back from Evolt!
Cecilia:(steps up) Sensei, I believe this man needs a quick lesson on Humbleness.
Laura:(steps up) As well as a lesson in learning when to quit.
Rogue:(reaches down to belt) Then let's teach him.
Rogue cranks down his belt wrench, as I turn the crank on my belt. "One Side! Other Side! ALL SIDE~!" "Crack up Finish!" The four of us jump into the air. "Ready Go!" At once, the four of us enter a drop kick down towards Mad Rogue. "Genius Finish!" The four of us slam into Mad Rogue with foot as he's blown away and hits the ground, his armor finally fading off him. Rogue and I remove our bottles as we look upon Utsumi, defeated.
Utsumi:(struggling) …B-Bullshit! I don't accept that… Bullshit!
Cecilia:(sighs) My, he's a stubborn one.
Laura:(crosses arms) It's a wonder how he decided to turn on Namba so quickly.
Gen:(looks at Utsumi) Hm…(looks up) Ah! Watch out!
Gen pushes me to move as a round hits the ground right where I used to stand. I grab Laura as we ducked for cover, Gen takes Cecilia into cover as well. "Who's shooting?!" Laura shouts as we look towards the shooter. "Wha- bu-But that's… How?" Cecilia exclaims looking at the shooter. There standing on the top floor overlooking us. Is Build. With another Build driver in Rabbit Tank from, pointing a Drill Crusher in gun mode at us. The other Build slowly lowers the gun.
Another Build:(distorted Voice) Good. The Rider System wasn't created for something naive as that.
Gen:(looks over) Another Build? What's going on?
Sento:(surprised) Who is he?
Another Build: …
The other Build jumps down and lands a few feet ahead of us. He turns to face us, as his helmet unseals. The armor plates begin to fold away, as my eyes widen. "Eh?" Cecilia exclaims, covering her mouth in shock. "B-But that… Can't be…" Laura sputters in shock. "... He is working with Evolt…" Gen mutters, as I'm frozen in confusion as I'm only able to mutter one word.
Sento: … Dad?
Shinobu:(looks at Sento) … Son.
