Tony was Loki's first and only friend, and Loki does NOT take it lightly when someone hurts someone he cares about. So when Steve makes Tony cry, Loki will do everything he can to make the Captain understand just where he went wrong. Steve might just want to punch himself in the face and cuddle Tony till he feels loved. Tony just wants to feel like he's enough.
