Dr. Heywood Floyd, head of the National Council of Astronautics is a prominent character in 2001: A Space Odyssey. He also appears in 2010: Odyssey Two as one of the astronauts who returns to Jupiter to find out what happened. Story follows the movie plot, Discovery travels to Jupiter. Part 9: 2009.

Dr. Floyd worked hard as Chancellor of the University of Hawaii. However, he was able to find time in his busy schedule to help out his astronomy colleagues at the University with telescope time at the Mauna Kea observatory. Floyd was co-author on an another astronomical scientific paper published in 2008. In 2009 one of his astronomical colleagues had some radio telescope time at the Very Large Array facility in New Mexico, Floyd was able to find some time in his schedule to help out with their VLA observations.

Dr. Floyd had a great time at the VLA, in his younger days he had been an astronomer who worked with the visible light spectrum. He had never had the opportunity to do any radio astronomy before scientific administration took over his life.

Dr. Floyd's unofficial connections with the NCA were made a little bit more formal when the newly elected President appointed him to the NCA advisory committee. This meant some occasional trips to Washington DC, his first visits there since he moved to Hawaii. He still did his job as Chancellor of the University of Hawaii.
