Chapter 18 The Three Factions Peace Conference
I don't own DxD, or Hidden Dungeon I can only enter; I just use their characters and techniques. Same applies to techniques from other shows that I may use.

With two days left until the Three Faction's Peace Conference there was a lot on Issei's mind and who better to talk to about everything than his childhood friend. "I never thought I'd see the day I'd be sleeping on a Heavenly Dragon." Irina smiled happily. She currently had her head on Issei's right shoulder as the pair snuggled together on Ddraig's stomach. The large dragon was lying down just like them simply relaxing without a care in the world with his tail protecting the two teens.

"I'm more surprised Ddraig let us do it" Issei smiled.
"I think of you as the son I never had partner, so it was no big deal." Ddraig said happily.
Irina found that amusing and decided to have fun with the Heavenly Dragon. "So if Issei's the son, who would've been the mother of your so called Children. I can't imagine there were too many female dragons who would fit the bill." Irina teased.
"There were a few, but because of evil dragons I couldn't exactly settle down. I wouldn't want my enemies to use my loved ones against me."
"I can understand wanting to protect your loved ones from harm." Issei admitted with a smile.
Irina huffed when she noticed the smile, "So which girl came to mind just now Issei." Irina asked with a bit of jealousy in her voice.
Issei smiled because he had Irina right where he wanted her, "I thought of a stubborn tomboy named Rin who moved away when I was a kid. She was stubborn as hell sometimes, but she was a good person and her smile lit up the room."
"I see." Irina said with a blush on her face.
"Get a room you two." Ddraig teased.
"I would use his, but a certain stubborn asshole put a barrier around his street, and I can't do anything about it." Irina pouted. Thanks to Issei making a rule that only he could alter it Irina couldn't use EDITOR to allow her access
"I had my reasons." Issei shrugged.
"Speaking of reasons" Irina said calmly before turning towards Issei.
IRINA ACTIVATE SKILL: COMPEL
COMPEL: User can force whoever the target of the spell is to answer any question and they cannot lie.
"The other day you told Master that Rias wanted your help with her recently released bishop. Why would she ask you and if she couldn't control the bishop herself, why was he released" Irina said firmly.
Issei felt the skill try to work for all of two seconds before it faded away, "Nice try Irina but your little skill won't work in my mindscape. MAYBE in real life but the key word is maybe" Issei replied with a smile.
Irina frowned, "Worth a shot. I just don't get why the devils are doing what they're doing." Irina admitted.
"Let me worry about that. You focus on life with master." Issei said with a smile.
"It would be easier if you came to visit more often." Irina frowned.
"After this is all settled, I'll see what I can do." Issei replied calmly.
"Good" Irina said happily as she left the mindscape.
"I'm disappointed partner. You shouldn't hide the truth from her." Ddraig chided.
"I have no idea what you're talking about." Issei smiled.
"Whatever" Ddraig frowned. If his partner wanted to keep everything from Irina it was his decision.

Thanks to having classroom duties for once Issei was running late to his tutoring session with Ravel. As he approached class 2-D he heard an unfamiliar voice and used SUPRRESSION to hide himself since the only person here should be Ravel, "Forgive me for coming to visit unannounced Lady Ravel but what's taking you so long. You told us that you could get The Red Dragon to heal your brother, but you've had no progress at all." The voice chastised.
"I know that Mihae, and I'm trying but I have to play this right." Ravel protested.
"In that case perhaps it's time to try something a bit more… firm." The now named Mihae scowled.
"Don't even think about it Mihae. Issei's relationship with the supernatural is in a delicate place as it is. If you try something reckless that upsets him, there's no telling what he'll do. For now let me keep trying my method and I'll bring it up with him at some point." Ravel replied.
Mihae sighed, "Very well. We'll do things your way for now. Have a good day Lady Ravel." Mihae said calmly before leaving via a magic circle.
Ravel took a deep breath and gathered herself, "Hopefully Issei didn't hear me, or I'll be in deep trouble." Ravel muttered but as the door opened, she could only look on in horror as Issei walked in with a frown on his face.
"För sent Ravel Fenix" Issei said calmly saying too late in Swedish as he walked in.
"Issei!" Ravel panicked. This was a nightmare for her and if Issei was displeased it could cause her a whole lot of headaches.
Issei could see that Ravel was scared and for good reason. His annoyance with the supernatural was well known amongst the devils and this little deception would annoy plenty of people, "When I heard that you were coming to Kuoh I was caught off guard. Sure I thought I raised a few flags with you, but I didn't think your clan would let you stay without a very good reason. Looks like I known what that reason is."
Ravel cursed because Issei only knew part of the story, "You're not wrong Issei. I wanted to come to the human world to see you, but I didn't think my family would agree after what happened to Riser\. Knowing that I struck a deal with my family. I told them that if they allowed me to go, I could convince you to heal Riser." Ravel explained hoping he would understand.
Issei sighed because it was another example of devil families being assholes, "In your defense, you haven't brought up your brother this whole time, so I'm inclined to believe you." Issei replied calmly.
Ravel breathed a sigh of relief until she remembered who she was dealing with, "Lay it on me Issei. How much trouble am I in?" Ravel said ominously.
"None." Issei replied with a smile.
"I'm not!" Ravel said in confusion.
"You're not in any trouble with me since I believe you, however, I'm going to cancel our tutoring session for today" Issei replied calmly before turning to leave closing the door behind him.
"That was close" Ravel sighed. Taking a deep breath, she figured that she might as well go to the ORC.

Ravel walked into the ORC club room still thinking about what happened with Issei but as she looked at her clubmate she saw a dirty glare coming from Tosca, "Something wrong Tosca." Ravel scowled.
"You tell us Ravel. We expected you to be in tutoring for another 30 minutes at least." Tosca replied with a bit of annoyance.
"Issei decided to cancel our session. So I came over a bit early." Ravel replied in a haughty tone,
Tosca's eyes widened at that, "What the hell did you do Ravel!" Tosca accused.
Ravel raised an eyebrow at the white haired girl, "What makes you think I did something Tosca." Ravel replied in an icy tone.
Before Tosca could respond Akeno spoke up having sat by Rias's side, "She thinks something happened because your tutoring sessions are just an excuse for you two to have sex. Issei doesn't turn down sex… well unless you're Tosca." Akeno smirked.
"Shut up Akeno." Tosca blushed at being called out.
Akeno's pleased expression vanished as she focused on the Phenex heiress, "Tosca's jealousy aside, she does have a point. For Issei to turn you down means something happened." Akeno said more firmly and without her usual playful tone.
Ravel sighed because she wasn't escaping this and a part of her wondered if that's why Issei let her go without so much as a fuss, "While I was waiting for Issei, my maid Mihae came by to speak with me. Issei had classroom duties so I figured we could talk for a bit without too much headache."
Rias paled realizing what happened, "Issei heard you, didn't he."
"That's right." Ravel replied.
"Damn it" Rias cursed.
"Wait. What's going on?" Tosca frowned.
"Don't worry about it, Tosca." Rias said firmly.
Gasper frowned, "Well the website's going to have a field day regardless."
"What website" Ravel frowned.
"Kuoh has a gossip website that talks about various comings and goings in the school."
"Ufufufu any highlights." Akeno wondered.
Gasper cracked a smile, "Speculation about what we do in the ORC. People wondering who Issei sleeps with first, Tosca or Ravel. The harems of the former-"
"Hold on. What do you mean who he sleeps with first." Ravel interrupted.
"Our classmates believe that Issei is using your tutoring sessions to seduce you, and they wonder how long until you give in to Issei. There's also buzz about Tosca's recent visit to Issei's neighborhood and if Issei is the reason she opened up." Gasper revealed to an amused Akeno and Kiba and an annoyed Tosca.
"Seriously! Do these people have anything better to do." Tosca scowled. The fact they were right on the money didn't help.
"Clearly not" Ravel replied with a bit of annoyance. On one hand it was a good thing they didn't know that she'd been sleeping with Issei from the start. On the other, it was annoying that they saw through what was going on so quickly.
"Hey Gasper, can you send me a link to the website? I'm curious about what people speculate about in terms of the ORC." Kiba smiled. Now that he wasn't shackled by what happened, he wanted to expand his worldview, and this would do nicely.
"As somebody who's read quite a few topics on the website when I was bored. I think you should avoid it." Gasper shuddered.
"I'm well aware that our classmates are very… inventive." Kiba chuckled awkwardly. Just because he seems aloof doesn't mean he doesn't hear what people say about him. It made him wonder how come the perverted trio gets scolded for their actions when the girls of the school are just as bad if not worse.
"Alright. I warned you." Gasper deadpanned.
"Ufufufu what do they say about me Gasper?" Akeno wondered.
"There are guys, and even a few girls, who wouldn't mind being your slave for the night. Apparently, you give off a vibe like you'd enjoy S&M and that's a kink for a lot of people." Gasper explained.
"Perverts" Koneko frowned.
"Speaking of perverts, I'd avoid that site like the plague if I was you Koneko. You'll probably want to kill somebody if you saw what people say about you." Gasper revealed.
"Good to know." Koneko replied in her usual tone.
"Well enough of that. Let's get down to business." Rias said calmly.
"Right" the ORC said at once. With the Three Factions Peace Conference days away, they had more important things to do than focus on Issei and the drama surrounding him.

The night of the Three Factions Conference had arrived, and a calm Issei made his way towards Kuoh. Dressed in a black jacket with red shirt and black jeans with sneakers he was ready for what was sure to be a headache, "Ready for a fight" Issei smiled.
"Yep. I do pity the Gremory since she's being used."
"Yep" Issei smiled as he arrived at the bridge. He wasn't surprised at all to see Valerie waiting for him in her usual outfit.
"Good evening Issei. I take it you're headed towards the treaty." Valerie said calmly as she stood on the side of the bridge.
"I am. So are you here to escort me or interfere?" Issei acknowledged stopping right in front of his rival.
Valerie cracked a smile, "Now why would I interfere?"
"Hmm. Maybe because Jeanne and the Khaos brigade are planning an attack and you don't want me getting involved?" Issei replied, causing Valerie's eyes to narrow.
"When did you start calling Genevieve, Jeanne?"
"Well, Genevieve invited me over to her house a few days ago and we… bonded." Issei smiled.
"I see" Valerie said with gritted teeth.
Issei was pleased to see the poorly hidden annoyance on Valerie's face but that was a separate matter from the current situation, "So which is it Valerie, interfere or escort?"
Valerie sighed, "Neither. I wanted to talk to you without anybody around, but I'm starting to regret that." Valerie admitted.
"If you're jealous of Genevieve just say so Valerie. I'm sure I can make plenty of time for you and me to 'spar'" Issei smiled before walking towards Valerie. As he reached his hand out Valerie pushed it away.
"We can talk another time Issei. The conference is starting soon." Valerie replied with a hint of embarrassment.
Issei groaned before putting his hand on Valerie's chin and pulling her face so she was staring at him, "The conference can wait Valerie because there's clearly something going on and I want answers." Issei said firmly. Tosca was annoying enough with her wavering, but he expected more from Valerie considering who she was raised around.
"Fine" Valerie said timidly trying to look away, but anytime she tried to move away Issei pulled her face back towards him.
After doing this a few times Issei finally let go of her face causing Valerie to slightly whimper, "Ignoring all the supernatural bullshit, what do you want our relationship to be?" Issei said firmly letting go of her chin so she could gather herself.
Valerie's expression dropped and a look of resignation was on her face. It was time to face the music and she knew it, "It's not that simple for me Issei. I do like you, and I have no problem admitting that. The problem is that, unlike you, I can't ignore the supernatural. Can I dismiss the rivalry between our sacred gears? Yes. What I can't dismiss, is the fact that my grandfather forced my father to abuse me as punishment for marrying a human and siring a child. I can't simply forget those times and I won't be able to forget until I ring out his stupid neck."
"I see" Issei replied calmly.
Valerie could see that Issei was bothered by this and closed the short distance between them once again taking the chance to wrap her arms around his waist before putting her head on his right shoulder, "Let's make a deal Issei. Let me channel my hatred so I can become strong enough to take out my grandfather. Once that's over I'll take my rightful spot in your bed" Valerie conceded.
Issei smiled before grabbing her chin with his right hand so he was looking at his rival, "Sounds like a deal, but I think I want a down payment" Issei smiled before he leaned down and kissed her on the lips.
'Just for tonight.' Valerie mentally acknowledged. The two teens held the kiss for a bit longer before Issei slid his tongue against her lips. Realizing what he wanted, Valerie allowed him access and Issei's tongue teased the inside of her mouth before Valerie slid her tongue against his to fight back. The pair engaged in a surprisingly fierce clash of tongues as Valerie tried her best to keep up with Issei, but his experience won out and Valerie pulled away leaving a trail of saliva behind.

"You got your down payment Issei. Now let's get going." Valerie blushed.
"Do we have to." Issei frowned hoping the kiss would cause Valerie's draconic instincts to stir.
"Just do it you big baby. One night of politics won't kill you." Valerie smiled.
"We'll see about that" Issei scowled as they walked towards the school.

Issei walked into the area where the Peace conference would take place and thanks to the delay, they were the last to arrive. Sirzechs was sitting down in a very impressive white suit with a red stripe going down the middle and a small cape. Behind him was Rias and her peerage including Gasper much to his amusement, 'I wonder how it changes the plan for tonight.' Issei thought to himself as he looked towards Azazel was in a burgundy jacket which was open at the chest with two belts on his waist, black pants and brown shoes. Behind him was a smiling Raynare who chose a simple purple blouse and black skirt with purple knee socks and black shoes. Serafall was in a dark green suit with a light purple handkerchief acting as a pseudo tie. Behind her was Sona and Tsubaki. Finally, Issei turned towards the last member of the group. The person sitting down like Sirzechs Azazel and Serafall had blonde hair and green eyes. His outfit consisted of a red robe with a gold cross on the front of a white alb. He was also wearing very intricate shoulder plates and a white sash. Then there was the person who Issei wasn't so happy to see. Irina's father Touji Shidou a middle aged man with brown hair in a priests outfit standing behind him.
"Never thought I'd see the day the White and Red Dragon Emperors could be in a room together without any fighting be involved." Azazel smiled as Valerie moved to take the spot behind him while Issei stayed by the door.
"You could say today is a day of firsts Zaz. After all, we have the leaders of Heaven Hell and the Fallen angels in a room together and there's no fighting involved also." Issei smiled.
"Good point." Azazel sweat dropped not ready for such an impressive counter.
"Hold it Issei. Why did you just call the leader of the Fallen Angels a nickname as though you were friends." Touji Shidou frowned.
Issei ignored Touji and focused on the blonde man in front of Touji, "I've met Sirzechs before due to some business, and thanks to her famous cosplay I'm familiar with Milky. You however, I don't know." Issei replied.
"Issei!" Touji said again before the man in front of him put up a hand.
"My name is Michael, and I am the leader of the 4 Seraphs. It's a pleasure to meet you, Issei Hyoudou." Michael replied politely.
"Well it's an honor to meet you, Lord Michael." Issei replied with equal respect.
"The pleasure is all mine, but I'm curious how you know Azazel. As far as we know this is your first time meeting." Michael questioned.
"I first met Azazel a few years ago at a gaming tournament. He was my opponent in the finals, and he beat me in a tough match. Since then we've bonded over various topics supernatural or otherwise." Issei replied nonchalantly to the shock of the devil contingent and Touji.
"I see" Michael replied.
"Before anybody gets any bright ideas the kid is the definition of chaotic neutral. He doesn't give a damn about the factions to the point that I'm surprised he showed up tonight." Azazel admitted.
"In an ideal world I wouldn't show up, but I can't simply ignore you guys, or you'll drag me into your crap again." Issei replied.
"Fair enough." Azazel chuckled.
"Based on your recent actions it's a bit of a stretch to call you a neutral Red Dragon Emperor." Serafall chastised.
"My actions were perfectly neutral Milky. Instead of spying on your sister, maybe you should've paid attention to the reports." Issei said in an icy tone.
"That's quite enough you two." Sirzechs lectured. Issei wasn't wrong but now wasn't the time for this sort of thing.
"Hey it's the truth." Issei shrugged.
"As much fun as it is to talk about Siscon Leviathan. How about we get down to the real issue? For way too long, the three factions have been sitting on a powder keg that needs one good spark for everything to go boom. To prevent that, we need actual peace." Azazel said firmly.
"Easy to talk about peace when you're the one who's faction started the latest conflict." Serafall frowned not appreciating the siscon comment.
"If I remember correctly, the one who started this is Valper Lady Siscon." Issei smiled causing Serafall to fume.
"What did you just call me!" Serafall shouted.
"I called you Lady Siscon, but enough of that since we're getting off topic. During the Kokabiel fiasco there were four separate groups: Kokabiel's group, Irina and Xenovia, me, and the devils in charge of Kuoh, primarily Rias and her peerage. Since the two exorcists stayed with me for the entire visit, how about Rias tells everything from her perspective first. Once she's done, I'll fill in the gaps that exist." Issei said politely.
Serafall was still fuming but they did need to explain all of this, "Fine" Serafall pouted.
Sirzechs smiled before turning towards a nervous Rias, "Do you mind Rias."
"Not at all." Rias said politely as she began to explain what happened.
(Scene Skip)
"Thank you, Rias" Sirzechs said politely before focusing on Issei. "It's your turn Mr. Hyoudou. I take it the story is pretty much the same on your end."
"Pretty much but I should clear a few things up so people don't have any stupid ideas. First off, the two exorcists stayed with me because Irina is my childhood friend and I wanted to make sure she was safe and she and her partner didn't do anything reckless. I hid Valper from Rias, because I knew about Kiba and Tosca's connection to the Holy Sword project. Telling them about him outside of an extremely controlled setting would've been stupid."
"How did you know about that?" Rias interrupted.
"Back when she was trying to convince me to help you with Riser, Tosca told me she was kidnapped by a cult as a child, and you saved her. Shortly after I resolved the Riser issue for you, Kiba and I spoke, and he filled in the blanks."
"I see" Rias replied.
"That clears up that but there are two other things I can't quite figure out. The first is what happened to Freed to make Valper use those boys who used to go to Kuoh get involved. The second is why Kokabiel was so intrigued by you to the point that he didn't mind letting Rias go in order to get a proper fight out of you." Serafall admitted.
"The answer to the first question is I killed him. As for the second one, I can't answer that." Issei admitted.
"You can't, but Valerie can." Raynare smiled having stayed quiet the whole time.
"Damn it Raynare! Why did you tell them that" Valerie shouted angrily.
"Can you tell us why Ms. Valerie?" Serafall replied.
Valerie hesitated before speaking, "Issei asked me for help in trying to figure out Kokabiel's motivation for doing all of this. Considering Kokabiel was like an uncle to me I thought I could get him to come over and tell Issei himself."
"You can't be serious?" Serafall frowned.
"It wasn't my brightest moment." Valerie blushed. "Anyway, it worked and Kokabiel became more intrigued by Issei. He wondered what was so special about him that I would help him instead of trying to kill him since I'm the host of the White Dragon and he's my rival."
"I see" Serafall replied. There were a few pieces missing but calling it out wouldn't be wise.
"Like I said, Neutral." Issei smiled aware there was no major argument of his neutrality anymore.
Serafall frowned, "You were neutral but there is one thing that's also bothering me. While it's nice to meet you Mr. Shidou, I would've liked to see what your daughter and her partner thought about everything."
"That would be impossible Ms. Leviathan. After they returned from the mission Irina and Xenovia decided to leave the church." Touji replied.
"Any idea why?" Serafall wondered.
"No but Irina has been off for a while, and ever since Irina brought Xenovia on her trip to see Issei in Japan, she's been different also." Touji revealed trying to hide his annoyance at that fact.
Serafall turned to Issei next, "Care to explain why your childhood friend would leave the church."
"No, because frankly it's none of your business." Issei said firmly.
"But it is in this case. Kokabiel worked with rogue members of the church on this mission. Who's to say Irina and Xenovia won't turn against them also." Serafall countered.
"I'm pretty sure they won't. When they left, Xenovia gave us back a secret weapon of hers, the Holy Blade Durandal and the only weapons Irina uses are provided by us." Touji said firmly.
"Wait a minute didn't she." Tosca was about to say before the group heard a large explosion.
"That's coming from the clubhouse." Rias gasped.
"What's going on?" Sona frowned not liking this at all.
The group turned outside and saw a massive magic circle appear in the air and robed figures started to appear, "We've got company." Raynare shouted.
"Brother what should we do." Rias wondered.
"I'm not-"
"How about I take care of these guys." Issei smiled.
"Issei you're powerful but can you really go against an army like that?" Sona said nervously.
Issei smiled because it was time to show off a bit, "If I want to beat an army." Issei smiled. The best way is to use an army of my own." Issei smiled as he prepared something fun.
ACTIVATE SKILL: TIME TO DUEL
TIME TO DUEL- Allows the user to summon a Duel Disk from Season 2 of Yu-gi-oh. The Disk originally cost 1000 LP but the cards within the deck varied. Some cost as little as 5 LP while the most expensive cards cost 500 LP.
(AN: Ironically enough this chapter was originally written a few days after Yu-gi-oh's original manga artist passed. Having Issei use a duel disk was something I already planned but this adds a bit of fun to it)
The group watched as an odd device appeared on Issei's arm. Seeing the brown cards being held by the device and the 5 card slots position Gasper knew exactly what Issei had.
"Wait a freaking minute. You just summoned a duel disk." Gasper said in shock.
"Yup and I'm about to show you my army" Issei smiled as he reached for the cards and drew three holding them in his hands.
"What's going on." Rias said in confusion.
"One of the most popular TV shows for anime fans like me is Duel Monsters and it's had many variations over the years. During the second season of the original version, they started using devices like Issei has right now to play on the street. Which means that Issei is about to summon Duel monsters to fight for him." Gasper said with a bit of excitement in his voice.
Issei smiled before walking over to the edge of the room, "That's right. Come forth BLUE EYES WHITE DRAGON!" Issei smiled before placing the cards on the odd device. The group watched as 3 lights appeared on the ground right outside the window and three identical dragons with pure white bodies and small dragon wings flew into the sky.
"Oh this is gonna be good. It's like an otaku's dream." Gasper said happily.
"I'll be right back" Issei smiled as he teleported outside so he could order his beasts.
While everyone looked on in shock Gasper was still going crazy, "How the hell can he create a duel disk." Gasper said in shock.
Nobody knew how to answer but something occurred to Kiba, "Hey Gasper are you familiar with something called Super Saiyan." Kiba wondered.
Gasper looked at Kiba in shock, "Hell yes I am. Super Saiyan is a transformation from another classic show Dragon Ball Z. It's another fantasy of any otaku to be able to transform to Super Saiyan."
"Well, what if I told you Issei actually could transform into one. In fact he can go Super Saiyan 2." Kiba replied.
"I'd say Issei is the coolest guy ever." Gasper replied.
Tosca was about to say something, but Issei picked that time to come back inside, "Sorry about that. Had to order my beasts to attack but couldn't do it from in here." Issei smirked.
"No problem kid. Though I'm curious what the Red Dragon thinks of you using other dragons to attack with." Azazel chuckled.
"Ddraig doesn't like it, but I've told him before that these are fake dragons. As far as real dragons are concerned, he's my favorite. Having said that I wouldn't mind summoning Ddraig to attack but TIME TO DUEL can only use cards from the show" Issei smiled as the group watched the dragons wipe out the hooded intruders with powerful lightning breath.
"Well I can't complain since these dragons fake or not are doing real dragons." Azazel smiled.
"Yes. That might be one of the most unique powers I've ever seen." Michael admitted as the dragons wiped out the enemy fighters without attacking the men they kept for security.
"Thanks" Issei smiled before deactivating his skill.
As the dragons faded, Gasper walked over to Issei with a big smile on his face, "Kiba says you can go Super Saiyan. Is that true." Gasper asked eagerly.
"It is. But I can't do it right now since the battle is over" Issei smiled.
"Aww man" Gasper frowned.
"Putting Issei's insane powers aside who in the world just tried to attack us" Sona wondered.
"It's a group known as Khaos Brigade. Think of them as a group who's doing exactly what we're doing but for the opposite reason." Azazel explained calmly.
"So while we're working together to unite the factions, they're working to destroy them." Issei said bluntly.
"Exactly. Kokabiel was living in Iceland when they approached him about the Excalibur. He agreed because he was certain that if he didn't more troublesome people would appear." Azazel admitted.
"Like who?" Michael wondered.
"I don't know, but Valerie has been acting as a double agent of sorts for some time so she might have a better idea than I would." Azazel admitted.
"Thanks a lot for telling them that old man." Valerie frowned as everyone focused on her. "There are three factions that make up the Khaos Brigade. The first is the Old Maou faction of the Devils. That's the group I'm in. Second is the Hero faction, a group made up of humans who have been screwed over by the supernatural and decided to take revenge their own way. They also all happen to be descendants of legendary heroes or figures from history."
"What's the Third group." Issei wondered.
"I don't know much about the group. The only reason I know about the other two is my connection to the Old Maou Faction and the fact that a few people who were in the Hero Faction left to join me. I'm not a Fourth faction before anybody gets that idea." Valerie scowled.
Serafall looked at Valerie oddly before her eyes widened, "You… you're his descendant aren't you." Serafall gasped.
"Who's descendant sis." Sona wondered.
Valerie took a deep breath since this was a topic she was hoping to avoid but once Azazel brought up the Brigade, it was inevitable "Yep. I'm the granddaughter of the Third Super Devil, Rizevim Livan Lucifer" Valerie revealed as her devil wings came out.
"Before anybody asks, she utterly hates her old man for reasons that I won't bring up so that's the last we're going to discuss that." Azazel said sternly.
"Exactly. I put my past as a devil behind me and I intend to keep it that way." Valerie said firmly.
"Very well." Sirzechs smiled.
"I'd say that wraps things up. Let's make peace." Azazel smiled.
"I agree though I've gotta admit that-" Issei paused because he had to dodge a light spear coming from Raynare.
"Sorry Issei but I had to stop you from finishing that sentence." Raynare said firmly. She'd seen way too many times that people relax after things seem to go well and then something stupid happens.
"In what universe does throwing a light spear at somebody who's Neutral HELP the situation." Ravel shouted in anger. She was furious that somebody would attack Issei like that.
"The universe where the Law of Stupid exists and you're right Raynare my bad." Issei smirked realizing his mistake.
"Huh!?" Ravel protested.
"Calling it the Law of Stupid isn't far off" Azazel smiled recognizing what was going on.
"That doesn't tell me anything!" Ravel said angrily.
Issei smiled before walking over to Ravel and cupping her cheek, "Don't worry about it Ravel. I'm fine and I get why Raynare did what she did. So problem solved" Issei said with his trademark smile.
"Fine" Ravel pouted.
"Good girl" Issei smiled before kissing her on the head.

"Smooth" Azazel teased.
Issei rolled his eyes, "Now that everyone's made peace it's time to ask the all-important question. What are you going to do next?"
"Don't you mean what we are going to do Issei?" Azazel smiled.
"Not at all. I asked what are YOU going to do? I told you before I'm chaotic neutral and I would prefer to be an outside observer to all of this."
"You have the Boosted Gear Issei. There's no way in hell you could be an outside observer" Touji replied.
"Actually I can. I went to school with devils for a year without anybody being the wiser. Somehow Raynare figured it out, but the others were clueless."
"Blame your rival for that." Raynare smiled causing Valerie to twitch.
"How so" Issei wondered.
"Don't you dare Raynare." Valerie frowned as everyone looked on curiously.
Raynare got a big smile, "After your first meeting years ago Valerie couldn't stop complaining about the fact that she finally met a cute boy, but he was her rival." Raynare explained.
"I see" Issei smiled as Valerie looked away.
"Wait. How long have you known Azazel Issei?" Rias wondered focusing on the years ago part.
"I think I was about 12 when we met at the video game convention." Issei replied.
"Yep. I was seriously impressed that you were so talented at such a young age" Azazel smiled.
"We're talking about video games right." Issei said with a raised eyebrow."
"Those too." Azazel smirked.
"Hold on. How long have you been in Japan for you to have met Issei when he was 12?" Rias groaned. The idea he'd been in Japan for 4 years was absolute insanity.
"About 8 years and just so you know, your brother knew I was here." Azazel smiled.
Rias looked at her brother angrily, "And you didn't tell me WHY!"
"I knew why Azazel was there and I was okay with it?" Sirzechs re.
"And why was that?" Rias said sternly.
Azazel's expression turned from his usual jovial one to a slightly solemn one, "Because I had to repay a debt." Azazel frowned.
Akeno's eyes widened as she realized what that debt was, "You were there to watch over me." Akeno said nervously.
"That's right. When Rias wanted to recruit you, Sirzechs reached out to me because he wanted to make sure it wouldn't cause any issues due to your heritage. Ultimately, we made a deal that I would smooth it out with the other Fallen, as long as I could stay in Japan and watch over you in secret." Azazel replied.
"Those extra birthday gifts I got every year. They were from you weren't' they?" Akeno said in shock. She would receive anonymous gifts on her birthday but when she asked Rias and Sirzechs she was told don't worry about it. One of those gifts was the kimono she wore during battle.
"Yup. Me and your dad wanted to support you as much as possible, because both of us failed you horribly that day. We knew that you would never want to join the fallen and if Rias kept you safe that was enough for us." Azazel said solemnly.
"I see" Akeno said on the verge of tears.
Azazel sighed before getting up and walking over to Akeno so he could look the young woman in the face, "In my long life I can count on one hand the number of things I truly regret. What happened to you and your mother that day is one of them, but we can discuss that another time." Azazel revealed.
Akeno looked at Azazel and saw the solemn look on his face, Remembering Issei's advice Akeno's conclusion was obvious, "Very well." Akeno smiled.
"Thank you Akeno." Azazel smiled.
"I must confess, I've never seen you like that Azazel." Michael smiled.
"Yeah. A lot has happened in the last millennia Michael and that's why we need peace."
"I agree. So, let's bring this meeting to a close." Sirzechs said firmly.
"Sounds good. While we're working out all the details, we can get our people to clean up the mess from the attack." Azazel smiled. There wasn't a lot of damage, but it was enough to be annoying.
"See you guys later." Issei smiled.
"See ya kid." Azazel nodded as Issei left via instant transmission.
(Scene Skip)
Rias Gremory was completely exhausted as she appeared in her room via a teleportation circle after the insane end to the Peace Conference. She was hoping to get some sleep and discuss it all with Sona in the morning. Unfortunately for her, fate had other ideas and while she could be playful at times, today was not one of them, "Come on out Issei." Rias said with clear frustration in her voice.
A moment later there was a small shimmer in between Rias's dresser and desk, and Issei appeared in the same outfit from before. He could tell by the look on her face that Rias was not happy, "So what happened after I left" Issei said calmly. This wasn't the time for games, and he knew it. She was angry about something.
"Where would you like to start: my brother using me and my peerage or the fact that somebody I know might be a traitor." Rias said in a clearly frustrated tone.
'Seems Rias figured out quite a few things after I left.' Issei thought to himself as he closed the distance between them and gave her a hug, "Start with the first one and we can stay like this as long as you want." Issei replied.
Rias looked up at Issei and saw the sincerity in his eyes, "It starts with Gasper, my second bishop." Rias explained as she rested her head on his shoulder.
"What about him?" Issei wondered.
"When my brother said that it was time to release him, I was shocked, but I wanted to prove him right. Then his powers froze everybody besides Kiba in his balance breaker. Then you got involved and poof it was fixed. I was thrilled because finally my bishop could be free, so I called my brother to tell him the news."
"What did he say." Issei asked curiously.
"He said he was happy for me, but something felt off. I dismissed it at first because it was late when I called, but after tonight I'm convinced my first instinct was right."
"What made you think that first instinct was right." Issei wondered.
"My clubhouse was under attack, but my brother didn't seem nervous or afraid. He was incredibly calm." Rias said with a voice mixed with sadness and frustration.
"That's no reason to think he used you." Issei replied.
Rias pulled her head from his shoulder and looked at Issei the frustration clear in her face, "Then why is it when Azazel revealed the existence of a mysterious new group, he didn't question anything. He let Azazel say everything, even revealing the fact he had a double agent working with them and my brother. and Serafall for that matter didn't bat an eye." Rias said calmly.
"That was surprising." Issei admitted.
"But that's not the reason I'm positive he used me."
"What is." Issei said wondered.
"If you hadn't done anything to Gasper. Where do you think would he have been during the meeting."
"You would've left him… in the club house." Issei gasped.
"Exactly. I would've left Gasper there with somebody to watch over him. His time stop powers would've made us sitting ducks, if they had a way to abuse it." Rias shouted the frustration in her voice pouring out and tears starting to flow from her.
"That's quite the theory Rias but it's only a theory." Issei admitted. In truth Rias was right on the money but saying that would've been a stupid idea.
"Yes but" Rias paused as Issei cupped her cheek with his right hand and rubbed her tears away.
"In my experience the absolute dumbest thing you can do is think about what could've happened if things were different. The clubhouse was empty. and your peerage was with you. If you think about what could've been, you lose focus on what's actually happening."
Rias took a second to take in what he said because Issei was right and smiled, "Thanks Issei. That certainly helped." Rias said happily.
"Good. Now what's this about a traitor?" Issei wondered.
Rias's expression soured, "We were in such a good mood?" Rias pouted.
"You brought it up." Issei chuckled.
Rias had to admit he was right there, "After you left my brother and Azazel took the time to clean up everything and fix what was broken along with the people they brought over. During that time Asia went over to Michael and caught everyone off guard when she asked if there was a way for her to pray even though she was a devil."
Issei's eyes widened, "Did she now?"
"Yes. Michael revealed that he could, but he was curious why she would do it. She told him that even after learning about God's death she still prayed because his teachings helped her deal with her sadness from being kicked out of the church in the first place."
"Very impressive." Issei admitted.
"I agree, but then my eyes turned towards Raynare. Back when I was still dealing with Riser, I learned that Raynare and a group of fallen had taken over the old church and were there for some reason. Because I was focused more on Riser, and you rejected Raynare, I let them be because they weren't a threat."
"I see." Issei replied recalling that whole mess.
"After Koneko was attacked by Freed, I decided to finally deal with them and killed Raynare's two associates and left her alive to answer my questions. She told me that her group was hired by an intermediary to bring Asia to Kuoh and watch over her for a few days. Her payment for such a thing was Asia's sacred gear which was odd because."
"Because if you take a person's sacred gear from their body they die." Issei said coldly.
"That's right. If the person who hired her wanted her body but not her sacred gear."
"That implied that the person who hired her was a devil." Issei finished.
"Exactly but there's more to it than that. Thanks to having to focus on Riser, I completely dismissed Raynare and her team. If Freed hadn't attacked Koneko, there's a good chance this devil would've succeeded and got Asia." Rias frowned.
"In other words this devil was counting on you being distracted." Issei replied.
"Exactly. I tried to check back a few days later to see if the intermediary would show up but they never did."
"Sounds like I wasted a trip." Issei groaned.
Rias frowned, "What's that supposed to mean."
"Kokabiel and I had a second conversation that Valerie knew about. During that discussion, we covered a few other topics and one of them was Freed and his connection to Asia. I was going to talk to you about it once this meeting was over but clearly that's not necessary" Issei answered.
Rias didn't like that at all, "So, what do you think about everything." Rias wondered.
"I think that the devil who was after Asia will come after her again." Issei said confidently.
'What!" Rias gasped.
"When a person goes to the lengths that they went to in order to get Asia, they don't give up easily. They'll be back for Asia and don't be surprised if the Khaos Brigade is by their side when they do it." Issei said ominously before leaving via INSTANT TRANSMISSION.
"And I thought the Peace Conference would solve my problems." Rias chuckled bitterly. For now all she could do was get some rest, but she had a lot of business to handle in the next few days.
That's it for Chapter 18, and this was another fun one. Next chapter the Khaos Brigade is no joke and there are changes all around to address them.
