Oblivious to Panem's way of life, she unknowingly interferes with the Games' events, then busts 4 tributes out of the arena. With the authorities looking for them, the giraffe must now get the tributes to safety—but first she'll have to help them trust each other.

Effie Trinket has been training for the moment when she is to go to Panem, what was once North America, and gather more information about The Hunger Games to report back to her superiors. What she finds instead might not just help to gain intelligence on the Games, but put an end to them altogether.
