First off I'd like to make a note that GravityFallsChick also noticed the tattoo thing. I think she deserves credit for this discovery as well.
Back on track, and the weird theory for this chapter goes to... wild and broken eyes! But it also kind of makes sense. She thinks that Gompers wrote the book. Yes, the goat. According to her, Bill didn't like the fact that he wrote down all of those secrets and stuff, so he turned him into a goat. What? Ikr, but it does sound like the type of thing an insane dream demon like himself would do, especially in a place/show like GF.
