Fleet Admiral Harper,
First things first, I would like to congratulate you on your promotion in the chain of command to fourth in command in the fleet, behind only myself, Fleet Admiral Cole, and Vice Admiral Whitcomb. Your valiant defense of Earth rivaled that of Midway or Trafalgar, just as decisive as the battle of Reach. As a result, you will have direct oversight over not only your fleet, but also have reports of all fleet statuses. Now, as we voted yesterday onboard the Phoenix, we are now allies with the Elites. The public is not pleased about this, as you can imagine. Violent protests have broken out on the following colonies:

The list goes on. Marines have been deployed to try and calm down the protests without resorting to violence. The Elites have volunteered to assist; I promptly refused, but thanked them for the thought. Most of the military understands the decision, but there are some who protest the decision peacefully. Of course, the Elites are being very helpful, surprisingly. Their fleets are assisting our in patrols, and are offering to help rebuild destroyed parts of Reach.
