Misaka Mikoto has become to dangerous for the liking of the Board of Directors. What will they do?
Have you ever been to church? Those who have know who is the authority of power, a person who vocalizes his words to masses as he preaches the word of god. The same can be said about your governments. Those elected officials who vocalize their words to the masses while preaching of a better world. What do they have in common? Sure their different entities with different agendas but at least you know who they are. But what about the ruling party in a place that different from our world?
Enter the Board of Directors.
Their a group of people who are not known by many in the city of science but, they hold the power to dictate on what's goes on in their city. People know they are the ruling power in Academy City yet not know who they are. This city is 20 years further in the future in respect to their technological advancement, maybe they figured something out that we haven't?
Like a coin theirs 2 sides to Academy City. The light side, where it's the charming city for people like us(from the outside world see it), A place where the future is now, where people have gone beyond their limits and have acquired special abilities that we have only imagined in movies and TV series. A Utopia if you will.
Then there's the dark side. A place that not even the residents of Academy City know about. Its where the true world of this marvel is, this is where the city was build upon.
Which side is the Board of Directors are from? One would think they're from the light side. We've seen corrupted government officials and pastors who have committed the ultimate sin, so it's not so shocking that you can't even believe the people who say they will take care of you.
The Board of Directors, a group of around 12 people with their own agendas sat around a large circular table. They're busy people so not all of them where fiscally present. Some had stand ins and other had hologram projections but, all of them had their faces concealed under the dim lights of the room.
"We can't keep pushing this back."
"I agree, Misaka Mikoto has become too much of a nuisance as of late"
The Board of Directors talked among each other.
"She has appeared in the Level 6 shift project, has destroyed the cloning facilities and disrupted our plans with the 5th level 5."
"She is appearing in too many situations."
"This all started after she met that boy with the spiky hair, Kamijou Touma."
"Misaka Mikoto was supposed to be kept in line by Tokiwadai Middle School, isn't that what we agreed upon?"
"That was supposed to be the plan but the officials we had stationed there as teachers have lost influence over Misaka".
"She needs to be stopped or she might be a problem in future events, she might become to unpredictable as the boy she likes".
A woman who still hasn't spoken up gets up from her chair.
"If we are talking about ways we can stop the Railgun from moving about, then I would like her in my facility for testing. I got curious on Kiharas plan to turn her into a level 6".
"Kihara failed."
"But I'm not Kihara"
A silence fell upon the room.
"Anything better than her running around, I approve of sending the Railgun to that facility. Any other people that approve please raise your hand.
12 out of 12 raised their hands.
"Its agreed upon, thank you."
"But who should we send to capture the Railgun?
"ITEM?"
"They've failed in the laboratory once, Mugino couldn't beat her. It would be to much of an even battle to call it a good plan".
"What about the 7th level 5? Gunha. We can manipulate the situation around him and Misaka to have them collide".
"Gunha might be even more unpredictable than Kamijou. That wouldn't work".
"Gemstone vs Science, hah, that would of been a great scenario".
"What about the 6th? He is the perfect person for this"
"The 6th only takes orders from Alister directly, that person would never follow our instructions. It's for the better".
"Anyways, we wouldn't even know how to contact the 6th in the first place, he's in a deeper place than this city has to offer".
"Is the Renda project finally online? We can use her to capture Mikoto".
"Last I've heard the Renda project is still under testing. A being that can use all the level 5's ability should be use under more intense situations".
A member of the board who is present slams the table with both hands causing a loud echo to be heard in the undisclosed room.
"Stop beating around the bush. Send in SCHOOL".
"We want her alive not dead".
"Kakine Teitoku leads the group, he's the most capable for this mission."
"of course you would think so, you founded that team. I still think they should be disbanded, their too dangerous even for our standards".
Another member speaks up.
"I think SCHOOL would be a great team to capture the Railgun. They have an excellent record, its speaks for its self. They've actually have been more useful than GROUP, which is lead by the Strongest Level 5, that says alot about Kakine".
"For those in favor raise your hands.

"Its decide, send in SCHOOL".
The lights in the dimly lit room all turn off at the same time".
