Izuku Midoriya did in fact have a quirk yet it was gone unnoticed by society and Izuku himself for 14 years when the doctor explained Izuku would never develop a quirk, but he did until he was ready to wield its immense power ranging from magic to items, Izuku will now wield immense power but he has to build it up, much like his dream to be a hero.
