By the next afternoon, I thought everything had calmed down, to be bombarded at five p.m. that not only had Jenna and her team not only found yet another bus load of kids, but had also found a small group of federal agents, just my luck. I was happy that another bus was found and could be rescued, but I wish it hadn't happened a few days after we got another bus full of kids and after discovering two more blacks yesterday.

I barely had enough time to go through the meeting and eat dinner before I was on the main street waiting for Jenna and her crew to show up. Jenna only had five workers with her right now in her crew, including herself. Two adults and two kids. All five were actually picked up together. Apparently Bianca and Sara's parents called them in while they were at work, and when the PSF's had shown up to pick them up, the three adults had grabbed the kids, shoved them in a work van and drove away. They decided to join the search teams not long after they showed up here. The other two adults, John and Robert, had been wildlife experts before they showed up and was a great contribution to the team.

I was waiting in the sun for the team to show up when Mirable and Ziva walked up beside me. I blinked in surprise as they came to a stop. Among all of the people I expected to show up, it wasn't these two. Despite all odds they had actually taken the gaining more powers deal pretty good last night and had started going to practice's this morning. Thankfully none more had shown up on Ziva's brain scans.

"Hey," I said, and got a good look at both girls. Both girls looked tired, and kind of pale.

"Hey," Ziva said nicely.

"What are you two doing out here? I thought you were supposed to be in practice class."

"It's my job to be here," Mirable said, in a duh tone.

"I'm supposed to be the yellow class right now. I wanted to help greet new people. Wanted to help make them feel more safe." Ziva said with a shrug. I opened my mouth to argue, but shut it after a second. I wasn't in the mood to argue, and quite honestly I wanted to keep an eye on the girl. She was trying to act tough, but I could see through the act and I could see the scared little girl she really was. If she wanted to help, I would allow it to a certain extent.

"Fine, then you can go join Charlie," I said and she nodded in agreement. My walkie talkie buzzed, and I addressed the small group who were waiting for Jenna's team. "Look alive everyone." Everyone stirred and started paying attention to the gate. The gate swung open, and a truck pulling a horse trailer pulled through it, stopping maybe ten feet in front of me.

"They really use a trailer?" Ziva asked. "I thought Sam was joking."

"Nope, and when did you have time to talk with Sam about how he showed up?" I asked. Sam and Ziva had different lives and really shouldn't have interacted much in the months that he had shown up.

"Sally started crying and I had to show her a trick using my powers to get her to stop. I asked him about it then," she said with a shrug.

"Okay. Stay here," I said, and she sighed. I walked away and down the side of the trailer. As I reached the end of the trailer I saw Bianca and Sara were standing up waiting to be let out. I walked around the end and unlocked the door, pulling it open to let them out. Both Bianca and Sara jumped out of the back and landed with a soft thud. I looked around them and into the back.

There were the usual hundred or so kids pushed further into the back, with eight adults sitting between the door and the kids. The youngest was a thirty year old black woman while the oldest was a white man dressed in a suit who was easily in his nineties. 'The woman with black hair next to the two kids is the one who's paralized,' Sara thought to me and I gave one sharp nod in understanding. I used my powers to pick her up and set her onto the wheelchair that Sara had brought over to me.

"Thank you," the woman said, and I gave her a smile.

"You're welcome," I said and turned to the back of the trailer again. The other adults hopped out of the van and some kids started pushing them out of the way so the kids could get out. I immediately noticed one of the young girls who was being pulled away from the adults. She was trying to yank away from Kyle, who didn't let her go. 'Kyle let her go,' I thought to the boy, and he instantly released her.

"Dad," she called, running into the arms of one of the adults who had shown up. He was in his forties and had greying hair and small glasses on his face. I walked over to the pair, and crouched down in front of her.

"Hi," I said in a kind voice. "My name's Ava. What's your's?"

"Victoria."

"Hi Victroia, do you mind going with my friend over there?" Ava pointed at Isabella, who had come out to help direct kids. "I want to know if you have a power or not."

"I don't have any power," Victoria said.

"I know, but we need to be sure that you are properly tested so that we can help you. Besides the testing is really fast, you'll be back with your dad in maybe ten minutes. All you have to do is get an x-ray and fill out some information with my medical staff, okay"

Isabella offered Victoria her hand and Victroia grabbed the hand and willingly let herself be led away with seven other kids. I noticed two young twins, maybe seven years old standing next to the paralyzed woman and a forty year old man. I stood up and walked over to them and crouched down in front of them. All of them had brunette hair and similar features, clearly the pair were the kids' parents.

"Hi," I said with a bright smile.

"Aren't we too young to have powers?" the male twin asked curiously.

"How old are you?"

"Seven," both twins said together.

"Okay, you're too young to have powers, but I still need you to get put into our system, which means you have to go inside for a few minutes to get some things straightened out," I said and looked over her shoulder at Macy, and as soon as I gave her a look she walked over. I looked back at the twins. "This is my friend Macy, her job is to make sure anyone who comes in without powers gets put into our system. Would you be willing to go with her?"

Both twins nodded, and willingly walked up to Macy. They took her offered hands and she turned to walk with them into the building. I stood up and looked back at the group of adults standing in front of me.

"Let's go for a walk," I said, leading the group towards the gate.

"Where are we?" a thirty-something hispanic man asked as they followed behind me. "Because Bianca and Sara were kind of cloak and dagger about it."

"Kansas, and that's all I'm willing to share," I said in response. "It's too much of a security risk if you decide to leave."

"Who are you anyway?" the father of the twins asked.

"Ava McBrian. I'm the current leader here at Tundra."

"What does the current leader mean?" Delilah asked.

"Well we don't have a name for me really. I'm not a president, but I'm not a queen. I'm just the person who has to make the big choices for the camp. Sara tells me you're from NCIS. Is that true?"

"We used to be until a few days ago," a man in his sixties said. "We got fired because our director didn't want any of the kids to be picked up by the army, but why is that important?"

"We dole out jobs here by giving something to what someone did before coming here. I don't have any need for special agents, forensic scientists or medical examiners, so you'll be bouncing around for a little while," I answered and clapped my hands. "Now onto business. Rules are pretty simple, do your assigned jobs, contribute to the society we have here. You'll be here on a trial basis. If you do a good job and aren't a pain in anyone's side all the time, you'll be allowed to stay. If you constantly are a problem and are harming the people here, you'll be sent away without a single memory of this place."

"That's dark," a black woman said, piping up, and looking over her shoulder.

"I know," I said.

"What are you going to do to make sure John and Morgan survive IAAN?" the paralyzed woman asked.

"You're children?" I asked and she nodded. "You don't have to worry about them going through it for a few years, but we do have a team that is getting more and more facts about IAAN, and can help them get through it."

"How did you figure what happens to a kid when they are hit with IAAN?" her husband asked.

"We put a transmitter into the necks of any kid of age to get IAAN. It transmits to a secure location and we were able to see in real time whenever a kid got their powers."

"That sounds illegal," the black woman asked.

"It probably is, but any kid we put it into has it removed after they get their powers, and we only give it to kids who willingly want to have it in. Most of them want to do it because it means they can run around with their friends instead of being constantly checked by a x-ray machine for the signs of powers. Besides, it helps reduce the number of deaths since it's sometimes fast acting."

"So that's why you pulled them away, to convince them to do the program?" the twins' father asked.

"They'll be offered a place in the program if they so choose, but that's not why we put them in the infirmary. Whenever a parent comes in with their kid we pull them apart to question the kids about any sign of child abuse."

"Has that happened yet?" the oldest of the group asked.

"Not yet, but we have gotten lucky," I said, and looked around the group. Ethan was standing nearby with a distressed look on his face. "Give me a second, guys." I stepped away from the group. I could feel their eyes on me as I walked over to Ethan and stopped in front of him. "What's going on?"

"One of the girls in the first group is a full on black," Ethan said, and my mouth dropped. "Yeah, I need you to go and talk with her."

"I will," I said and looked around. Sam was walking out of the dining hall, and he seemed to have noticed my attention on him so he looked at me.

'What do you need?' He asked.

'Take the group of adults around, I need to do something important.' I thought back to him. He looked at the group and then me again. I usually handled the group who came in and helped make sure everyone knew what was going on with their children, so he knew something was going on.

'Sure,' he thought to me, and started walking to the group. I walked with him to say something.

"My attention is needed elsewhere, so I'm going to have my friend Sam here show you to your rooms. I'll finish talking with you later," I said to the group. Several people nodded, and I turned to join Ethan again.

"Where is she?" I asked as I joined him.

"I put her in the search team's office. Isabella told them that they needed to hold her until you came and got her. She didn't give much else of an explanation," Ethan explained as we walked into the building. I turned right, and Ethan turned left, and I walked up the steps, walked onto the second floor. I walked to the room used by the search teams, took a deep breath and walked into the room.

Jenna's team was in the room, moving around and figuring out what they needed to do and take for their next mission. They sent curious looks to the corner where Victoria was sitting. None of them would ask her what's going on, because they knew that they couldn't offer what she needed to hear.

"Victoria," I called out and she looked up at me. I offered out my hand and said, "let's go take a walk." She looked down confused, before standing up and walking over to me. She grabbed my hand and I turned to lead her out of the room. None of Jenna's team said anything as I led her out. We were silent as we walked down the hallway, down the stairs and out of the building.

We walked past the bus and rounded the infirmary. We started walking towards the old purple cabins. There were a few people going in and out of the building. Until we could get the supplies to find a building for a library, the books would be put in the old cabins to give more room in the tower. None of the workers paid us any mind, seemingly understanding not to bother me right now.

"So," I said, trying to find something to say to her. I had so many things I wanted to say, but I couldn't find the words.

"I'm a black?" She finished for me.

"Yeah."

"I'm guessing you've never done this before?"

"No. The only other two blacks who've shown up were already from here and it came with time. And you're allowed to freak out if you need to."

"Thanks," she said and paused for a second. "What's going to happen to me?"

"You'll be taught your powers, and go to school. I don't recommend trying to leave, people don't like kids like you and me." She nodded solemnly.

"Why didn't I notice that I had powers?"

"You didn't know superpowers were a real possibility in your life. Most who come in don't know as well so you're not alone."

"Thanks for that," Victoria said.

"I have to ask, do you know anyone who's still alive under the age of sixteen? We could track them down and help them."

"A few here and there."

"Good, I'll have Alex help you figure out where they might be."

"What's going to happen to my dad, uncles and aunts?"

"They'll be allowed to stay here for as long as most of us do. They have to follow the rules and not harass anyone, but they should be fine. How about I show you the room you're going to be staying in?"

"Okay," she said and we turned to start walking towards the red buildings. As we passed the infirmary and onto the main street, I noticed Mirable standing with some of the new kids. She looked over at me as we passed, and she looked at me confused. 'She is a black,' I thought to her, and her eyes widened in surprise. We continued walking across the street and disappeared from view.

"How many blacks are here?" Victoria asked.

"Three, but we have three who have multiple powers that could end up as blacks, but they could just end up with more than one power."

"How often does that happen?"

"Not rarely, there's just one right now. It's very rare for anyone to get more than one power, so it probably won't happen very often." We walked up to the street with the red, orange, silver, and black buildings. "Oranges and silvers stay in those cabins, while the reds and blacks stay in those." I pointed out each building. "We keep them together because there aren't enough kids to have their own buildings." We walked into the courtyard of the building I stayed in. I opened the door, and we walked together down the hallway where Mirable, Ziva and I were staying.

"This is you," I said, stopping at room number one sixteen. She opened the door, and looked around it briefly.

"Why are there so many beds here?"

"There will be more like us coming in, besides we might have to end up sharing with each other."

"Hey, Ava, I need you," Alex said over my walkie talkie.

"How big is it?" I asked back.

"Kind of big," she said in response.

"Give me a minute,," I said.

"Okay."

"Come on kid, I need to talk to someone and I'll introduce you to the other blacks," I said and her eyes brightened.

"Alright," she said and walked out of the room, closing the door behind her. We walked out of the building and through the camp to the control tower where Gage, Mirable and Ziva were all waiting for us.

"Victoria this is Mirable, Gage and Ziva," I said as we walked up to them. "Mirable and Gage are full blacks while Ziva has all but silver and orange though we expect her to get them soon."

"Hi," Victoria said shyly.

"They're going to watch you and start helping you learn your powers while I talk to Alex really quickly," I said giving them pointed looks. All three nodded. "Good, I'll see you later." I stepped away and the three kids started talking with one another. I walked into the control tower and into Alex's office.

"Hey," Alex said as I walked into the room and sat down. "I found the files for the NCIS agents who arrived with Jemma's team." She grabbed her tablet and tapped something before handing it to me.

"Do we trust them?" I asked.

"Mostly, but we need to proceed with caution as always."

"Thanks, but you wouldn't call me to your office to tell me something that is very easy to explain over walkie talkie," I said, leaning back against my chair.

"Malika got back to me, her team found the bodies of the oranges and silvers killed," Alex said. I sighed and my head hit my hand.

"How many?"

"Forty."

"God."

"Yeah. They also found a few ways to get into the camp, but they're not going to do anything until Jenna's team shows up."

"Sounds good," I said. "Were they able to hack into the database?"

"No, but they've been getting pictures and have a rough estimant of how many kids per color."

"Good," I said and paused. "We'll continue this conversation later." She gave me a confused look, and I used my powers to open the door. The NCIS workers were standing on the opposite side of the door, and were waiting for us to finish. We stood up and walked out of the office. "How can I help you?"

"They need jobs," Sam said as we leande against the wall.

"Alex?" I asked, looking at the girl.

"We need more people in the warehouse to get some of the kids out and to the school," Alex said.

"Medical crew?" I asked.

"Ehh," Alex said with a shrug.

"Alright, everyone but Dr Mallard will be in the warehouse until further notice. Dr Mallard I heard that you were a historian before you were fired so you'll join my library crew for now." Everyone nodded, and looked around confused. "Dr Palmer, I'm going to talk to you for a minute."

"Of course," he said, and looked at Agent Knight. "Can she come?"

"Sure why not," I said. "Sam, how about you show everyone the dining building?" He nodded and I turned to lead the four of us into the office as he led everyone else out of the building. "Sit," I ordered as we walked into the office. I leaned against the wall slightly behind Alex's desk. Everyone else sat down. I used my powers to close the door.

"What's going on?" Dr Palmer asked.

"It's about Victoria."

"Is she okay?" Agent Knight asked.

"She's fine. It was her x-ray that confused us. She's a black, simple as that."

"With all seven powers?" Dr Palmer asked.

"Hmm," Alex mumbled.

"What does that mean? How is she going to be treated here? Is she okay?"

"Means that she has all seven powers, with respect and a little bit of fear, and she's fine. Freaked out, but fine."

"So she'll be treated like everyone else?" Dr Palmer asked.

"We treat everyone the exact same no matter their differences."

"Good," Dr Palmer said. "Anything else?"

"I don't think so," I said, and both nodded before standing up and walking out of the room.

"We didn't explain how dangerous it is for blacks out there, did we," Alex said.

"Nope," I said walking around the desk and sat down across from her. "How many people are needed to go to Second Horiznas?"

"At least two yellows, a silver, and three or four oranges. I would send thirty or forty adults to help them out. We would just have to knock out the electricity and the guards before we could remove the kids."

"Sounds like a good starting plan," I said. "You have any idea what people to use?"
