After years of boring twists, the Capitol has had enough of the Gamemakers' attempts to entertain them. They want blood, and that's what they get when the newest twist is announced: for the 117th Games, tributes will be Reaped as pairs of siblings. Luna Brimstone hasn't spoken to her brother in two years, and she longs to see him; at last, it seems her wish could finally come true.

There's but one problem with that mask. For it to work, the victor must have two essential things; haunting vivid memories and loved ones they would trade their lives to protect. One without the other is to no use. So when Olive Navin Cresta survives the 69th Hunger Games with no recollection of her time in the Arena, the mask gets destroyed before it's even placed.
