Dr. Heywood Floyd, head of the National Council of Astronautics is a prominent character in 2001: A Space Odyssey. He also appears in 2010: Odyssey Two as one of the astronauts who returns to Jupiter to find out what happened. Story follows the movie plot, Discovery travels to Jupiter. Part 3: 2003.

In February 2003 The Smith Commission released its report into the events following the discovery of TMA-1. The report was over 500 pages long but its conclusions were that the news of the discovery of TMA-1 should have not been kept secret by the previous administration. A recommendation of the commission was that the United States should take the lead in an international space flight to Jupiter. This would examine the Discovery spacecraft and the HAL-9000 computer to get more information about what happened at Jupiter and try and discover the fate of David Bowman.
After the report was published Floyd tendered his immediate resignation as Chairman of the National Council of Astronautics. In April 2003 he started his new job as Chancellor of the University of Hawaii. Floyd chose Hawaii from the many job offers that he had received as he hoped that the proximity to the Mauna Kea observatory would help him at least partially revive his former career as a professional astronomer.
In his first week as Chancellor he formally opened a new biological research building. At the opening he met a young biological researcher, Dr. Caroline Sanchez.
