"Keep the change." *SLAM*
The cab driver looked terrified as he cautiously picked up the bills and drove off, but his anxiety did not only come from the rugged looking hero whose eyes were primed to kill. Because the Hero agency he dropped him off at was no ordinary agency.
From the outside a giant dual ringed planet resembling Earth could be spotted at it's peak, but as the sliding doors opened a most starkly juxtaposed view of American colours on Japanese soil was what occupied it's visitors attention.
But sentiment and exhibition was only part of the purpose that kept Might Tower standing after it's resident hero's death.
*DING*
The elevator finally reached the top floor of the soaring skyscraper, and the blast doors that used to open for only one man started to open with a metallic creak.
"Ah, you're finally here." The former sidekick who was the current owner of the building, looked up from the scrawl of papers laying on his side of the meeting table.
"We were beginning to believe that you weren't coming."
"Tsk, how could I not after the Top 3 Heroes kept dialling my number like it belonged to a pizza chain."
"Oh c'mon, you're exaggerating!" The cheeky winged hero snarked. "You're at least a pizza hotspot, sponsored by yours truly."
"I don't think that was his point Takami-san…" His Blue Jeaned colleague sweat dropped.
"Bah, you stupid youngsters. Get over yourselves and your fancy ad revenue." A diminutive old hero complained from his seat.
"Hey! It's progressive!" Takami Keigo flapped his wings as he refuted.
"Umm, could we just get this meeting on it's way?" The detective who had been a visitor to the building more than any of the others in recent years, felt out of place amongst the overwhelming heroic presence.
"I agree with Tsukauchi. Let's talk about what was so important that I had to leave my class training under Togata and Midnight." Aizawa glared so hard that everyone swore his quirk was active.
"I apologise for annulling your leave of absence at the last minute, but I'm sure that Mirio will do an excellent job of instructing your class." Sasaki Mirai adjusted his glasses, expression unchanging.
"Now, let us begin."
Terrorist Attacks
"Tsukauchi, why don't you start us off?"
The detective nodded as he pulled up one of his slides onto a large display in the center of their table.
"As you all are probably aware, there has been a disturbing frequency of attacks by the cult calling themselves Humarise."
Several images of their gas attacks flickered on screen. "Their goal, to wipe out quirks and bring about a quirkless population."
"From what we understand it is because of this century old conspiracy theory correct?" Hawks commented.
Tsukauchi nodded. "More specifically the 'Quirk Singularity Doomsday Theory'."
"Which states that as quirks evolve they will become too complex and powerful for humans to control is that correct?" The current number one hero spoke up for the first time.
Tsukauchi slowly nodded, more surprised than anything that Endeavour of all people would know so much about quirk tehory.
"But while most in the quirk science community regard it as mere speculation, fringe science at best. This cult takes it very, very seriously, to the point where they have launched attacks all over the world. Utilising bombs containing gaseous version of Ideo Trigger they call 'Humanity's salvation', they have killed numbers reaching thousands by their last attack in which Japan… miraculously has received zero casualties."
Nighteye held his hands in contemplation. "While we should celebrate our success in suppressing the foreign threat, I ask that we not be negligent in our duties. I do not believe such an organisation would throw in the towel after such a failure, in the grand scheme of things it is more likely that they would prepare for a much larger attack, if only to make a statement against Japan."
Nighteye shifted and turned his gaze to meet Aizawa. "Eraserhead, I believe you were responsible for bringing in a certain key component to that grand scheme of theirs."
Aizawa nodded. "While I was on patrol, I came across a chase that ended in a crash. There were three villains involved in the scene, one we now have identified as the Humarise Member, Beros. The other two were part of the Shie Hassaikai, Rappa Kendo and Tengai Hekiji."
"So we now know where the Yakuza stands, after Overhaul's mysterious defeat and capture." Jeanist noted. "Which is not all unprecedented considering what we have gathered from Kai Chisaki's objectives and the Yakuza's penchant for dealing with Trigger."
Aizawa nodded. "And the other party involved was identified as Alan Kay, who carried a payload in the form of a suitcase. Unfortunately we haven't been able to find out more due to him being in a coma after the attack."
"And what was in this payload?" Endeavour queried.
"Files and documents containing notes of Humarise plans and the designs of their Trigger Bombs." Nighteye clarified. "Unfortunately said plans may be useless to us now that Humarise knows that they are under hero custody, but knowing how their doomsday devices operate may prove beneficial."
Nighteye changed the slides with a click. "Which brings us to our next topic."
Is Japan a Target?
"Just what do you mean by that Sasaki?" The aged hero questioned.
"I think you know exactly what he means Torino-san." Hawks propped his arms up as he reclined his chair. "He's saying that without our Symbol of Peace, villains from all over the world like this cult are going to gun for Japan. I get it, I don't have to read the news to see how much All Might's defeat has changed our country."
Hawks gave the former sidekick a look. "But what I don't get is how little faith you have in our heroes."
"Takami…" Jeanist warned.
"I'm just saying we have the numbers, it's not like the big boys at the commissions have been twiddling their thumbs while the our country eats itself from the inside out. Sure, the loss of our Symbol makes us seem weak, makes us feel vulnerable. But it doesn't make us helpless does it? But… honestly it's not a surprise coming from you. It makes sense that the Number One- Sorry, Former Number One's Number One fan would also be the one underestimating the rest of us the most."
The room was silent as they processed the young hero's words.
Were they that helpless without their greatest hero? Was Japan that vulnerable without their symbol as a shield? Or did they simply put too much stock in a man who smiled so much his face became a shield of it's own, a facade of bliss constructed from a face of ignorance?
"He has every right to be worried Hawks."
Like Japan before them, the room turned their attention toward the Burning Number One Hero.
"If the numbers on our charts aren't enough to convince you, let me explain to you in much simpler terms."
The Flame Hero gave the room a glare that would have knocked out any lesser man. "What we have isn't enough, Japan is struggling without All Might. Whether others truly see Japan as a white flag with a target painted on it is all up to us, which is why we can't afford to be overconfident now. Got that kid?"
"… HAHAHA! Of course Ichi-san! I just wanted to make sure we were all on the same page is all!" The feathered man grinned.
"Indeed." Nighteye interjected. "While I admit we have made a valiant effort so far we still have a long way to go before our country can recover any semblance of it's former serenity. The external pressure has already taken it's toll so we can't afford to drag Japan down any further…"
Detnerat
"With internal threats."
There was a loud flap, and Takami Keigo stood back upright. "Well, I guess it's my turn to show and tell."
A red feather flew across the room and made a click.
"These are several images of support items we confiscated from villain hands."
"And you think Detnerat is responsible? They specialise in lifestyle products to support various quirks do they not? You wouldn't expect a shoe company to suddenly start investing in grenades." Hakamada Tsunagu queried.
"Our forensics team has inspected many of these support items." The dectetive explained. "Although most of them are set to self destruct after the villains capture, we have extrapolated from the design, customisation along with several experts in quirk based apparel and equipment, that they are likely not mass produced. But instead tailor made to fit their customers quirks to the tee, a level of skill and resources that could only be found in a once in a lifetime support genius-"
"Or in the hands of a company that has the infrastructure and capital to be able to carry out such an Endeavour." Hawks concluded. "No pun intended big guy."
The Number One gave him a grunt of acknowledgement.
"But that's not all!" The screen changed once more.
"Feel Good, Inc. Shoowaysha Publishing. The Hearts and Mind Party. These organisations are quite avid supporters of Detnerat and their products, which I believe are all part of something much larger. Perhaps spanning beyond even All Might's debut."
The slides transitioned, and the face of a man wearing a military uniform with a blotch outlining his eyes that functioned as some sort of mask.
"The Liberation Army?" Torino exclaimed. "Those bozos have been dusted ages ago!"
"Perhaps, but Destro's ideology still lives on. And who better to carry on Yotsubashi Chikara's will, than his very own descendent."
Another click and the image of a middle aged man with a pointed nose took Destro's place.
"Who is running Detnerat as we speak."
Suddenly all the pieces were in place. The CEO of a quirk based support company? What better position to show his support for the Meta Liberation Army's philosophy without blowing their cover? They were supporting their quirk obsessed ideology this whole time, and their customers were just eating it up and demanding seconds.
"Theres more isn't there?" Todoroki Enji interjected. "The Liberation Army, their obsession with quirks… Isn't that quite the contrast from the beliefs that our foreign globetrotters have endlessly preached? And Yotsubashi is running Detnerat you say? Why not just tell us that he was in charge of The Liberation Army like his ancestor once did. Unless…"
Hawks gave the man the widest grin he could master. "Oooh I knew you were Number One for a reason! One group who are obsessed with quirks, and the other which despise them. Of course, naturally two opposites would attract but for some reason the MLA just hasn't lifted a finger. But why wouldn't they? Why wouldn't this Resurgence of Destro just fire the first shot?" Hawks looked tense as he slowly stared into the eyes every single hero at the round table, the most serious he'd been since the meeting started.
"All this leads me to believe one thing, that Yotsubashi Rikiya isn't the one calling the shots, or at least not anymore. And that someone or something has a plan brewing behind the scenes."
The room was silent as they contemplated the Winged Hero's words.
"Oh but enough of that! Let's move onto the next-" A pair of slender fingers caught one of the hero's feathers before they could change the slides once again.
"I believe that is my job Takami-san. Now on that note let's move onto our final subject of discussion…"
Jaku
"Endeavour, you have recently made a peculiar arrest did you not?"
The large flame covered man nodded. "A few days ago my agency received a tip from an anonymous source, claiming to be a member of the staff working in Jaku Hospital. The claim stated that the Board Chairman was diverting funds toward some unknown expense, after my agency's thorough investigation we found a large underground lab full of mutilated bodies and creatures I do not believe classify as human. However what truly concerns me is this…"
The Number One pulled up a video on his device and shared it onto the much larger screen. It's contents? The arrest of Ujiko Daruma.
"LET ME GO YOU CRETINS! YOU THINK THIS IS ENOUGH TO STOP THE MASTER!? THE SINGULARITY WILL ARRIVE WITH OR WITHOUT MY HAND IN IT'S CREATION! A SINGULARITY SO VAST AND ALL ENCOMPASSING, NOT EVEN THE PURIFIER WOULD BE ABLE TO STOP IT! YOU HEAR ME!? THE SINGULARITY IS-" *Twip*
After the video had cut, the room was given time to ponder on the meaning of the mad doctor's words. But unfortunately they did not have any semblance of an idea to what he meant. What were those bodies? Were they monster, or truly man? And just who was Doctor Ujiko Daruma?
"Eraserhead, you've been silent this whole time. Do you have anything to weigh in?" Tsukauchi prompted.
The spotlight suddenly shifted toward the underground hero, who wanted nothing but for this meeting to come to an end. To return to his students and maybe take a nap after. He always questioned why he was put into this Post-All Might support club instead of a certain animal which rhymed with Detnerat.
"It doesn't matter… All we can do is be prepared for the worst like we always do, and take action when necessary…"
"….."
*Clap Clap Clap*
"Well said Eraser-kun! Well said!" Hawks stood up and applauded the man. "Now if you all would excuse me, there's a crime going on two streets over and I'd like to take my necessary action right now. See ya!"
With the sound of flapping wings, the meeting abruptly came to an end. As hero after hero took their leave, the room was left as empty and desolate as it had been since All Might's passing.
With only his former sidekick left to pick up the pieces of the world he left behind.
*Bzzt*
The Feathered Hero answered the buzzing phone while soaring through the skies.
"How did it go Takami-kun?"
"Everything you planned has already been set in place boss."
"Fufufu.. Excellent work as usual."
"Was it really necessary though?"
"You know we had to get good doctor out of the picture, he knows too much. Holds too much valuable information to be let loose like a wild yet stubbornly loyal dog."
"I meant the situation with the MLA, was the spotlight really necessary?"
"You know that hack holding the wheel needed a setback or two, that disgrace might even thank me for making sure his cover is blasted to smithereens."
"I sincerely doubt that, only a fool throws a rock into the lair of a wild beast."
"Then it is fortunate that I am no fool."
"If you say so…" Hawks sighed. "By the way, why do I have to deal with this mess?"
"You were the only one available."
"I was in the middle of a meeting!"
"And now you're not!"
"Couldn't you have sent in Tobita? Or even Satoru?"
"Too green, and too unpredictable. Might even make things worse."
"So you mean only competent one available."
"If you say so."
Hawks groaned. "I'll just take it as a compliment and we'll leave it as that."
The phone slipped back into his pocket as the Number Two hung up, flying toward his destination and away from the gaze from the hero agency which no longer could keep the peace in Japan.
