I will try to write this Story Although my chapters are maybe on the shorter side than others, and have faults (Dyslexia).

meetings and promises
Naruto was floating. It felt nice, no more pain. The only thing that bothered him was his only good set of clothing was getting wet, so he sprang up. Feeling lightheaded by the sudden movement so he stood for a minute before slowly opening his eyes. He curled up, frightened, looking at the giant room where he was trying to drown himself in a room slowly filling up.
He began searching for an exit. Eventually, he found a corridor walking through it until he found himself in front of a wall with giant red pillars. He looked around the room, not finding this hall a very welcoming place.
He kept looking around and was planning to find another exit when he looked again at the pillars. It seemed with a second look not as pillars but as bars, bars of a prison. This thought shook him now he wanted to leave. But before he could step away, a booming low voice reverberated through the room," So my jailor has found it necessary to greet his prisoner"
In Konoha Central hospital Room 658 in the ICU ward the Doctors that were there were normally not there. There Were Anbu Iryō-nin. and this room was, for all intended purposes, more protected than the Sandaime.
Not that the old monkey minded it. He was the one that ordered it. Team Ro and Team Gamma were keeping watch over room 658.
'Hokage sama, can I speak freely?' asked Ryu.
'Yes, you May.' Sarutobi sighed dejectedly.
'in a way, I agree with Inu on the matter of The Boy' said Ryu warily.
'I do not agree with the Manner of his Plan but I get his eagerness of keeping the Child safe by preparing him. But that is my personal feeling on the matter.
If Uzumaki is trained correctly, he could be a great asset to us. He already has been proven to outwit trained en already established Shinobi without even unlocking his Chakra. Yes, he already has tapped into Chakra because of the Kyuubi.

Kakashi: Anbu Inu had taken the Swirl mission in between two assassination missions just to take his mind off of things. He followed Naruto. Naruto went to the park when he arrived many parents took their children to the other spot one girl asked her father why they had to leave he said You must be careful around "that" referring to Naruto Kakashi was livid At that How Could they Talk like that about a child but he could do nothing about it. It was illegal to attack a civilian, not that Kakashi was not skilled enough to make it seem like an accident. But before Kakashi could finish his dark thoughts, he looked at the back of the man. seeing a kick me sign, he thought, how did that get there? I never took an eye off him and then he heard the snickering of a small boy of four and a half. with the biggest grin on his face, Naruto turned to where the hidden Anbu was with his foxy grin
Kakashi quickly ducked away 'I Don't think that he saw me, at least I don't think so, Kakashi mused.
Kakashi kept Following Naruto around and looked over the legacy his teacher left him in the evening. Naruto Darted to an alleyway Kakashi Followed.
Where did he go?
"Hello Mister Anbu," he heard from behind him
he turned
"Thank you for looking out for me today," muttered the bold sheepishly
Kakashi waved him off
in reply, he got a quizzical look from the blond.
Kakashi looked around him, checking if anyone was around.
"Don't worry about it, kid," he muttered in his hopefully friendly voice.
"You weird," snicked the blond.

if not for the Anbu mask, the blond would have seen the "stone cold" Copy nin I shock.
before Kakashi realized that was happening Naruto Hugged his leg.
without thinking, Kakashi patted his head.

Both Men Nodded at the suggestion of HO-O, letting the Anbu Corporal know they agreed with the sound reasoning.
With a heavy Sigh, Sarutobi spoke, " both proposals are sound, but we Can't let this go on. I did promise Minato and Kushina that I would take care of him and I have the feeling that I have failed the boy."

Naruto was searching for the origin of the voice he saw behind the giant bars an eye red slitted pupils with a little off-bloodshot sclera. staring at him as if the eye could eat his soul. Naruto tried to crawl away but could not escape. "escaped you think you can escape from me brat," the voice growled.
For some strange reason, Naruto did not feel any real animosity toward the boy specifically. it was more like the source of the voice and the giant eye was hateful at nothing particular within the control of the boy.
Impulsively Naruto asked, "Who are you? why are you angry? did I do something wrong?" the last question sounded more innocent.
"I am The Great Kitsune no Yoko," came a haughty voice.
"I am angry at you puny hairless monkeys to have me sealed in such a weak thing," scoffed the voice
"you almost killed yourself. Do you useless humans have no self-preservation? ," the Kyuubi sounded angry but confused.
"I do not have any time, nor want to speak to you."
In Konoha Central hospital Room 658
The hospital staff that were allowed by the Sandaime were working hard to treat the boy. Naruto Kun Has suffered far too much, in my opinion, said a nurse Iryō-nin with tears in her eyes. "if not for the miraculous ways of his tenant, he would have died today. It makes me sick to know that some are willing to let it slide just to let them vent their powerlessness."
They began patching up the young boy as best as they could and set the clavicle bone so they would not be any problems. They knew the Kyuubi would heal the boy, but it was best to set the bones before there would be complications
the Kyuubi does give an accelerated healing factor, but it didn't set bones so that could fuse back in the wrong way if they wound would heal in a bad way. the boy was also in dire need of a blood transfusion he lost too much blood to be healthy they knew Kyuubi would not let its container die by blood loss but still, they were not out of the woods.
"We must make a decision fast," said Sarutobi Hiruzen, "tomorrow I will speak with the shinobi council before this goes to the village council."
Both senior Anbu nodded at that.

"What we have found is that the civilians that performed the acts were highly inebriated. And we should have prevented this," he said in a monotone voice, as this Mikoto Glared at her husband.

Fugaku Glared at that. "No, the Konoha police can not do everything. yes, we have to manage the safety of a whole village, not only the boy."
"silence" spoke hiruzen.

"Thank you Inuzuka san, but after the 'Incident', the trust of the village in my clan is not the best. That is why I as the captain of the police, want men I can fully trust."

Sarutobi was watching Danzo very carefully. He knew that Danzo wanted his hat and wanted custody over Naruto to 'raise him for the betterment of the village'. a civilian councilman demanded that the boy should be exiled out of the village, not truly hiding his intention of killing the boy safely outside the village, every shinobi in the room knew it.

Even as Sandaime Hokage I can strip the civil council of Naruto's custody.
"outrageous the boy is a civilian. You can't do that," said Kohaku, with a sharp look Sarutobi said I can and I. will don't forget that I make the. choices here you can only advise me Do not forget, councillor Tamu.

Danzo Was almost growling at this moment. He thought that he could finally get his hands on the 'Weapon' with his plan.
" Ryu, HO-O give the council the proposal that we have to care for Uzumaki."
"Hai sir," said both Anbu that appeared from the shadows, shocking several civilian councilmen. except for all members with ninja training.
" There is no denying that Uzumaki Naruto Will have to join the shinobi life. He is a too valuable asset to the village," said Ryu.
"He that thing is the demo-" said councillor Tamu, before eating a senbon that was thrown by HO-O.
That shocked many of the Civilian council
"Anyway, as I Was saying before rudely being interrupted, The Shinobi council will take custody of him. he will not be any of your concern anymore."
"and on what grounds do you think that is allowed only registered shinobi can be under the shinobi. council the boy is not even genin of graduated from the Academy?" tried Kohaku.
"Valid point Councillor Kohaku."
"but what if I were to say that he is under my command," said Ryu plainly.
"WHAT YOU CAN'T DO THAT!" screamed Danzo, not caring that his facade fell at that moment.
"Danzo sama, it was hypothetical no five-year-old is in Anbu,"
"Not yet" HO-O chuckled behind The Anbu mask.
Danzo tried to regain a semblance of his stoicism quickly.

After the meeting, Fugaku looked at his wife.
