Joker

Joker was the first to know about Garrus and Shepard. It was a long time coming in his mind, and Shepard deserved some happiness. No one should have been surprised when it finally happened. They were close, they'd do anything for each other without hesitation.

You could sense the love between them, something that Joker often teased them both about. He always wondered why they had taken such great steps to hide their true feelings away from the other, when it was so obvious to everyone else that the feeling was mutual. But, like everyone else who knew, he sat back and let time do its work. They always found their way back to each other, no matter where they had been or how much time had passed.

Joker has seen how crushed Garrus had been when Shepard died, and that's when he knew how much he had loved her. They were all lost without her, but Garrus was the one who could never see the light without her shining it.

They deserved each other, and he was happy for them. He would still make jokes at them, and tease them mercilessly. That would never change.

James

James had been confused at first when he heard the news about Shepard and Garrus. He couldn't understand why such a gorgeous woman like Shepard could be actually be attracted to a Turian. He liked Garrus a great deal. Garrus was a decent guy with a solid heart, cool head and a smooth game. He was the kind of friend all men wanted to have; loyal, funny and a great shot, but he could never consider them attractive.

It was only when James saw them together after they became a couple, he started to get it. They fit together perfectly, and their interactions made you smile when you watched them together. The atmosphere on the ship seem to lighten, well as much as it could during a war.

There were times when he would cook for the crew, aliens included, and Shepard would always grab dinner on the way to the forward battery so she could have dinner with Garrus. Something about the domestic nature in what Shepard did always put a smile on James' face. He admired their ability to carve out something so normal in the middle of a war, and it made him resolve to find some normalcy of his own.

Steve

Steve felt horribly guilty for the envy that he felt when he found out Garrus and Shepard were a couple. Just watching some of their romantic interludes made him miss Robert even more. He hated feeling the way he did, and he would never tell either of them how he was feeling, as he felt this was something that he alone had to deal with.

He considered Garrus and Shepard close friends of his and he was so happy for them. Everyone deserved moments of happiness, especially when tomorrow was not a certainty. Shepard especially deserved it as she had been a big support of Steve's when he was still dealing with the fallout of his husband's death, so seeing her so happy made him immensely happy.

It became a joke between Steve and Garrus, how Garrus didn't object to his girlfriend spending time with another man. Then Garrus would appear to steal his girlfriend back. It made Shepard laugh, and Steve wanted to see her laugh.

EDI

EDI enjoyed watching Garrus and Shepard together. She was learning about the emotions of organics, but she hadn't had the opportunity to learn about romantic interactions. She had learned gradually over the course of her own self awareness how to categorize the emotions of those around her. Joker had taught her something about emotions so she could continue to learn.

She had asked them both separately about their relationship, grateful for them being honest. They understood EDI asking them and felt honesty was important for her growth. Their new relationship made EDI feel more like a person, just like any organic because it helped her process the feelings that she was developing.

EDI saw Shepard as a parental figure, and someone that she looked up to, and she felt happiness and approval in this new dynamic between Garrus and Shepard. She went to Joker to ask why she felt good about it, and Joker told her it was natural to feel emotions when you see people happy, especially people you have a bond with. She would continue to study relationships between organics to grow herself as a person.

Kaidan

When Shepard allowed Kaidan back on the Normandy, he was hopeful that they might rekindle their relationship. It had been over two years since they were together, but he had always held out the hope that she still felt the same about him. He loved her, was in love with her, and never forgot about her. He could never forget her, or the time they shared before she died.

It didn't take long for Kaidan to hear the gossip after he got on board. He didn't believe the gossip, as Shepard and Garrus had been friends for a while and there was never any hint that they viewed each other romantically. Sure, they were close, Kaidan knew that but that was all he knew. It was only when he heard Steve and James making a joke at Garrus about keeping his boss girlfriend happy, that he knew the gossip was real. He listened unseen to the conversation, he knew that the relationship was new, and Garrus had instigated the relationship. He wondered if this meant he might still have a chance with Shepard.

He tried to get her attention, hoping to get her alone. He succeeded in getting her out on the Citadel to have dinner with him. He told her how he felt about her, that he still loved her but she let him down gently. Shepard told him that she didn't regret their time together, and that she cared about him a great deal, but too much had happened between them since to make a relationship work. He understood it, and accepted it.

Kaidan was hurting, and felt the jealousy burn in his chest when he saw them together. He would keep hurting until he was in a place to get over Shepard. Joker told him in no uncertain terms to get over it. He hurt Shepard with his actions on Horizon, the self-pitying email and his comments to her in Huerta hospital and Mars, so he had no right to be hurt that she had moved on.

He wasn't happy for them, at least not yet. He might be happy for them one day; it would just take time for him to reach that point.

Liara

Liara had always had feelings for Shepard, even admitting it back when they were hunting Saren. Shepard had let her down gently, making it clear that she wasn't into Asari, so Liara just assumed Shepard wasn't into aliens. Not everyone was into aliens, so while Liara felt foolish over her crush on her friend, she understood and didn't pursue Shepard further. So, you can imagine Liara's surprise when she saw on the security cameras, Garrus and Shepard cuddled up on the sofa in the port side lounge. It was clear that they having a romantic night together, laughing and joking with moments of physical interaction; gentle kisses and loving touches.

It made Liara feel slightly bitter as she wondered why Garrus was good enough for Shepard but she wasn't. Liara had been there just as much as Garrus had been, loved her just as much as Garrus did so it left her feeling rejected.

She had no idea that feelings had grown between her friends, and it made her feel a little disappointed that she only found out by seeing them on the ship's cameras. She knew she shouldn't feel hurt but she couldn't help it, but she would have to get over it. She wouldn't ever cause problems between Shepard and Garrus so she would swallow her hurt pride and move on.

Tali

Tali had been excited to be back on the Normandy once again, eager to see Shepard, Liara and especially Garrus. She had started to have feelings for Garrus during their time hunting the Collectors. There was only one thing stopping her from making her feelings known.

Shepard.

She had always known about his feelings for Shepard. Kaidan and Liara were completely blind to it, but Tali just knew. She always hoped that Garrus would eventually accept that he would never have Shepard and he would start to see her in a different light instead. Tali had always expected Shepard and Kaidan would end up back together, even after Shepard had grown close to Thane. She knew how hurt Shepard was due to Kaidan cold dismissiveness of her on Horizon, even though she hadn't been there to witness it, but Tali believed that the page hadn't been turned over on that relationship.

Not long after she got on board, she went to speak with Garrus when she was informed by EDI that Garrus and Shepard were in her cabin and asked to not be disturbed for a few hours. Tali asked for confirmation of what EDI was implying, and the truth became clear to her. They were in a relationship and the entire crew knew about it, and didn't seem fazed by it. In fact, the crew seemed to go out of their way to ensure that their Commander had privacy to enjoy some alone time with her de facto second in command.

Tali had to accept that Garrus would never view her in the same way as she viewed him. She knew she would never be able to compete with Shepard.

Wrex

If Shepard was going to end up in a Turian, Wrex was glad that it was Garrus.

Wrex and Garrus should have been enemies, but from the start they had a mutual respect for each other. He liked Garrus a great deal. Sure, Garrus thought he was funny, but no one was perfect. But there's no one you'd want to watch your six more than Garrus. He was a good soldier and a wicked shot so Garrus was the one you'd take to a bar fight because you knew you'd be the ones walking away.

Of course, Wrex would be dishing out the usual threat. "Hurt her and I'll hurt you," was the standard when it came to family members, and to Wrex, Shepard was family and she would be protected for as long as he could.

Grunt

Grunt wondered why his Battle master would end up with a Turian, but Garrus wasn't just any Turian. Garrus and Shepard had been almost like parental figures to Grunt, and they helped him grow and move away from Okeer's teachings while he was in the tank.

When he was going through his coming of age, they had been a support in his journey to adulthood so he was happy with them being together.

Grunt still thought that she should be a Krogan though.

Javik

Javik was pretty isolated on the ship so he didn't hear the gossip, but he could smell Garrus on Shepard, and it was obvious what had been going on between the two.

He was bemused by the idea of a relationship between two different species, especially when that species had some ugly history between them. No Prothean would be so disloyal to their own people like that.

He voiced his disapproval, only to be firmly put in his place by Shepard. She brought up Javik's obvious attraction to Liara so he didn't get to judge. Javik learned to shut up then. But he did understand the attraction. Shepard and Garrus were both warriors, hardened by battle but still capable of positive emotions. It should have been obvious that two people like them were drawn together.

Primarch Victus

Victus hadn't been on the Normandy for long when he heard the gossip. He had decided to venture out of the war room in search of food, and Garrus. Although the crew had been very friendly towards him, he wanted to talk to one of his own, and he knew Garrus would make time for him. On his way to the forward battery, he encountered Shepard talking to a Human male. As he passed her, he could smell Garrus all over her.

It didn't take a genius to work out that he had been intimate with her, and on more than one occasion judging by the scent. He knew what Garrus had done; he marked her with his scent as all male Turians did as a warning against other Turian males to stay away from his mate.

He wasn't surprised to learn of their relationship. Garrus had spoken very highly of Shepard right after their first meeting. Most of the Hierarchy assumed that his stories had been fanciful, but after seeing her in action, he knew Garrus was truthful. Must Turians who had been on Menae had talked about her abilities. She was a soldier through and through and she thought for the Turians on Menae as if they were soldiers under her command.

He understood why Garrus would want a woman like Shepard. Most men would want a woman like Shepard.
