The Man They Called Jugo
Without wasting any time Mikoto came to rest on the top of the mountain. He stopped his legs at the top and looked behind him. The fallen warrior of the Revolutionaries, Gan had hit the floor pretty hard and this allowed Mikoto to blast past him and further up the mountain. Without a doubt some monster would be up there waiting for him.
Meanwhile Gan shifted around, trying to sit back up and watch Mikoto disappear. He scoffed quietly below his breath as he watched the wild coyote hybrid run off and towards the mountaintop. He could see why both the Shichibukais and the Revolutionaries had had their eyes on him. His strength definitely seemed to some kind of super-human. Not in terms of power, but with his will.
Gan had struck him down several times and yet he kept charging forward. It was an amazing attempt on Mikoto's part. Gan was almost positive he had him locked in and in several ways Gan was certain he did. Gan had foreseen nearly all of Mikoto's attempts to break past him. If it wasn't for the slightest of chances which had appeared through Mikoto's attempts. Gan tried harshly to recall all the moments that led up to Mikoto breaking through.
First off there was just Mikoto's simple speed. Not many people just relied on speed like that any more. And to think that Mikoto was that fast was dizzying to even think about. There was no way the standard foot soldier could keep up with him, even the captains and higher ranks of the Marines would struggle to keep up with him. Gan had no chance. Still he tried.
The next problem came with Mikoto's own combination of Haki. The Colors of Armaments and Colors of Observation Haki were both dangerous techniques, with it Mikoto predicted exactly where Gan's attack would come out at and strike and then Mikoto prevented himself from recoiling with a simple amount of Haki to strengthen his skull. It was a well-combined technique, which while not perfect was good enough in this case.
Of course, all of this was just enough to stall Gan out and meet with him. Even as it stood one of Gan's punches would've been enough to neutralize Mikoto's forward push so as it stood they would've just gotten stuck in midair. Which was why Mikoto slipped in a simple enough blow. His Rapid-Fire which Gan could still feel tearing through his guts. That pushed Gan aside and forced Gan out of the action for a few seconds or even minutes. Gan was probably lucky he didn't get knocked unconscious. Mikoto's Rapid-Fire was insane.
Then on top of all of that there was that moment at the beginning. Gan tried to push forward, but he felt something go wrong with him in the pit of his stomach as he tried to race forward. Something was definitely wrong there. For a brief moment Gan could feel an overwhelming aura pour out of Mikoto and that was enough to cause him to freeze in his steps.
It was just small and Gan knew it wouldn't deter monsters like the Shichibukais or the Yonkou and definitely not Jugo, but it would undoubtedly be enough to make people remember the name Mikoto. And that was a unique ability in and of itself in today's time. Many people feared pirates, especially ones like that.
Then again maybe Gan was just over thinking things, over-complicating these matters. Mikoto was definitely a skilled pirate, but to consider him that great may be taking it a little far. The only man worthy of the Conqueror's Haki was his own boss, Jugo. That man and him alone is worthy of the title 'Conqueror'.
And yet here Gan was shaken up by Mikoto's own attack. Gan had developed a very good resistance to the thick craziness of the Conqueror's Haki. His body had just kind of developed a natural immunity to Haki, of course, this wasn't to say he wasn't affected at all. He knew Jugo held back in their presence, but not all the way.
Jugo was a military leader and not some soft teacher or anything. He forced people to either toughen up or get out that was his plan. The Revolutionaries was not a place for weaklings especially not in today's modern time. They had already suffered one division when Dragon fell, a newer and stronger power needed to appear and that was where Jugo had grasped his power from.
There was no way Jugo would've rose to power had it not been for the split. He was someone who would've been idealized even during Dragon's time. However, he was a member of the Marines as well. He challenged his opponent again and again. He had butt heads with both sides. He did not hold himself back during their numerous exchanges. He had been responsible for many, many officers of the Revolutionaries being put behind cells.
Jugo was undoubtedly a monster. With his own moral code he had managed to completely stand up several times, he convinced every one. He took everybody over and slowly managed to reform them. He made several trips over to the cells and talked with the Revolutionaries and eventually managed to reform them into their own greater beings.
Many and many people flocked beneath his wings when they weren't even spread yet. And Gan was one of them. Gan had gotten captured. Of course, this was just a stupid mistake Gan had done. Gan made a great plan. He planned to get captured and then from there he would escape his bonds and try and take over the Marines from inside. This was his smartest move saved up.
He refused to hold back at these moments. He had convinced several people to go in with him. They had several people who could break out of the prison at the slightest wave of his hand. And he was ready to convince people to follow him, however, before he could do it he had talked to Jugo. Jugo was thoroughly interested in learning more of the Revolutionary movement.
Jugo was a Vice Admiral and it was looking more and more likely he would get promoted to Admiral soon. And he was like so many other Marines he had plans for the perfect world. Jugo's greatest plan wasn't to eradicate the Revolutionaries, but to have the Marines fuse with them. Once they were combined he would be able to create a stronger Marine force and then force the pirates out.
The Revolutionaries were certainly amounting a large force, if they had reasonable ideas then it should make them move forward in an attempt to understand these ideas. And that was Jugo's idea. To combine with the Revolutionaries and get their good ideals into the same area as the Marines ideals. So Jugo endeavored to learn more about the Revolutionaries.
Which turned out to be a problem. When Jugo began talking to the higher-ups about the good ideas the Revolutionaries put forth he was turned down viciously. The World Government was blind to advancement even when the benefit would be whittling down the Revolutionary forces. They saw it was the possibility that more and more Revolutionary demands would come in and with the precedent of them giving in would only fuel the more radical ideals.
As a matter of fact Jugo even greatly worried that the Marines doubled down on some of their worst policies in order to show that they are not backing down on these parts just cause the Revolutionaries brought flaws in their rather bad ideas forward. They didn't back down and caused several new problems, so Jugo decided then to try even harder to reform them.
And that was when his new plan started to form. A greater plan began to bubble over within him, he stayed within the Marines for awhile and soon he was to be promoted to Admiral. Or so he thought. He had brought in more criminals then all of the other Vice Admirals of the time. A promotion to Admiral was definitely in the water. But much to his surprise there was a huge problem that came into light for Jugo. As he didn't get promoted.
His rhetoric wasn't good for the Marines. He was too 'revolutionary' for the time. His ideals and his huge attempts just weren't enough. He should've become an Admiral his great work and many captured criminals spoke to his true allegiance, he had no idea what else to do. His greatest strength suddenly got squashed. He wouldn't get promoted and he would never gain the strength to sway countries.
The leap between Admirals and Vice Admirals was huge. When an Admiral spoke everybody went quiet, even the worst pirates on the open seas knew enough to graciously accept an Admiral's wise words. But a Vice Admiral? Nobody cared. They would walk all over them regardless and sadly that included him. Many Admirals didn't even care about Jugo's massive movements.
Which meant there was only one last way to combine the two. If Jugo couldn't take control of things from the within the Marines than he would have to go to the other side. Jugo then planned something that was possibly evil. He planned to join the Revolutionary.
And with that Jugo could easily take over the Revolutionaries without a worry. Many of the Revolutionaries who he had captured remembered him and more importantly there were still some imprisoned under his watch. So Jugo made a big play, a play which would shape this Revolutionary strong world they currently lived in.
Jugo released the Revolutionaries who the Marines had previously captured. This large move was nearly genius as he had basically set himself into the middle of the Revolutionaries and formed a large group with many and many more of them surrounding him now. His small group had nearly doubled now and more of them were gaining strength. A new group of Revolutionaries had basically gathered under his banner.
Which was Gan felt like Jugo was a conqueror. Someone who impressed both sides of a huge debate, the Marines pretty much thought of him as a worthwhile Marine, nearly an Admiral and many of them did hold him in the same regards as an Admiral. And now the Revolutionaries were basically throwing themselves at his feet. Jugo was gaining a lot of ground very quickly.
Not only that but the Marines were now growing terrified of Jugo, a man without any Devil Fruit power had risen to power in their organization and now he was gaining more ground in the Revolutionaries. Things had seemed to have been turned into a huge trouble under Jugo's thumb. The Revolutionaries power now suddenly exploded all over the place. Now the world suddenly seemed to be seeing the Revolutionaries for the first time since Dragon's death and maybe even more than then.
And now his strength definitely suddenly boomed throughout the world and people froze at the thought. They no longer knew how to handle him. The Revolutionaries began to make huge strides, even claiming back some islands with a much more vicious push. Jugo knew the intricate inner workings of the World Government. He knew how to make changes and he would continually make those pushes. He attacked the weak wheels and made great charges forward.
Things seemed to be morphing under his watch. Many people would probably argue that things were changing for the worst, but things were definitely changing and most would say for the better. He made sacrifices which many didn't agree with, but most would say were necessary.
Jugo wasn't somebody who cared for what the many said, he just cared about what the majority needed.
