"Lightning Release: Black Bolt" Speaking

'Lightning Release: Black Bolt' Thinking

{Start of Chapter II}

(Council Chamber, Hidden Village in the Leaf)

"So you're telling me that you allowed him to select three genins from the graduating batch, that seems like blatant favouritism, Lord Sandaime!"

A black haired man frowned as he spoke to the Hokage.

The council hall was filled with shinobi and civilian counsellors alongside the three advisors who served the Hokage.

"And since when did clan heads start taking students under their guidance, last time I checked Uchiha-san here is acting as the current placeholder for the Uchiha clan,"

A civilian counsellor spoke as he looked at the Hokage for answers.

"Well last time I remember you were kissing my arse to buy some of the land in the Uchiha compound, I guess you do not take well to refusal Naito-san,"

Shirou spoke with a smirk on his face as Naito developed a frown.

"You were stupid to not sell some of that land, that place is abandoned and there is no one to acquire that place, the Uchiha do not need such a vast compound for just two members,"

"What I do with my clan compound does not concern you by any means Naito-san, that is a 'Clan Compound' if you keep forgetting and the Uchiha have full right to decide what they want to do with it,"

Shirou replied with a frown on his face, that fat bastard was starting to get on his nerves and to be honest he was starting to get annoyed.

"Before we get off the topic we have gathered here for, I'd request both of you to calm down,"

Shirou nodded as he turned towards Hiruzen.

"But you cannot expect…"

"I said calm down Naito, do not make me repeat myself!"

Hiruzen spoke with a frown on his face signalling his ANBU guards to remain on stand-by.

"Now before I was interrupted, as I said before Shirou will be taking up on a team of graduates and he has full access to decide on the students that he wants on his team, and that is a final decision!"

The civilians groaned as they heard the Hokage's command, if Shirou was allowed to take handpicked students under his team, they were sure he was going to pick those who came from shinobi background.

Having the chance to have their children being trained by Shirou Uchiha was a marvellous concept and none of the members of the civilian council wanted to miss out on the opportunity.

"I understand your decision Lord Hokage, but that will make his team too powerful in comparison to the other teams, and that will be an unfair advantage, the children will not like that,"

Mebuki Haruno spoke as she turned towards the Hokage, the woman wanted her daughter to be on the same team as the Uchiha survivor Sasuke Uchiha and she was sure that Shirou was not going to pick her child.

"Too powerful, unfair, do you even listen to what you are spouting Mebuki-san, we run a military village, our shinobi are meant to be powerful, if we started about caring about hurting the feeling of kids, just because their classmates were in a too powerful team, we will be heading towards our downfall!"

Shirou spoke as the clan heads nodded, the Uchiha head had raised a very valid point.

Danzo looked at Uchiha and nodded in agreement, while he did not like Kagami's son, the brat was an excellent shinobi. There was no doubt about his skills and war veteran knew that training genins under him would provide the Hidden Leaf with some great results.

"I have to agree with Uchiha-san, we cannot just make teams that cater towards the children, we need to ensure that we can produce shinobi of outstanding calibre,"

Hiashi Hyuga spoke as he looked towards the Hokage and the civilian counsellors.

"Okay let me put it this way, when was the last time Konoha produced an S-ranked shinobi?"

Shirou spoke as he looked towards the civilian side of the council.

"These are peaceful times Uchiha-san, we are not at war, we do not need S-rank shinobi, we all know what happened with the last one, I think you remember that well, don't you!"

Naito spoke as he looked at Shirou with a smirk on his face. The clan heads were absolutely appalled at the man spoke as they looked at Shirou who still had a blank expression on his face.

"If that was your attempt at getting under my skin that was pathetic to be honest, bringing up my dead family to show that you have an upperhand, that's low even for a man of your tastes!"

Shirou replied with a blank expression on his face as he continued without giving Naito a second look.

"And we do not need to be at war to train our shinobi to be excellent, do you want to wait until Hidden Stone or Hidden Cloud attacks us, and once half our populace are six feet under, we will train our children to be stronger, that's pretty much what you meant, right?"

Shirou smirked as he looked at the civilians who hung their heads in shame. Naito had left them embarrassed and none of them had a comeback.

"Uchiha-san is right I believe, I think you have made a good choice to allow him to train students of his choice Hiruzen,"

Danzo spoke as he looked at the Hokage.

'Yeah I knew you would love the idea, you war-monger' Shirou thought to himself as he looked at the bandaged bastard. However, what threw Shirou off was a sense of familiarity when he focused on Danzo. There was something up with the man, and that was not right.

"So do you have an idea who you want to take on your team?"

Hiashi asked as he looked at his fellow clan head.

"Well for one I have decided that I want the jinchuriki,"

That sent the civilian council in an uproar as they started to shout at the Uchiha.

"Absolutely not, we will not allow you to train that,"

"You must be out of your mind, if you thought that the demon brat would even receive training,"

"That is preposterous, we cannot allow it to grow stronger,"

"Do you even understand what you are saying, you want to train the demon that destroyed our lives!"

Hiruzen looked at the civilians with a pure look of rage on his face, he knew that the civilians did not like Naruto due to their ignorance to see past their hatred, but he did not expect them to be this stupid.

"You must all be out of your minds, to call the kid a demon in front of the Hokage, all of you breaking a punishable by death law! And he has a name. As far as I know his parents named him Uzumaki Naruto"

Shirou spoke with a smirk as the civilians quickly remembered where they were and what they had said in presence of the Hokage and the clan heads.

"ANBU detain these four immediately and sent them to Ibiki, also ask Tenzo to seal all their businesses!"

Hiruzen spoke with an authoritative voice as the civilians looked at him with a stunned expression on their face.

"But…"

Before either of the four could interrupt the Hokage, four ANBU quickly sunshined next to the civilian counsellors, before taking them away with another shunshin.

"I hope no one plans to interrupt me any longer, you all keep forgetting that this is a military run village and I run it, just because I allow you into a chamber does not mean you start making decisions!"

Hiruzen spoke with a stern look on his face as the remaining civilians nodded in agreement.

'So Hiruzen is slowly starting to grow his backbone again huh, I am surprised, well it's good he isn't going soft or I would have to take matters under my own hands,'

Danzo thought to himself as he looked at his old teammate who had taken back his seat and asked Shirou to continue where he left.

"Now as I said before I was interrupted, I plan on training the jinchuriki and that is pretty much final, the other name that I have decided is Shino from the Aburame clan, the kid is smart and can act as a strategist in the longer run, I was thinking about the Nara kid, but I do not want to unsettle the Ino-Shika-Cho combination that has been serving our village,"

Shirou spoke as Shibi Aburame and Shikaku Nara displayed a brief smile on their faces for the praise towards their sons.

"I am happy that you think my son is fit under your criteria Uchiha-san, I expect him to suit up to your expectations,"

Shibi spoke as he looked at Shirou, the man did not speak much but having his son trained by one of the Sandaime's students was surely a good occasion to express himself.

Shirou nodded as he continued with his explanation.

"Now with the jinchuriki serving as the heavy tanker, and Shibi-san's kid as the strategist, I have been thinking about having the last member as either an battle medic or a reconnaissance ninja or even a support ninja, I have a few names in my mind but I'm open to suggestions if you want to me to consider someone,"

Shirou spoke as everyone nodded, the Uchiha made sense with his explanation, he was looking to build an all-round team that could function even without an instructor with the strategist leading the charge in needed situations.

'This is a great opportunity to keep the jinchuriki in check, there is no way I'm going to miss out on this chance!'

Danzo thought to himself as he turned towards Shirou.

"I am pleased with your explanation and I think you have the correct idea in mind, I have an excellent kid under my guidance who can fill in the supporting role you are looking for,"

'So he wants me to put in one of his Root ninja in my squad so he can be updated with the jinchuriki's progress, very clever Shimura, very clever'

Shirou thought as he smiled back at the war veteran.

"I like my students to be expressive Danzo-san, while I agree that your recommendation might be a great pick, I prefer brats who are human!"

Shirou replied with a smirk on his face as Danzo frowned, everyone in the room knew about Danzo's personal division, while the Sandaime had disbanded the ROOT, Danzo still operated with his workforce behind the shadows.

"I think my daughter could learn a lot from you Uchiha-san, being a Hyuga her Byakugan can help the team for reconnaissance,"

Hiashi spoke as he looked towards Shirou hoping that the Uchiha might be interested in training her daughter. He knew his daughter had self-esteem issues and training under the man would help her develop as a shinobi.

"That is another fair recommendation Hiashi-san, but I think a female jounin would be better in training her, from her files I understand that she has self-esteem issues and someone like Kurenai Yuuhi who is close with her can help her out!"

Shirou spoke as he looked at the Hyuuga with an apologetic look on his face, while the Hyuga clan head made a great point, he had already told Kurenai that he was not interested in the girl and he did not want to go back on his word.

Hiashi nodded as he looked at the Uchiha, the man made a valid point.

'If only Hinata had more confidence, she could have learned under an incredible shinobi,'

Hiashi thought as she looked back at the other clan heads who were thinking about recommending their children.

"Why not train your cousin, Uchiha-san. Young Sasuke can learn a lot from you and with you as his teacher the kid can develop his Sharingan as well,"

Koharu spoke as she looked at the man, he was a strong ninja and having the Uchiha survivor learn from one of his own would be a great advantage.

"Hmm, while I think the kid would learn a lot under me, I personally think Hatake Kakashi is more suited to train the kid, Kakashi has the sharingan so he can help Sasuke develop in the aspect and having both my cousin and the jinchuriki in the same team would disbalance the team,"

"Then why not just take young Sasuke under your guidance while Kakashi trains Naruto, he has personal connection to the kid and I think that will also help him train the boy on a personal level,"

It was Homura who spoke this time as the clan heads looked at Shirou for an answer. The advisor made a valid point, Hiruzen looked towards his student for an answer as he was also interested to know why Shirou wanted to train Minato's son rather than his own cousin.

"You want an honest answer, if it were up to me I'd avoid making the kid a shinobi unless he is psychologically evaluated, whatever Itachi did to him did a lot of damage. He's a flight risk who's obsessed with power. I am not saying he will remain like that, he was a great kid before the incident but right now I don't want one of my students to turn out to be a traitor!"

Shirou replied, shocking all the people in the room, everyone had seen the recent changes in Sasuke's behaviour and they kinda agreed with the elder Uchiha's evaluation.

"I think I will take on your advice and have him evaluated but unfortunately I cannot delay his graduation, the kid will think the Hidden Leaf is holding him back and than will a bigger issue than it is right now,"

Hiruzen replied as Shirou nodded in agreement, it looked like the Sandaime was slowly starting to understand how messed up the situation was.

"I think I know someone who could fit in your team very well, I know this kid who has been living in the orphanage, and I know that he's a part of the current graduating batch. Last time I met him, the kid seemed talented enough for your requirements,"

Shikaku spoke as he looked at Shirou with a smile on his face as all the people in the room looked at the Nara clan head with a surprised expression. Shikaku was a man of very few words, so to see him speak this much without even mentioning the word 'troublesome' was new.

"Who do you have in mind, Nara-san?"

"You all know the orphan from the Chinoike clan right, the red haired kid. I think he could fit in well into your squad. He's talented as far as I know!"

Shikaku spoke as Danzo looked at him with a frown on his face.

'I never thought the Chinoike brat was doing good, he's always been ill, if I knew he was good I would have already recruited him into ROOT'

"Hmm I think I have his file, thank you for your suggestion Nara-san, I will surely give it a thought,"

Shirou spoke as he took his seat.

"Since we are done with the selection topics, let's move onto the next topic that we are here to discuss…."

{Scene Break}

"So what team do you think you might get Sasuke-kun?"

Sakura asked as she looked at the Uchiha survivor who seemed disinterested in talking to any of his teammates.

"Stop disturbing Sasuke-kun, forehead. We all know the only team he is going to be on is mine,"

Ino replied as she glared towards Sakura. The pink haired girl returned the stare back as the two butted heads vying for attention from their Uchiha classmate.

"Girls are troublesome!"

Shikamaru signed as he looked out of the window causing Sakura and Ino to turn their attention to the Nara clan heir.

"Shut up Shikamaru, you are just jealous because we do not pay attention to your lazy ass!"

Ino glared at Shikamaru who just let out another sigh in return.

'Like I said troublesome'

The kids were interrupted as their instructor Umino Iruka walked inside the classroom.

"Now quite down all of you, congratulations to everyone who graduated from the academy this year. I hope all of you go and become some of the best shinobi in the future. Now I have the list in my hands about the team placements and it's time to announce the squads."

Iruka spoke as all the kids in the room looked at the man full of anticipation. Naruto who was seated in the corner of the room raised an eyebrow as he turned his attention towards the chunin instructor.

"I'll start with Team 7, first of all Uchiha Sasuke, second Haruno Sakura, and finally Sai, your jounin-sensei Hatake Kakashi will be here to pick you up soon, or at least that's what I hope for,"

Iruka sighed as he looked at the brats, he knew Kakashi was going to be late, that was guaranteed.

"Haha, take that Ino-Pig, I'm on the same team as Sasuke-kun. True love conquers all. But what do you mean I hope our sensei will be here to pick up soon?"

Sakura asked as she looked at Iruka, remembering the second part of his announcement.

Sasuke just sighed and put his head down, so now he was trapped with the annoying pink haired banshee and the pale robot. He could already imagine how these two would hold him back.

'Itachi keeps getting out of my reach, how am I supposed to reach his levels when I'm struck with these idiots,'

"Well Sakura, your jounin-sensei is actually three-hours late for anything that isn't A-Ranked. There are rumours that he would be three hours late for his own funeral!"

Iruka chuckled as Sakura looked at him as if he was joking but her expression soon turned sour when the man informed her he was serious.

"Now coming to Team 8, Hyuga Hinata, Inzuka Kiba and Kurama Yakumo, your jounin-sensei will be Yuuhi Kurenai,"

"Take that everyone, I'm on the same team with two chicks and from the looks of it even my sensei is a woman!"

Kiba shouted as Akamaru let out an embarrassed woof from inside his jacked.

"Quiet down Kiba, now since Team 9 is already in circulation Team 10, Yamanaka Ino, Akimichi Choji and Nara Shikamaru. Your jounin sensei is going to be Sarutobi Asuma."

"I'm stuck with the lazy ass and the chips eating fa.., I mean the chips eating guy, why does my luck suck, why couldn't I be on the same team as Sasuke-kun!"

Ino groaned as Choji continued to munch on his chips while Shikamaru let out another sigh. 'Troublesome'

"Okay now settle down kids, Team 11 Uzumaki Naruto, Aburame Shino and Chinoike Ren, your jounin-sensei will be Uchiha Shirou-san!"

Iruka spoke as he looked at the list with a surprise on his face, as far as he remembered the Hokage told him nothing about the 'God of Thunder' picking up his own team.

Sasuke listened to the announcement with a frown on his face. He failed to understand why his cousin was interested in training anyone other than him. They could have trained together and then killed Itachi to avenge their clan, but here he was busy playing with these idiots.

Iruka continued to list out the remaining teams as most of the kids already started to sit with their teammates to discuss their new teachers.

{Scene Break}

(Meanwhile at the Memorial Stone)

"You know if I didn't know you well, I'd say you love wasting your time here cyclops. But as I have said before, you have to let go of the past Kakashi!"

Shirou spoke as he joined the silver-haired jounin at the memorial stone. Everyone who knew Kakashi well enough knew where the masked jounin would be whenever he was running late.

"It's just not that easy for me, first my father, then Obito, then Rin, and then Minato-sensei. It seems like whosoever is close to me at given stages of life, dies before me!"

"Well that's one way of thinking about it, but how many lives have you saved brat. You keep on blaming yourself for something that was out of your control. Your father's death was not your fault. Namikaze-san chose to sacrifice his life so that this village would see a better future, and I've never blamed you for my brother's death!"

"Well I could have saved Obito, if I was stronger than I was before!"

Shirou looked at Kakashi with an annoyed expression on his face.

"I'm not going to waste my time forever Kakashi, someday you'll have to acknowledge that Obito's death was out of your hands. And it's not just you who has lost people around themselves, look at me, my entire clan is dead for fucks' sake!"

Kakashi looked at Shirou with an apologetic expression on his face.

"I am sorry senpai, but this is something that I will have to come to terms with at my own pace, nothing you or anyone says changes what I think about the scenario, after all you aren't team as the 'Friend Killer Kakashi', are you?"

Kakashi spoke with a saddened look on his face as Shirou let out a sigh.

"I guess nothing I say will change your behind, I'll just tell you this cyclops none of the deaths that happened around you were your fault. Not even Rin!"

Shirou spoke as he was enveloped in black light before he was no longer there.

{End of Chapter II}

Yeah so that's the end of the second chapter, I know I did not make a lot of progression in this chapter. But I love building my chapters with conversation around them. I like having long descriptive scenes that hopefully leave an impact.

So we have finally the team that we are going forward with, about the Chinoike clan, yeah I know they were introduced in Boruto but I think I can do something with them. I'll keep most of their abilities around. Though I think I might remove or redesign the shitty looking dojutsu.

Ketsuryūgan looks like a poor design in my opinion. An eye that allows you to control anything fluid that has iron properties in it could have been made to look a lot cooler than a red & black eye with a white hyphen.

The next chapter should mainly have the team introduction and the actual genin test and not the crappy bell-test. I know teamwork is important but you cannot expect three random brats to stand working together from the get go even if they understand the concept behind it.

And yeah Shirou knows how Rin died, he was there but that's a story for another day. Now with Obito yeah he's the OC's brother, both him and Shisui in my story are Kagami's sons.

Thanks for coming back to the story, I did not receive such a good response on the opening day. Hope you guys let me know how the story is progressing through your review or PMs.

Until then take care, Ja Ne
