Chapter 2,

Izuka sat on the ledge of the building watching the crowd below as she kicked her legs up and down humming a happy tune. She continued humming until a hand came floating up holding a wallet. This was the quirk of the man who attacked her behind the bakery. It was called floaty hands and it allowed her to telekinetically control her hands from a distance.

She had begun taking people's wallets because she was sick of the rotten food and her clothing was getting a bit torn. She took the money taking several yen notes before using floaty hands to drop the wallet into the owner's face. She smirked at the man's confusion.

Getting up she counted her earnings. She had a satisfied grin. She had taken enough money to cover food for the week and maybe buy some new clothing.

Once she had climbed down from the building she strolled to a cheap clothing store and found a dark hoodie a size too big so it would fit for longer. Once she bought the hoodie she left the store and bought some food. This became her new routine, taking peoples money and buying anything she needed.

It was getting dark so Izuka decided to look for a place to sleep for the night. She was passing through an alleyway when she heard footsteps from ahead of her as she looked forward she saw two men approaching. She could see that they were clearly drunk, given how one of them was stumbling with his friend supporting him but not looking much better. As the two men pass Izuka one of them turns towards her.

"H-hey kid what are y-youuu doing out at a time like this?" the man slurred.

Izuka didn't even look at the man as she continued walking. The drunk man seemed to not take kindly to her ignoring him, so he reached out towards her with his hand.

Before the drunk man could touch her Izuka made her move and she activated floaty hands and launched her hand towards the drunk, the man shouted out in pain as the appendage slammed into his face, this knocked the unprepared man out.

The other drunk man watched wide eyed as his friend fell. After a moment to process the situation the second drunk man raised his fingers and shot out a laser from them.

Detective Tsukauchi was a simple man but the folder on his desk held a far from simple case, it's also why he was meeting with the number 1 hero All-Might at the Mustafu police station today.

The room was filled with tension, All-Might sat there reading through the folder and finally spoke "I don't think this was him, All for one would be far more discreet with taking quirks especially with me back from America."

"Maybe so but nevertheless at least two people have had their quirk taken." Tsukauchi replied "we did get a statement from the victims and we did get a basic description of what happened. Victims gave a statement about the last thing they remembered was a green haired girl grabbing their head."

The two men talked some more and decided the best thing to do was to send out a notice to heroes to be on the lookout for a green haired girl. And gave a description of the quirks she stole, they did not mention the fact that the quirks may have been stolen.

All for one was speaking with the information Broker Giran, He was told that he had important news.

"This is an interesting situation indeed." the symbol of evil spoke, "and you said the hero's were currently on the lookout for a green haired girl who is believed to have stolen someone's quirk?"

"That's correct sir." Giran replied.

All for one rubbed his chin a plan forming in his head, then he spoke, "we won't get directly involved with her if she indeed has a quirk similar to mine I will want to make her an ally and with the situation all it should take is a small nudge in the right direction."

All for one contemplated the situation, he had many years of manipulating people under his belt and would consider himself an expert in the subject, this was the reason that he already had a good idea on what to do.

"I will have a pro hero encounter her. All-Might may have found a large number of his associates since he returned from America but he was sure he could manage to make a pro hero with a less than positive reputation find her."
