I actually don't know much about the Hoenn Dex Holders because they're the only region that hasn't been translated into English so I haven't read about them yet… But there are so many characters in Pokemon that some get left out by accident. Done! This chapter wasn't supposed to be this long, but…oh well. So was your guess about the hacker right? Blue was the perfect person to do this job, and why not con Bill into helping? Lol.
