Rolo was a naive kid, entirely pliable to the idea of a family, of belonging. He liked to believe the lies Lelouch doused him with, to the extent of their becoming his utter and unshakeable truth. He trusted Lelouch, loved him, worshipped him, died for him.
Lelouch hated him, used him, wanted to kill him; but when Rolo gave his life to safe the one Lelouch no longer deemed worth living, he reconsidered. Because Rolo was all he had left.
It was too late for honesty, he realized. Lelouch owed Rolo one last lie. To give his life a meaning.
