NAME: Shadowspire
For this story, I primarily used the Arrowverse version of Shadowspire. I don't remember reading about them in DCU. That said, the way the whole organization was presented was a bit too sloppy. A large number of borderline psychopaths who have military training, led by an unhinged magic nut, are cultivating drugs. Yeah… It is a plan just waiting to blow up without a wrench. Yet, this group has had NO problems until Oliver shows up. Not likely. A few idiots stepped on mine at least.

ORIGIN:
The organization started in Afghanistan with the Special Forces units there who wanted to do more for themselves. They started with off-the-books profiteering and other criminal enterprises. After they got out of the military, they moved into more criminal enterprises, slave trading, and drug running. They became a sub-organization for HIVE.
MOTIVATION:
Their primary motivation was greed and self-preservation. They wanted to preserve themselves and make their own lives better. When HIVE took over their organization, it gave them new tasks, but they still found covers that were involved in slavery and drugs. HIVE made them even more insane. It encouraged their more wacko ideas. Dahrk put Reiter in charge. That was just asking for trouble.
NOTES:
It can be noted that Baron Reiter's fascination with Lian Yu started while he was still in Afghanistan. He became even more obsessed with magic after he was exposed to Damien Dahrk and HIVE.
