Senate Bill: 4001C - New Imperial Army Act
Title: An act to amend the Galactic Military Law in relation to the establishment of a new Imperial Army composed of conscripted civilians.
Summary: Following the revelations of Admiral Rampart's traitorous acts on ordering the destruction of Tipoca City and many other Kaminoan cities and facilities on the planet Kamino, the Imperial Senate hereby introduces Senate Bill 4001C, otherwise known as the New Imperial Army Act, NIAA.
The NIAA does not only establish a conscription system for civilian enrollment into the Imperial military but also decommissions the clones, places heavy limitations and restrictions on the sizes of local military forces, and orders local militaries to face review by a new Imperial office to determine its use and threat-level.
Section 1.
The Galactic Empire herein establishes a conscription service for the Imperial Army solely for civilians of systems within the jurisdiction and territory of the Galactic Empire.
Civilians aged near-post adolescence to near-mid adulthood shall be given the permission to enroll in the branches of the Imperial Army, the Imperial Navy, the Imperial Department of Defense and Security, the Imperial Security Bureau, and the Imperial Special Forces Unit.
Section 2. The Office of Military Conscription.
This bill herein establishes the Office of Military Conscription in the Imperial Department of Defense and Security. The Office of Military Conscription shall be responsible for the development of rules and regulations for the conscription process of civilians, and standards on conscription for each major species of civilians.
The Office of Military Conscription shall be led by a Director appointed by the Commissioner of the Imperial Department of Security and Defense. The Director shall hire a staff of four deputy directors. Each deputy director shall oversee the Office's conscription facilitation in each of the major galactic regions: one deputy director for the Deep Core, Core, and Inner Rim; one deputy director for the Colonies and Expansion regions; one deputy director for the Mid Rim; and one deputy director for the Outer Rim territories.
The Director of the Office of Military Conscription shall hire a number of staff that they see fit, not to exceed ten-percent of the budget allocated to the Imperial Department of Defense and Security.
Section 3. Clone Regiment Decommissioning
Clone soldiers manufactured from Kamino shall not be members of the Imperial Military in any form and shall not be allowed to enroll for conscription.
Clone soldiers shall be relieved of their military duties within two months after enactment.
Clone soldiers are to receive a pension of seventeen thousand credits per year, awarded on a monthly basis, following the Coruscant Standard Calendar System, for five years following enactment. Pensions are to be directly deposited into a bank account for each Clone soldier. Funds may be withdrawn from the bank account of the Clone soldier but not to exceed a frequency of two times in one month, following the Coruscant Standard Calendar System.
Section 4. Local System Militaries
Star systems in the jurisdiction and membership of the Galactic Empire shall not finance, support, or establish in any way a military, para-military, militia, peace-keeping, or local defense force that exceeds three-percent of the star system's net gross domestic product.
An Office of Local Militarization Review and Control shall be established within the Imperial Department of Defense and Security. The Office of Local Militarization Review and Control shall establish rules and regulations on annual military inspections on the Coruscant Standard Calendar System to inspect the size, scope, and uses of Imperial star systems with local military forces. Local military forces may include but not be limited to: an in-reserve militia of civilians, standing armies, standing navies, special security forces, governmental police forces, peace keeping forces, and other forms of security personnel and weaponry equipment.
The Office of Local Militarization Review and Control shall report annually to the Imperial Senate and the Emperor on the state of local militaries across the Imperial domain, as well as their threat level, combat-use, efficiency, and purpose in their respective sectors.
