The sun danced down with a merry brilliant force on its inhabitants, a sign that it was morning. Its radiance was to signal all for a brand new day, one filled with the early risers yawning from their still sleep-addled mind. It's a way to start fresh, and many took to the streets to take advantage of the early opportunity.
For Lungmen, this was just another one of its liveliness.
For Hoshiguma, Chief of the Lungmen Guard Department, or LGD, it was simply just work.
The Oni watched, with a somewhat neutral expression as people in her line of sight cross to their destination. Cars zoomed past as they honked or beeped at each other. Rowdy children raced past their parents to point to various attractions.
A typical day. Yet it didn't mean Hoshiguma would pause for this day. Lungmen was an attraction for tour sites and gatherings, and while the hustle and bustle may indicate a life of provence and excitement and positivity, Hoshiguma knew the layers and secrets underneath and within. Lungmen was a place for seedier elements, notably crime as one of the examples. Her life, past affiliations in the underworld, deep connections, was what drove her to justice. The usual city life was just a layer for the rotting world underneath. Those deep connections however had its use, as she could use her status to allow her to bring criminals to justice.
Her sights were set on a party that was going on, with multiple people parading around and cheering. The sight brought a small smile to her face, though she of course couldn't partake in it herself. Her priorities laid on her occupation and nothing was more important than that. While it brought her a temporary reprieve, her life was constantly work. Some would argue that she was less obsessed with it than Ch'en, as she was the manifestation of such, from a few of the officers, as she rarely left her office or was constantly patrolling or otherwise filing paperwork, but all officers of the LGD, herself included, were out patrolling to keep the peace in Lungmen. She heard the names Ch'en were given by a few fresh faces who thought they were from out of the hearing range, Ch'en the workaholic. A few even believed that Ch'en did not know when to take a break, but they were the ones who were not close to her as she or Swire was.
Strapped to her arm, Hannya was tightly snugged, and her custom motorcycle was parked near the sidewalk. Two possessions she would never trade or give up and those who dared would have to take it from her corpse if need be. The Oni blood that coursed through her veins desired and relished the challenge, but she tempered her emotions, as not to cut loose and destroy all in her path. Emotions, while they could push one to their limits, could also cause a level of destruction that would negatively affect her and all those around her. Keeping a cool head to plan and strategize allowed for adaptability, versatility, while anger and rage could not allow one to think critically at the moment.
The radio, attached to her belt, expelled static noises and sounds, giving an occasional flicker of clear chatter across. Hoshiguma kept it on her person at all times, just at the scene of a crime or waiting for her arrival. Usually though, the officers under her command, or the commander she put in charge, who had the most experience under their belt, was given the task to carry out orders. She was only called over to analyze a scene of a crime that was far beyond the control of her officers, and even most of the time, the situation rarely escalated, as she believed that her officers would follow due procedures. She had faith that her officers would follow their task.
Though she only momentarily paused to watch the festival run in full effect, she had work to do, and the reprieve of the party reminded her of her task.
Slinging Hannya over its strap to attach to her back, she got on her personal vehicle, and began to start the engine to it. The motorcycle growled as Hoshiguma revved the engines, and then she was off. Glancing back to allow a small smile to the growing party, she set off to her destination.
The breeze rushed past her face as she zoomed past cars through the narrow gaps, giving an occasional wave to the denizens of Lungmen as she slowed when traffic lights turned red to halt for those coming from the opposite direction. Waiting for the lights to turn back to green, the radio attached to her hip shook with a static noise, and she unclipped it to communicate.
"Hoshiguma speaking."
"Ma'am! There's been a problem!" Crackling sounded from the opposite end, then a scream. "Shit! Surround the perimeter! Don't let him escape!" The sounds of cries echoed through.
The urgency in the commander's tone led her to immediately start speeding up as soon as the lights flickered back to green, and she shot past the surrounding vehicles like a bullet. "What kind of problem, commander?!"
Shouts and screams sounded through the small device and she could just make a distinct ringing of metal against metal and cracking noises.
"Commander?!"
Just what in the hell was going on?! Hoshiguma pushed her motorcycle to move as fast as she possibly could.
Static followed, and Hoshiguma's concern for her officers grew. For a moment, there was nothing, and she believed that the connection was cut. But the voice filtered through, and it was more of a relief than anything. "He got away…"
"Commander?"
"Ma'am! I'm sorry! I didn't realize I was still on!"
"It's fine. What are the casualties? Are you injured, Commander?"
"I'm… I'm fine, Ma'am. But Bobby, Dash, Wendall…" Hoshiguma could hear the grief in the commander's voice. She knew the names, and her heart only felt anger, as they had just joined the squad.
"Near the Lungmen outskirts in the slums. I'll send you the coordinates."
"No need." In a slightly softer tone, she spoke to him. "Mourn later, Commander. Tend to the wounded, but inform the rest to stand guard in case. I'll arrive as soon as possible."
It was the life of an LGD officer. Danger presented itself in all scenarios, and death, though somewhat rare in crime, was an occurrence in the LGD that had to be taken and accepted. Lesser officers retired if they could not stomach it or shy away from death. They were not emotionless creatures though. If there was death, then an officer must swallow up the grief of a dead brother or sister in arms, lest they face an early death as well. Only then was the task successful, could they grieve.
Hoshiguma found herself no sooner than later as she pulled up. As the first few officers of the perimeter that was formed recognized her, they immediately saluted, snapping into attention. She took in their weary states, a clear indication of the conflict they had engaged in. "Commander Bight is waiting for you, Ma'am."
She nodded, "Good job. I'll take things over from now."
They returned to their posts as she moved to the epicenter of the crime scene. Officers around her took to tending the wounded, bandaging others as she saw the damage done. The singed smell of explosives left her nostrils and tongue burning with the taste of it, mixed in with blood.
Commander Bight stood, chatting with the other officers, and he stood up when he saw her "Commander."
"Chief."
She inclined her head in a respectful nod to the other officers. "Suspect?"
"Middle aged male with gray hair. He dons an armored vest with a tanned sleeveless shirt underneath and dark pants and boots."
"Distinguishing features?"
"He had emerald eyes and a birthmark under his chin. There was a symbol on the headband he was donning. It was the shape of a bird." He indicated. "With a slash across it."
That clearly was obvious. The symbol meant the suspect was affiliated with a place of sorts, and that the slash across meant he left that place permanently. Unless there was some other meaning she wasn't aware of, but she was certain of herself after years of experience under her belt, then the symbol slashed across meant it was undoubtedly that explanation for certain.
"Is there any evidence he left behind?"
She would have to call Ch'en if she already wasn't busy with another crime or another mountain of paperwork. She kept the reminder to let herself know to call her friend as soon as possible. But the early investigation now would go a long way to alleviating and capturing the perpetrator.
Bight was about to answer no, until he remembered something and nodded. "This way, Ma'am."
She followed the commander as he led her through and down a path, until she saw the scene of the crime, taped off.
Bodies littered the earth in the pool of their own blood, an officer already putting one of the bodies in a body bag. Her sense of smell already overpowered by the scent of fresh blood, she examined the fresh corpses more closely.
Rapid stabs and slashes littered the body was an indication that the perpetrator did not care for a quick precise kill.
"How long was he here?"
"About only ten or so minutes before you arrived, Ma'am. None of us could hold him off that long." Bight looked down in disappointment, and Hoshiguma couldn't blame him for feeling like a failure. All their failures accounted for was that they had to do better next time, and to make sure the lives lost were not in vain.
"Chief! Commander!"
Both Hoshiguma and Bight turned to see an officer running towards them.
"Dan. What is it?"
The officer stopped in front of them to gather his breath for a second before answering. "There's a piece of evidence my team and I just located! Come quickly!"
Evidence?! Hoshiguma turned to the commander. "Commander. I trust that you will keep charge?"
"Yes, Ma'am!"
She nodded and turned to the officer who informed them of the new situation. "Lead the way."
Keeping pace with the officer as he led her, they turned down left to another passageway, where she could see scores of officers surrounding an object. Noticing her, they saluted, and she nodded. "At ease. What is it?"
"Take a look, ma'am." The few officers stepped back, and the Oni approached the object.
Hoshiguma, strapping Hannya to her back once more, narrowed her sight at the object once more. A scroll? While books and other mediums of written literature now replaced the ancient necessity of unraveling the silk paper and jotting down historical knowledge, Hoshiguma had occasionally come across such objects in her days in Lungmen's underworld.
The evidence itself was covered and wrapped in multiple bindings and ropes, and was also dusty, coated with some grime. But at the center of it, the familiar bird shaped symbol, one that her commander told her about, was emblazoned and etched onto the body itself. What also was a sight was that it was towering, far larger than any scroll she had seen in her lifetime. It almost matched Hannya in height.
"He escaped through the rooftops?" She questioned Dan, the officer who informed her.
"Yes, ma'am. When we surrounded him, he leaped up and away from the perimeter, and ran up the buildings and out."
That meant in his haste he dropped the scroll. While the numerous lives of civilians and officers were lost, and he was gone, one source and piece of evidence was in their hands, and at least it was something.
She nodded to them. "Good work. Go and lock up the evidence. I need to make a call."
She watched as the officers began to work with the enormous piece of evidence once more, and flipped her phone out.
Time for Ch'en and Swire to come in.
What am I doing starting on another NarutoxArknights story instead of working on my current ones?
Anyway, this story will be primarily focused on Shisui, a character who generally has a positive reception in the fanbase, and one of my favorite characters in the series.
The pairing is primarily Shisui/Blaze.
Regarding the powerscaling comment I received from Iskander Hero from Penguin's NEST for Chapter 2, Shisui is a character who is clearly high Jonin level, or higher or lower, depending on how anyone sees him, but Shisui can be blindsided and caught off guard per with his fight against the ROOT Anbu and Danzo. Susanoo has also canonically been stated to have a massive chakra drain as long as it's activated, with only it being slightly reduced for those who obtained the Eternal Mangekyo Sharingan, so to address the concerns, no Susanoo spam from Shisui. He will only utilize it as a last resort.
And also Shisui still has the weaknesses of the regular Mangekyo as he does not have the Eternal Mangekyo, as prolonged use will eventually lead to blindness. If people don't remember, watch Sasuke's fight with Itachi and Sasuke's fight with the Five Kages and against Kakashi, where its weaknesses nearly left Itachi and Sasuke blind from overuse. The same weaknesses should apply to Shisui as well.
There's also the question of Shisui's Susanoo canonicity, given that it was from an OVA in a game. I've seen debates over this. Some people say it's canon because Kishimoto designed it and never had the chance to use it and could only temporarily utilize it against the ROOT in the OVA and doesn't contradict his established level of ability, as he was stated to be the strongest Uchiha, at least at the time, while others say it isn't because it's in a game and an OVA that was unconfirmed to be canon, and the filler and Itachi Shinden novel version of events goes entirely differently compared to the OVA. There are three different versions of Shisui's fight with the ROOT and Danzo: the OVA, the filler episode, and the Itachi Shinden novel.
I'm of the opinion that Shisui should realistically have a Susanoo as he awakened the Mangekyo, up the Humanoid stage, and will consider its appearance from the OVA and draw from the Storm Revolution and 4 gameplay and OVA, and what little he has shown in filler as a basis for his abilities and what he has shown in the Itachi Shinden novel and a number of things I will be giving him to add to his character.
However, Shisui will not have the complete full body Susanoo per his Awakening in the Storm 4 game and I will not give him it because it does not make sense and nothing people say will change that. That was nothing more than pure fanservice and eye candy giving Itachi and Shisui Complete Body Susanoos when they have canonically only obtained the Humanoid stage.
