They'll be watching him

All for One smirked. He always loved hearing about new quirks. And if Kyudai said it was 'interesting', then all the more entertaining.

"Go ahead, Kyudai ."

"You see, it seems Dr. Tsubasa's Quirk Hospital encountered a young boy with a very powerful quirk. Enough that it nearly broke the Quirk Analysis Machine."

"Very few quirks are capable of them, my friend."

"Correct. The only two I can easily name off are your quirk and your brother's quirk. However, don't get too excited. His quirk is sentient."

Any joy All for One was feeling evaporated instantly. Sentient quirks were always a hassle to deal with. Unlike normal quirks that get suppressed once he takes them, sentient quirks usually fight back. The power they give is almost always not worth the hassle of dealing with the sentient being from these quirks.

"Go on."

"Well, the child, Midoriya Izuku, his quirk allows him to summon fighters to his side. Reports indicate that at least one of these summons is a knight on horseback."

All for One's lips twitched in amusement. "Really? A medieval knight?"

"Complete with a lance."

"Unfortunately, knights tend to be far too 'noble' and 'honorable' to be corrupted."

"I'm sorry to say, Sir, but it will be impossible to win this boy to our side. There are two reasons, and the first is related to his quirk. I told you that his quirk nearly broke Dr. Tsubasa's machine. Well, it was because multiple entities inside his quirk were fighting back."

The implication was clear, and it made All for One scowl. "And the second."

"...I can confirm that this boy is an avid fan of All Might."

All for One clenched his hand in anger. This was possibly the worst situation. A boy with a powerful quirk, one he shouldn't take, and a fan of heroes, specifically the one currently ruining his life's work?!

Kyudai continued, "Dr. Tsubasa's Quirk Hospital is located in Mustafa."

All for One shook his head. "Then, at the moment, we can only observe."

"What? Why?"

"Because my source within the Hero Public Safety Commission has informed me that one of their 'agents' has been dispatched to Mustafa."

A gasp could be heard from the other end. "Already?"

"Yes. And, while I could easily have them dealt with, it would draw All Might's attention. At this point in time, I can't afford to have any more of my forces exposed."

"But, if this boy becomes a hero?"

"He won't. Kyudai, how long until you can complete that project? The one which started with Garvey?"

"Garvey?...OH…About a month, if things continue to go smoothly."

All for One clasped his hands together, "Then everything is in order. Have a good day, Kyudai."

"Of course, Master." With that, the call ended.

"Inko, we're here!" Mitsuki called out, entering the Midoriya Apartment, followed closely by Katsuki, and her husband Masaru. Inko was currently in the kitchen, working on a large meal. Today was Izuku's birthday, and, given how he had gotten his quirk, Inko was determined to make it special.

"Mitsuki!" Inko replied, "So good of you to come." Katsuki ran over to Izuku's room while his parents took off their coats.

"Katsuki, you forgot your shoes and jacket!" As Katsuki begrudgingly came back, Mitsuki continued, "Wouldn't miss this. And, given the turnout for today, I think you're going to need all the help."

Once everyone in Izuku's class discovered what his quirk could do, just like with Katsuki, it seemed like all his classmates wanted to be friends. The only difference is that, unlike Katsuki, Izuku was too kind hearted to not reciprocate their friendship. He invited the entire class to his birthday party.

Inko chuckled as Katsuki re-ran to Izuku's room. "You'd think so. However, just yesterday, something amazing happened."

Mitsuki was about to question it, only to then notice a strange sound. The sound of a kitchen knife cutting. It was strange because Inko was right in front of her. And, since Estrilda can't be summoned without that horse, which was nowhere in sight, who could~Mitsuki gave a sly smirk.

"So," Mitsuki wrapped an arm around Inko's neck, "Hisashi finally decided to visit."

Inko flinched, shaking her head, "Unfortunately, a string of crimes in the States has forced him to remain. He did send his gifts to Izuku."

Mitsuki was confused, "Then, who~?"

Katsuki and Izuku ran out of the room.

"Mom!" Katsuki exclaimed, "Deku got a new summon!"

Mitsuki wanted to chew her son out for calling his friend that nickname, but a new, smooth voice interjected.

"Well, I do believe I should introduce myself."

From the kitchen, a man, dressed in a butler uniform, stepped out, cleaning a monocle.

"I am Oscar," the man declared, bowing, "The True Gentleman, and a faithful servant to my Master, Sir Midoriya."

The Bakugous were certainly surprised that Izuku got another summon. Not that they didn't expect him to get another one, as Izuku had talked all about his summons to Katsuki, but they were expecting someone more…of a fighter.

"Yeah!" Izuku cried out, "Oscar is great! When I have him out, he helps mom around the place. Best part is, since he's not fighting, he can stay for a long time."

"I only do what any good butler would do, Master. By the way, Lady Inko, we're running low on several ingredients for tonight. If the turnout is to be expected, it would be wise to restock before the party arrives."

"I can get to the store," Masaru, "What do we need?"

"Just a few things. Come in, I'll make a list." Masaru followed Oscar into the kitchen.

Mitsuki leaned in, whispering to Inko, "Is it kinda freaky that I think of him as an actual person, as opposed to just Izuku's quirk?"

Inko shook her head, "No, I did the same thing several times. They act so much like, well, people."

"Yeah, well, I kinda wish it was just Katsuki and his boys for Izuku's party."

Inko looked hurt. "Mitsuki, Izuku has more friends than ever before."

"Yeah, but how many of them are friends, and not just kids wanting to be next to the cool kid at school."

Inko was about to retort, but Mitsuki raising an eyebrow, almost expecting her reply, made Inko stop.

"At least Katsuki's pride let him see which ones were simply kissing ass, but sweet old Izuku…"

Inko smacked Mitsuki's shoulder for the harsh language, but sighed afterwards.

"Just let him have this one."

"Oh, I intend to. I'm just warning you, Inko, to make sure Izuku knows who his real friends are."

Inko smiled. "Well, Katsuki certainly fits."

Mitsuki smiled, rolling her eyes, "You got that right. He's the only one that's trying to compete with Izuku. Keeps coming up with ideas for how he could 'beat' Estrilda. Though, now he'll be working against this Oscar guy. How good of a fighter is he?"

Inko shrugged, "He never brags about his skills, or lists them off. I only guessed that he must be a simple butler. Not all of Izuku's summons have to be fighters, do they?"

Mitsuki conceded that to her. "Well, enough talk, let's get ready for a party!"

Over the next hour, Oscar helped Mitsuki, Inko, and, once he got back from the store, Masaru prepared meals for the party guests, while Katsuki and Izuku played. However, Mitsuki noticed something odd with Oscar. Every once in a while, he'd glance at the window. She wasn't sure what he was looking at, as he'd immediately refocus on the food. As the party was almost ready, Oscar spoke up.

"Lady Inko, may I request a moment outside? I would like to get some fresh air."

"Oh, sure, Oscar."

Oscar bowed, "Thank you, Lady Inko. Do not worry. I shall not be gone long."

Lady Nagant observed the Midoriya apartment from over a block away, watching as the people prepared for the boy's party. She didn't have much intel on the boy, but she guessed that it was a birthday party.

'The Bakugou boy's quirk is useful, but his attitude leaves much to be desired. His friendship with Modiriya Izuku seems to temper him, so, as long as Midoriya stays by the boy's side, he could become a good 'hero'.'

Nagant wanted to grit her teeth. If the HPSC gets the boy, then not only would another child be brainwashed, but Bakugou could become more violent without something to hold him back.

Frankly, she wanted to simply run off, or, at the very least, falsify the reports about Izuku. She's been doing her best, but, given what Sarkin has told the HPSC President, Ulatine Zhea, it's likely that another enforcer would be ordered to keep an eye on him. The only thing keeping her going is capturing other criminals in the city, for the purpose of 'making sure they don't interfere with her current mission'. Otherwise, she might've gone to Zhea, and~

Nagants' eyes widened. While other observations had very little differences, today there was an unknown butler inside the Midoriya household. She never saw him enter, and, given the boy's quirk, it would imply that Izuku could summon more than one.

'So where the hell is he?' While she was thinking to herself, she realized that the butler was out of her sight for a full three minutes. And~

The hairs on her body seemed to straighten in shock. All her training was screaming at her 'BEHIND YOU'. That same moment, a voice confirmed her fear.

"I do believe~"

Nagant spun around, folding her right arm, extending a rifle barrel out of the elbow, as she grabbed pieces of her hair with her left hand. Shoving the hair into her right hand, she aimed the gun…and saw the butler directly in front of her, mere inches from the barrel.

"~it's quite rude to be spying on a civilian's home. Particularly if you're a hero."

A bead of sweat slid down her head, going over her visor.

"How did you know I was here?"

"Answer my question and I shall answer yours. What are your intentions with my master and his mother?"

"Master? So you're part of Midoriya's quirk?"

"Madam, I'm being very polite here. However, as this is my master's birthday, and you are an unwanted guest, I demand that you state your intentions."

"...Or what? If you move, I'll drop you. You aren't technically human, anyways, so it's no skin off my back."

Kaina felt a shift in the wind, and realized she said the wrong thing.

"Assuming that the rifle is styled after a Barrett 50. Caliber sniper rifle, I have a third of a millisecond from the moment you fire. In that time I can move my head enough that it's not a kill shot. You'll take some skin off my head, but I'll manage. From there, I'll proceed to slit your throat. Now, I'll ask again…What. Are your intentions. With my master?"

Nagant and Oscar stared each other down, neither seeming to flinch.

'He's bluffing,' Nagant suggested, 'Unless you have a speed quirk, there's no way that you could dodge it at this range.'

Nagant looked into Oscar's eyes…and saw what could only be considered boredom.

'Wait,' Nagant's eyes widened, 'He's…he's not bluffing?'

Nagant's instincts told her to run. But her training told her to remove the threat. She narrowed her eyes~

It happened all at once. Oscar's right hand slid a knife between his fingers. He lunged forward, using his left arm to slam Nagant's rifle arm into the ground, making her reflex fire straight into the concrete. Oscar then pressed the knife against her neck, with Nagant nearly being pushed off the edge of the building.

All in less than half a second. Nagant's resolve crumbled, as she stared at his still unchanging eyes. She didn't even realize she changed her rifle arm back to normal.

"H-h-how?"

"..."

'Why doesn't he say anything?' Nagant then remembered the reason he's here. "The Hero Public Safety Commission."

Oscar raised an eyebrow.

"They want me to evaluate Midoriya, to see if they can recruit him."

Oscar gave a smile, removed the knife, and stepped back. Nagant took several deep breaths, not realizing she held her breath the entire time.

"Now, was that so hard, Madam?"

"How are you that fast?"

"Technically, I'm not. If you had fired, I'd likely be sent back to my master's mind."

"But~But you dodged it."

Oscar adjusted his gloves. "Yes. But, to my great regret, I'm not skilled enough to avoid a bullet that's in front of my visage. Rather, it was your eyes that told me when you'd fire."

Nagant tilted her head in confusion.

"Your eyes widened, indicating you bought my bluff. However, when you narrowed them again, you told me that you'd be firing. That was when I made my move."

Nagant was amazed. The reaction time he'd need to accomplish that, not to mention maintaining a clear resolve…Combine that with Izuku's other summon, and…

"Just…what are you?"

Oscar bowed, "I am Oscar, faithful servant to Iz~Midoriya Izuku. Forgive the slip up. Japanese customs are something I'm still getting used to. And I was doing so well today, too. Now, if the HPSC wishes to recruit my master, they will find it quite difficult. Master MIdoriya would likely have no intentions of accepting."

Nagant narrowed her eyes. "And why not?"

"I had a conversation with my fellow summon, Estrilda. Simply put, Master Izuku wishes to U.A.."

Nagant nodded. It made sense that he'd go to the best Hero training school in the country. However, she also knew that, if persuaded, people can turn down easier paths. So she had to press him.

"And why would he reject an offer from the HPSC. Not only would they give him the same level of training, but they'd likely be willing to provide for his family, allowing them to live luxuriously."

"Simply put, my master wishes to follow the same path as his idol, All Might. Estrilda believes that, since All Might never took shortcuts to his rise as Number 1 Hero, Master Midoriya should not either."

Nagant gave a relieved sigh. 'That's good. He may be a child, but he has a good motivation to not take the Commission's future offers.'

"Madam, if I may be so bold, it almost sounds like you don't want Master Midoriya to go to the HPSC. Which is strange, as you seem to be working for them."

Nagant began walking away. Just before she rappelled down the side of the building, she turned to Oscar.

"You're correct. Joining the HPSC was possibly the worst decision I ever made. They'll be watching him. When the Commission has their sight set on something, they don't give up easily. Keep his dream alive, will you?"

"Do you intend to simply watch, even though this Commission will likely lead my master astray?"

Nagant lowered her head. "There isn't much I can do. I doubt there's anything I could do."

"You mean to tell me that, in the city with the top hero school in the country, there is nothing you can think of? Regardless," Oscar bowed, "I shall do all I can to help my master achieve his dreams."

Nagant didn't respond, and simply rappelled down the building.

'As if that will stop the Commission. Those summons of his are good…but the Commission is more determined. If they press him…Midoriya doesn't stand a chance. But…U.A…I don't know.'

Oscar then promptly returned to the Midoriya apartment.

"Mr. Oscar," Izuku exclaimed as he entered the apartment, "Did you hear that?"

"I did, Master Midoriya. It seems a hero got into a bit of a scuffle. It facilitated my swift return."

"Ah, man," Katsuki groaned, "I missed a good fight."

"From what I saw, Sir Bakugou, it only lasted a couple seconds. The instigator was clearly out of their league."

Katsuki snickered, "Man, they must've been an idiot."

"No, just…misguided."

"So," Inko interjected, "There's no danger?"

"None at all, Lady Inko. The party can resume on schedule."

Before the guests arrived, Oscar returned to Izuku's mindscape, to allow Izuku as much energy for the party. For the next couple of hours, Izuku and Katsuki's friends and classmates would begin arriving, leading to one of the biggest birthday parties in Izuku's life. However, one final guest surprised nearly everyone.

Inko was currently getting one of the cakes out of the fridge. Oscar's suggestion of making multiple cakes was certainly a smart choice. With over twenty kids, and at least one parent for each of them, it was starting to get crowded. The doorbell rang, catching everyone by surprise.

"Um," Katsuki exclaimed, "Everyone from school is here."

Izuku jumped up in excitement. "Oh! That must be Fumikaya!" Izuku started running to the door.

"Who's that?" Mitsuki questioned, with Inko patting her shoulder.

"The girl who's sharing Izuku's Counseling sessions." Inko walked to the door, chuckling as Izuku was bouncing at the doorway. Inko opened, seeing a familiar bird-headed girl, along with her father. Fumikaya was wearing a black shirt with purple shorts, and had an uncomfortable look on her face. Her father was wearing a dark suit. Not black, but close to it.

"Mr. Tokoyami," Inko stated, "Glad you could make it."

"Well," he replied, taking off his hat, "It was a bit difficult to find this place. It was our first time in Musutafu."

Izuku was in front of Fumikaya, shaking her hand and bouncing.

"It's soo good to see you again, Fumikaya!"

"Y-Yes, it's good to see you, too, Midoriya."

"There's no need to be formal here," Inko exclaimed, "It is Izuku's birthday."

Dark Shadow came out from Fumikaya's back. "Sounds good to me!"

Fumikaya gave Dark Shadow a glare, when Katsuki came up.

"Woah! You can summon like Izuku?"

"Yes. This is Dark Shadow."

"Cool. Not as cool as me and Izuku's quirks, but still cool."

Dark Shadow gave a smirk, "Oh yeah? What can you do?"

"Now, now," Inko interjected, "Let's not blow up the place."

Izuku snickered. Frankly, this was the best birthday he's ever had. A new quirk, new friends. What could be better?

Inside Izuku's Mindscape, Estrilda and Oscar were discussing Oscar's recent encounter with Lady Nagant. The island had grown large enough to accommodate a small wooden beach house. The two were inside said house, while Amanda was getting laps around the beach.

"...And she advised us to keep the young master away from the Commission." Oscar finished.

Estrilda had a deep look of concern. "Why would a professional hero regret joining the government's hero organization?"

"Questions that we don't have the answers to, and are unlikely to receive soon. Master should be warned about this potential threat."

"...No. Izuku can't know."

"Lady Estrilda?"

"The Commander is very young. We don't know all the details, so we may make a wrong assumption. And children are very impressionable. If Izuku thinks the Commission is evil then, even if our assumption is wrong, he might not believe the truth."

Oscar narrowed his eyes. "I don't like keeping secrets from my master."

"Neither do I. But, until we know exactly what we're dealing with…ignorance is bliss."

Author's Notes: Some of the recent Manga chapters indicate that Tokoyami and Dark Shadow's relationship as children was far more amicable than I thought. Oh well, onward and upward.

So, AfO will be making a move against Izuku eventually. If you guys know your lore, then you know what's coming.

And Izuku has a new summon! Oscar, the best butler ever, who totally doesn't remind me of Sebastian Michaelis from Black Butler. Not at all. Regardless, before the Prologue Arc is over, Izuku will have a total of five summons. Two are lightbearers, while the other three will be one from wilders, maulers, and graveborns. I'll let you guess who they could be.

Though, it seems that Izuku's summons may keep secrets from him. Given the kid's mindset, can you blame them?

As for Nagant herself, she's nearly at the breaking point. She isn't there yet, but that event with the children has happened, but not her meeting with the HPSC President.

As always, leave a review, fav/follow, and I'll see you all next time.
