Neji was deemed well beyond a prodigy outside of the Hyuuga clan, and by special orders of the hokage, Neji was transferred to train under the Anbu Black Ops. Through paperwork loopholes plotted within the signup of the chunnin exams, and through the eagerness of Guy, Lee and Tenten were set to participate, if only it weren't for the hard set rule of 3 to a team.
"But Lord Hokage, I know my team more than the back of my own hands! It seems I have developed a new freckle on my left knuckle! There has to be some way for them to participate this year! You know I held them back despite everyone else's recommendations!"
"Calm down Guy." Under a long pause was the result of a deep inhale of the third's tobacco pipe. "I'll make some arrangements; If you're really certain your team is ready without your former star pupil."

Balance, tranquility, focus… All are quite useful things in the midst of learning how to become a Shinobi. Takamitsu had been under the instruction of Kakashi for quite some time, as a result from a C rank mission derailing when one of Takamitsu's teammates was killed by a well placed shuriken to the neck. Takamitsu wasn't there at the time of the attack, but the other teammate was, and after the incident, Takamitsu was the only remaining genin on the team. His sensei was non-formally discharged and sent to prison for his neglect of the team.
While a storm of questions remained on the genin's mind, he could compartmentalize it for the time and focus on one thing, feet firmly planted on a broomstick in the water. Kakashi was in his usual stance of leaned against a tree with a visual novel in hand. Takamitsu assumed visual because reading was boring to him.
"Kakashi sensei, I think I got this down now, check this out!" Takamitsu on his back foot had tilted it at 45 degrees, exerting a heavy amount of chakra as the broomstick kept the feet equidistant midst a turn. He was surfing without the energy of a tidal wave.
"Huh, I don't recall that being part of the lesson plan, but okay." Kakashi seemed slightly disappointed. "Kind of reminds me of-… Oh what was it again?… Ah hell, I knew I had forgot something this morning. Takamitsu, I need to report to my squad. Keep up the work, and try at some point to remain still while over the water."
"You got it, see you soon."
Takamitsu would bring himself to the borderline of chakra exhaustion over the next 4 hours, failing to remain still on water, but he succeeded once in surfing without the stick. After a decent meal at Ichiraku's, he observed another team who took place at the training grounds he previously practiced at. The jonin resembled nearly the exact same outfit as one of the students, with a similar flashy bowl haircut. The other had a salmon colored shirt and wielded three kunai in each hand, both students nodding in response to the Jonin's monologue.
"I need to find something else to work on anyways." Takamitsu thought to himself.
And just as he turned away, the shorter of the green suited duo pointed his way and exclaimed, "I am to set forth and challenge you to a duel random Genin!"
