I need to find and picture the right time and arc to put him in this series. Whether he will be an ally or an enemy is what you, readers, will find out as the story goes on!

"'It's not that I had it this whole time. This recipe was given to us by Vivi's dad. He told us all to keep it hidden until the day when any one of us meets a Keyblade Wielder with Dream Eaters. At first I didn't know what it was, until you created those animals with some items. And it was a good thing Vivi sent me back home to deliver her letter; so I can give you this!' he said," Chopper-kun translated for everyone else.
"My father?" Vivi asked.
'Oh that's right. Back in that vision, it showed Cobra already knowing about Keyblades and Dream Eaters,' I mentally recalled, remembering that place where I found and resurrected Repp.
"Well, whatever the case, we can save it for later. Right now, we have a war to stop and clear up and an organization to take down," I reminded. "Let's go!"
"AYE!" they all agreed.
*GENERAL'S P.O.V*
The sun was rising. The Rebel Army was getting close to Alubarna. Alubarna's soldiers were prepared to protect all the gates, preventing the Rebels from entering. Meanwhile, on the West, the Straw Hats team were also getting closer to the city. For some reason, they all wore white cloaks, hiding their identities. At the same time, at the West gate, the remaining Officer Agents were waiting for their targets to come, especially Vivi. With them is a man in a black coat; exactly the same as the one Xion wears. He also has on black boots and gloves, just like her. He has strong features with a square chin, straight nose, and sharp cheekbones. The man also has blue eyes and small eyebrows and his hair is auburn and slicked back into rather odd, messy spikes. This man is Lexeaus.
"Hey, hey! Look over there! I can see the Rebel Army!" Mr. 2 informed. "There's so MANY of them! The princess must be a loon to think she can stop them! But is that loon really going to come? Or is she not going to come? Or is she going to come? Or is she not going to come? It's so AMBIGUOUS!"
"Oi, oi, oi, oi, oi, oi! This gonna be okay? Gonna be okay?" Ms. Merry Christmas asked. "They're really coming right?! The Princess and those pirates! At this rate, the Rebel Army will get here first! Didn't they want to stop this battle?! Geez!"
"Calm down, chubby old woman," the man in black calmly told her.
"Who're you calling chubby and old?! Chubby and old?!"
"The one blabbing her mouth off. Besides, isn't the reason obvious for them to not be here by now?" Said woman got confused with the question.
"There's a good chance they simply won't make it in time," Ms. Doublefinger explained. "They did incur a huge time loss at Rainbase, after all."
"What, you serious?!"
"But, what it the rebellion starts before they get here?" Mr. 2 asked. "What are we going to dooo?"
"We won't have to dooo anything," the curly bluenette replied. "Once the war starts, not even the Princess will be able to do anything about it."
"All we have to do is kill the ones we were ordered to kill," Mr. 1 added.
"Correction: you all have to kill who you were ordered to kill except one. And that one person is my target. One that I was ordered to bring back with me," Lexeaus corrected.
"Either way, is killing the ones you were ordered to kill too hard for you, pretty boy?"
"How about I give you a taste of my kenpo!?" Mr. 2 challenged.
"Stop it right now, you two," Ms. Doublefinger tried to calm.
"Ah! My hip! My hip hurts! Mr. 4! Massage!" Ms. Merry Christmas exclaimed.
"More than enough proof as to how old you are," Lexeaus muttered.
"T...h...e...y...'r...e... c...o...m...i...n...g..." Mr. 4 slowly informed.
"WHAT?! Why didn't you say so, you dimwitted daruma?!" the mole woman demanded, pushing her partner out of the way and taking the binoculars.
"So they managed to make it here. How?" Lexeaus asked.
"Spot-billed Ducks!" she answered(?).
"Spot-billed Ducks?" Ms. Doublefinger repeated in a question. "What do you see, Ms. Merry Christmas?"
"Aren't there too many of them? I see seven of them. After scratching Straw Hat off the list, there should be only four left."
"No, Ms. Merry Christmas. Weren't you listening to the boss? That Mr. Prince is with them. Even if there are three extra, the numbers still work out."
"No matter how many more there are, we only have to eliminate Vivi," Mr. 1 said.
"At least that's what you guys were ordered to do," Lexeaus said. "In any case, what are you so confused about, chubby?"
"... Mr.1, Lexeaus. 'We only have to eliminate Vivi'? Well then... WHY DON'T YOU BOTH TELL ME WHICH ONE IS VIVI?!" she demanded.
"They're all wearing the same mantels!" Mr. 2 yelled.
"And those birds are the fastest in Arabasta. The Super Spot-billed Duck Squad!" Mr. 1's partner added
"Damn you rats...! Which one of you is Vivi?! THIS IS TOO AMBIGUOUS!" the okama shouted.
"FIRE, MR.4!" said agent's partner ordered. The large, slow man took out his cannon and fired at them.
"Get away from it!" one of the cloaked pirates warned. The ducks heed the warning and split up.
"They dodged it! Those birds are fast!" Mr. 2 stated.
"They wouldn't be called the fastest if they weren't able to do so," the black-coated man told him. As they spoke, two of the seven ducks went to the South Gate.
"Two of them just broke through to the south! They're splitting up! I bet they're going to the South Gate!" Ms. Merry Christmas noticed. Getting the feeling that one of them is Vivi, due to the fact that the Rebel Army is heading towards the South Gate, she and Mr. 4 went after that group.
"Hissatsu: Kaenboshi!" another one of the cloaked pirates shouted, shooting a ball of gunpowder at Mr. 1. Said man deflected the attack with his bare hand.
"Mr. 1! Two just got by over there!" the okama informed. "One of them could be Vivi!"
"They're planning to enter the West gate," the remaining female officer agent said.
"Those bastards... Let's go!" Mr. 1 ordered.
One of the remaining three Spot-billed Duck sped up and ran towards the last of the agent, sending him into the sky.
"Let's go, you two!" the cloaked pirate that spoke first told her nakama.
"Yes!" one of the two said in a high-pitched voice.
"You won't get away!" Mr. 2 said angrily. "Let's go, you!"
"No, I won't," Lexeaus calmly replied.
"What?! Why?!"
"With the way the situation is now, it'd be a waste of time for me to go on a wild goose chase. Indeed, one of those cloaked pirates are my target; however, what were to happen if the last group that passed us doesn't have her? Even if I go to the other two groups, the first group might be able to inform her somehow about me."
"Then what are you going to do? And how would you know which group she is in, then?"
"I have my ways to find out. I will remain here until any information of some kind regarding her comes."
"Hmph. Suit yourself!" With that, the okama left.
After the chase, eventually, all three groups came to a stop. The cloaked pirates all confessed that they are the real Vivi, in a way, and revealed themselves. However...
"TOO BAD, YOU LOSE!" they all said, revealing that NONE of them are Vivi.
"... WHAT?!" all the agents shouted in shock.
*XION'S P.O.V*
"Camel? A camel?!" Mr. 2 gasped. "And you two! I've seen you two before!"
"W-W-We're sorry!" Usopp apologized, hugging Eyelashes as they both cowered behind me.
'Please don't kill us!' said camel pleaded.
"Why did I say that I will be with you two?" I rhetorically asked.
"Don't be like that, Xion! You're one of our crew's new Quartro Monstro after all!"
'Yeah!'
"Since when was I dub a monster in our crew?!" I snapped, holding back the urge to whack him with my Keyblade.
"AHHH! I'm sorry!"/'AHHH! I'm sorry!'
'How silly it is that I can understand both of them and one of them can't understand the other!' I mentally shouted, feeling another vessel close to being pop.
"Grrr... Why you..." we heard Mr. 2 mutter. Just when I turned my attention back to him, we were surrounded by Shadows and Bandits.
"What the-?! Here?!" I gasped.
"You're too much trouble, so I'll let them play with you," Mr. 2 said. "Get her!" At that order, all the Heartless jumped at me. Knowing how... inexperience Usopp is in fighting, I jumped out of the way and led the Heartless away from the group.
"AHHHH! Xion! Don't leave us!" said long-nose pirate cried.
'COME BAAAACK!' Eyelashes cried as well.
"Usopp! Eyelashes! I'll leave him to you two!" I shouted.
"NOOOOO! THIS IS THE PART WHERE YOU SHOULDN'T TURN YOUR BACK ON US!"/'NOOOOO! THIS IS THE PART WHERE YOU SHOULDN'T TURN YOUR BACK ON US!' the two shouted in unison.
'WHO THE HELL TOLD EYELASHES ABOUT MY BAD HABIT?!' I screamed in my head.
As I led the Heartless away from my nakamas, more Heartless appeared. Feeling that I would wear myself out too much if I fight later, I stopped running and faced them all. "Summon: Everyone!" All my Dream Eaters, including my new Dream Eater appeared before me.
This one looks a lot like Repp. The difference is that it wears a pair of black headphones covered with yellow stars, has spiky orange hair and pink horn on its blue head, and wears what resembles a sweatshirt over its curved body, whose end is marked by a sweat band on its tail. This is Sudo Neku, or just Neku.
"Let's take them all down, guys!" I ordered, receiving roars as replies from them. At that, we began our own little war. My small Dream Eaters were taking on the Shadows and the Bandits, whereas the big ones were taking on the Fat Bandits and Large Armors with me. Those Heartless are tough to beat thanks to their front. Luckily, my dino Dream Eaters are strong enough to break through that defense. And when one of those large Heartless tries to create a shockwave, leave it to them to cancel that attempt to do so. Yet, despite that, when one Heartless falls, more comes in its place.
*MEANWHILE, BACK WITH USOPP AND EYELASHES**GENERAL'S P.O.V*
"Usopp. Oi, Usopp. Eyelashes, get up!" Sanji ordered the two Xion left behind.
"Oh Sanji. Good morning," the long-nose pirate greeted.
"Morning."
"Oh, my fight against that guy? The decoy part of the plan was a perfect success. But after that, it was over in two seconds. One for each of us," Usopp informed, giving the chef a thumbs-up with the camel, who grunted in agreement.
"Stand stronger!" he scolded.
"But Sanji, what are you doing here?"
"Your spot-billed ducks called me to come and save your ass!"
"Oh."
"Anyway, Mr. 2's slipped away. And where's Xion-san?"
The moment Sanji asked that, everything went dramatic with the two beaten up allies of his, for both turned away from the chef and wiped tears away from their eyes with a handkerchief. "Oh Xion. Why would you do that? You, who never turned her back on those who needed you, WHY WOULD YOU LEAVE US?!" Usopp said, as he and Eyelashes began to cry over what has happened. "If only I was stronger, then maybe you wouldn't have gone away!"
"WHAT?! XION-SWAN DIED?! When I see that Okama bastard, he's going to wish that he-!"
"No, I mean Xion just left us," Usopp corrected. "After we revealed ourselves to Mr. 2, a bunch of those Heartless suddenly appeared and Xion just ran off, with all of those monsters following her. AH! If only I could have done something to help! Then maybe she wouldn't leave us behind like that!"
With the misunderstanding all cleared up, Sanji gave his sniper and the camel a little one-two kicks for making him misunderstand the situation regarding the Keyblade wielder.
*BACK TO THE BATTLE**XION'S P.O.V*
"ACHOOO! Whoa!" I ducked just in time to prevent her head from being cut off by a bandit. 'Someone was obviously talking about me,' I thought. 'And man these guys are annoying.'
"In that case, we need to take things up a notch! Repp!" My first lizard Dream Eater faced me. "Mind doing a link with me?" He nodded his head. "Then let's go! Link Action: Flame Thrower!" I grabbed Repp and threw him at the Heartless. The moment I released him, he turned into a fireball and burned down all that were in his way. And once he burned those down, Repp would turn and burn down the next group. This cycle continued on until all the Heartless were burned down.
"Finally. Those guys were like cockroaches," I stated before turning to my nakamas. "You guys were great. Take a nice rest." At that, they all returned to their cards. "Now what should I do at this point? I know I should go back to Usopp and Eyelashes and help them with Mr. 2. Then again, knowing the difference between their strength, even if those two somehow managed to fight together, I highly doubt they would beat him. In other words, I bet they were already beaten by Mr. 2 and let him get away. Which means I should probably go to the castle and try to protect Vivi's father."
That said, I was about to make my way to Vivi's home, only to to see more Heartless getting in my way. "Oh come on! Really now!? This is getting old here!" At that point, they all decided to just jump at me. As a result, I went and beat them up, again.
