Newton's first law states that an object at rest will stay at rest unless acted upon by a force. You could say that's true of the clouds. Without the wind pushing them, they would never float peacefully across the sky, they would just stay still forever.

Newton's second law is just a more mathematical version of the first law.

Newton's third law states that for every action there is an equal but opposite reaction. And that's why when he walked out of the Hokage's tower wearing his new jounin vest, he found her on a certain rooftop, watching the clouds.
