Assumptions
"Tatsumaki!"
Tatsumaki turned around to see a woman beaming at her. Even though the woman was nearly 5 yards away she was still looking slightly down at the levitating Tatsumaki. The young Mizuki's face beaming with excitement to meet the S-Class hero for the first time… Well in private for the first time. Oddly enough the woman decided to use her first name instead of her "hero name"; with not a single trace of fear or awe in her voice.
"Hello Captain Mizuki."
The girl chuckled to herself before noticing the use of her hero name (despite it just being the word Captain in front of her actual name). Tatsumaki's nice way of keeping a boundary.
"Ah! oh. Um sorry Mrs.-I mean Ms. Terror" Mizuki spattered out with her hands up, which amused Tatsumaki even further.
"I was wondering if you wanted to go shopping with me?"
Tatsumaki faced blanked as she stared at the B-Class hero. Did she really just ask her to go shopping?
"Are you serious?"
Mizuki blinked back equally confused.
"Yeah. I need to get groceries for…"
"No." Tatsumaki didn't even let the B-Class hero finish before turning to levitate away.
"WAIT!" Mizuki took long strides behind the flying Tatsumaki.
"I have better things to do than shopping."
"It's not for me. It's for children in need around the city." Mizuki said desperately trying to get the Tornado to listen. Tatsumaki didn't stop flying towards the elevator, but she glanced back at the girl.
"A lot of children have been orphaned lately due to the monster attacks and destruction of city Z. So I saw this as an opportunity to give something to those kids in need."
Tatsumaki pressed the elevator button while Mizuki caught up. Mizuki reached out for a second to grab her, but suddenly felt a lethal aura around her. How could she be so scary without looking at me?
"And where would these groceries be taken too?" Tatsumaki's question snapping Mizuki out of her haze.
"Uhm. There is a random lot in S City where it is taking place. Directly next to that hospital we use for…"
Ding. The elevator door opened and Tatsumaki stepped inside. Mizuki's mouth was open as she tried to speak and step forward, but she couldn't bring herself to do so.
"Understood" was all Tatsumaki said before closing the elevator in Mizuki's face.
Several hours later Mizuki was gleefully giving small kids food. While some gave her a warm smile and a thank you in return most kept their head down in an awkward silence. Mizuki simply made sure to keep her positive attitude and to sneak them snacks after. Her arms were sore due to the sheer amount of groceries she had carried there. Mizuki had carried a pallet on her right shoulder, and several other bags of groceries hanging over her lean arms. Not that it was particularly heavy to carry; she just hates the feeling of the rough plastic bags rubbing against her skin. There were other adults there guiding the kids to other activities like hopscotch, jump rope and a couple board games. This was more like a fair for them when she thought it would have been a simple lunch.
Mizuki watched a brunette randomly look up and then a kid at her side did too. The young boy pointing at something in the sky. Soon everyone turned to look at a young woman several stories in the air. She was flying with two giant pallets levitating besides her. When the woman came into view it was actually the #2 S Class Hero herself, Tatsumaki the Tornado of Terror. The children ended up walking towards her with a subtle sense of awe and intrigue. The adults were actually the most vocal. One could hear their astonishment and excitement due to being in the presence of Tatsumaki, but unlike the children they were too afraid to approach the 5 foot girl. No matter where a S-Class hero goes they are always looked up too. Mizuki smiled to herself. Mizuki herself thought she wasn't actually coming. Especially since she had abruptly left her standing dumbfounded in the hallway. She didn't see the need for her to get that much food though. That was when she realized like the rest of the kids on the pallets wasn't food, but toys. Most of the kids immediately lost interest, and they all walked off. A kid ended up opening one of the wrappers, and poked around before walking off with disinterest. Tatsumaki was left there with an odd look on her face. She looked at each of the kids, and then finally Mizuki. Aaron, one of the organizers of this fair thing, walked up to Tatsumaki to greet her.
"Ms. Tatsumaki. We did not expect you to be here. It is an honor." Aaron said to her.
"They don't seem to be interested in the toys." Tatsumaki stated as Mizuki walked over.
"Ah well… They don't really have much space in their rooms for toys, but don't worry we will make sure your efforts won't go to waste." Aaron reassured the hero.
Before Mizuki could really say anything Tatsumaki merely nodded and turned around. The pallet to the right of her levitated with her and she flew off without a word. Most of the adults were shocked, and a few kids looked disappointed. Mizuki bit her lip. Of course she left. Mizuki was stupid to even invite her here. Mizuki assumed her pride must've been hurt since the kids didn't instantly pick up the toys she had brought, but that's not exactly what they need now is it? Mizuki turned to the kids before extending her pole. Taking two massive steps she slammed her pole down and flipped in the air. She jumped over a crowd of children with all eyes on her. She ended up landing perfectly with one foot in the hopscotch, and one foot outside of it. Mizuki put a big smile on her face. She wasn't going to let these kids be sad, or Tatsumaki actions make heroes look bad.
"Let's have some FUN!" Mizuki exclaimed as loud as she could.
Mizuki sighed after a long day at the fair. She had left about two hours ago due to having other responsibilities. This included her patrols around the city and some personal errands to attend to. Currently it was dusk out and the sky was lit with a beautiful mix of purple and orange. While walking past the entrance of a clothes store she heard some loud shouting. Mizuki having the curiosity of a hero (or more like a busy body) she peered inside. There stood Tatsumaki facing a chubby bearded man. Mizuki sucked in her cheek. So this is what she decided to do instead of being at the fair.
"You can not return these items."
"I only bought about 100 articles of clothing. I'm returning only about half of it. I would say it was worth the work was it not?"
"NO!" The older man bellowed. Mizuki headed back out the door. She didn't need to hear about her clothing issues. When she walked out she happened to look to her left to see a giant pallet in the alley next to the store entrance. One of them was just lying against a wall, but the other one had some clothes on it with the plastic wrapping holding the clothes open. Usually this wouldn't be anything out of the ordinary, but Mizuki noticed a small pair of gloves meant for a child. Mizuki walked over to investigate the pallet while Tatsumaki continued her argument inside the store.
"For the last time, NO! First you leave with about 50 of the few toys we actually have available. Then you come back with a pallet to try and return them. Which we did out of respect for who you are, but then you order about 600 articles of clothing! This included sets of articles that needed to be individually scanned. It would take us forever for us to scan those items that you decided to return and we have other customers. On top of this some of the items you want to return are opened"
Tatsumaki growled under her breath, she didn't think it would be this big of a deal. She could easily have threatened the man, or used her privileges to force this man to accept those items. She had argued with that red headed store clerk for about fifteen minutes until the management came. It's been forty five minutes and they only scanned about 10 of the items she had. Honestly it wasn't worth the trouble, and a tiny tiny part of her had to admit this was a bit excessive on her part.
"Fine but can you at least accept some of the items. Mainly the ones that are not opened?"
"No!" The man said glaring at Tatsumaki.
"Fine. Keep the damn clothes and my money, but let me say this."
Tatsumaki began to glow green as her psychic powers kicked in. The items around her began to levitate as the man stared her down, maintaining his poker face.
"If I find a single item marked full price I'll have this entire place checked from head to toe for anything… you may want to be left unfound." Tatsumaki said before flying through the doors.
"Also if a kid walks in here wanting something that I already graciously paid for. You better give it to them for free." The door slammed closed with the man finally exhaling.
She didn't kill me. She didn't kill me. She didn't kill me. The manager rapidly thought as he made sure to breathe. Obviously she wouldn't have literally killed him, but it is not wise to challenge someone with her level of social power.
"Hey!" Tatsumaki turned to see a familiar face, Mizuki.
"Are you stalking me?"
"Wha? WHAAA?" Mizuki asked before blushing profusely.
"No! NO! No! I just noticed your heated discussion with that store clerk there, and I was wondering what was going on. I was admittedly really angry with you because you left suddenly and it really did disappoint most of the kids…" Mizuki stopped her rambling in an instant.
"Mad at me huh?" Tatsumaki started to levitate towards Mizuki, who took a step back. Yet thinking about those kids made Mizuki steel her nerves, and she ended up taking a step forward.
"Yes. It was rude to just fly off without saying anything. I didn't even know you were coming after you apparently brushed me off in the elevator. While I appreciate the gesture those kids have been through a lot, and I can completely understand if they didn't care for the toys. Most lost their parents with the monster attacks, and others were either abandoned or have parents in critical condition. You didn't even need to bring anything because I brought all the groceries. You just needed to be there. I'm really disappointed in you as not only an S-Class but as a hero in general."
Mizuki stared at Tatsumaki. Terror boiled up in her gut as she realized she just told off the second most powerful hero in the world, but also what could be considered a boss. What if she decided to stunt her growth in the organization? Yet Mizuki had faced monsters the size of houses, and she knew she was right. So Mizuki punched her fear back down into her gut and straightened her spine. Tatsumaki on the other hand gave a faint smile too small for her to notice.
"I see. Well I guess you would be delighted to know I actually left to go return the toys. Since the kids had no interest I went back a while after. I ended up playing with them for a little bit, and you are right. They did look disappointed when I was watching from afar. I'll be sure to do better next time."
Mizuki didn't know what to say. Then she remembered the pallet at the side of the alley. She was going to ask if she could have some clothes for the kids after Tatsumaki had left the store, but that meant those were the clothes Tatsumaki was attempting to return. Tatsumaki was already beginning to fly off.
"Does that mean… Those pallets back there?" Tatsumaki looked back and didn't say anything.
Mizuki was hit with guilt. She did what a lot of other people do, make assumptions about the S-Class. Of course those assumptions did have merit because Tatsumaki could be rude, but that does not mean she was cold hearted. Mizuki wanted to apologize but before she could say anything else Tatsumaki was gone. Leaving Mizuki alone in the street.
A week had passed and Mizuki was sprinting down the hallway. She was late to a meeting, and she really did not want to hear Sneck's mouth. That was when she saw Tatsumaki exiting one of the rooms. She floated down the hallway and passed her without even glancing at Mizuki. Nothing bad had happened to the B-Class hero, and the two hadn't interacted since the day of the fair.
"Hey! Tatsu– I mean Ms. Tornado." Mizuki called Tatsumaki. The green haired girl turned to look at Mizuki over her shoulder.
"Huh? What is it?" Tatsumaki glare was cold and unyielding. Mizuki suppressed a gulp.
"I-I wanted to apologize for last week. I made assumptions about you that weren't fair."
"Hmph. There's nothing to apologize for. You spoke the truth about how you felt, and you weren't necessarily wrong. Now if you'll excuse me." Tatsumaki turned to fly away, but Mizuki wasn't satisfied.
"What are you doing after work?" Tatsumaki fully turned around and stared at her with an arched brow.
"What?"
"Ah. There's this noodle spot over in City D. An elderly couple runs it and I've been going since I was a kid. I'll be going around 6. I like to eat some noodles and maybe have a lil bit of sake. (Don't tell anyone though. Alcohol is bad for your health). I was wondering if you would like to come."
Tatsumaki glared at the girl again. She couldn't be serious. Where did she get the nerve?
"No. I have other plans." Tatsumaki flatly stated before flying off.
"Oh c'mon please. It won't take long. It'll be fun. It's all on me too!" Mizuki begged.
Sigh. "I'll consider it." Tatsumaki said before continuing to fly off.
Tatsumaki could actually hear Mizuki beam with joy as she began to skip off to her meeting.
"It's a date!" Tatsumaki whirled around to say something, but Mizuki was already sprinting off to her meeting that she was super duper late to; leaving Tatsumaki to think about her dazzling smile with a frustrating blush on her face.

AN:
One thing that I love about writing is the possibilities while writing. This entire fic was supposed to be a Burst Fic (a story written in two hours) and yet it slowly expanded to be this multi chapter story. Hell, a possibility was that Tatsumaki simply flew away and Mizuki would be called by a friend that ran the fair. This friend (probably Aaron) would inform her for inviting Tatsumaki and the clothes. That is how Mizuki would find out and apologize to Tatsumaki. Yet I am big on being true to characters and their personalities. Tatsumaki is reserved but she does not have a problem speaking her mind. She can be rather blunt (and tell people off). SO I figured she would mention she went back. I am experimenting with adding spaces instead of indenting. It bothers me that Archive of Our Own does not include my formatting so it makes my writing look weird sometimes. Just me being Anal.
