Author's note: It is return of the inconsistent writer! Wooo, have a chapter everyone~ I'd like to say thank you so so much for the really nice reviews, they genuinely motivate me to carry on with this.
Disclaimer: I do not own Hetalia or the characters, some quotes here are from episode one, basically what I'm saying is I own f***k all~

Ignoring the list of guidelines and rules from the German as he took his seatbelt off Luciano swiftly got out of the car and breathed in the cool morning air. He could practically hear Feliciano complaining at how early it was and how he wanted to go back to bed. Not a chance. This was his first world meeting and he was not passing this opportunity up. Looking around he started to see another couple of cars heading their way and began to walk up towards the building. He'd quite like to get comfortable in his surroundings before he started to socialise.

Sighing Ludwig guessed that he couldn't do much more than keep an eye on him. He could lecture him all he wanted but he couldn't force the other to listen. Getting out himself the blond looked over to end of the road and spotted the cars that Luciano saw. Sighing he started to walk into the building; the sooner they started this the sooner it was over. Getting in he looked around and wondered where the Italian had wondered off to. Deciding that it wouldn't matter if he got lost, in fact that might be best, Ludwig headed straight to the meeting hall and took his place. As he was the host country the German had made sure that they were here before everyone else, however slowly the other countries began to arrive.

Japan was the first to arrive and was accompanied by England; they had met in the lobby as their cars arrived at the same time. As that day was the first day of the meetings it was common that the countries travel in on that day and then stay at the hotel that they had the conference in; it just made everything that much easier for all of them. After a few more minutes France came in and sat in his place next to England who simply turned the other way in a huff. Over the next hour all of the countries filed in one at a time however Italy still didn't show up.

After a while of idle chatting Germany decided it was best to start; he'd stared long enough at the door. It was only making him more nervous. Sighing he stood up and went to get everyone's attention as he saw the brown haired, crimson eyed Italian stroll in, a smirk playing on his lips. Watching him walk towards his seat he glanced to the other's brother who seemed to notice something was wrong... actually a few of the countries were looking at him nervously. It was like Luciano brought an aura around him that put all the countries on edge somehow. At least he fulfilled his purpose then. As soon as Italy took his seat beside him the German called the attention of the hall with a cough; calling the meeting to order. "We have called this meeting today to resolve the problems between our countries. Speeches must be kept to under ten minutes with no exceeding that time, and no chit-chatting. Now, if you want to go first make sure you're prepared and raise your hand." Giving his speech Germany sat down and put on his glasses so he could take the minutes; he and Japan were the only ones that did it because England's writing was terrible and all the other nations doodled on the pages, especially Italy and America. He always started the meetings as well otherwise they never got started, honestly it was starting to just feel like he was saying the same things over and over.

Raising his hand America stood up and scratched the back of his neck. "You know we never came to a decision about the whole globa' man hero to save the world from global warming." Not dropping the subject the blond looked around waiting for the arguing to begin since it was what triggered it again. He still really wanted an answer though.

"We all agreed that it was a highly unrealistic and stupid idea." Speaking immediately England glared to him, the other certainly had some ridiculous. He had thought the buffoon had dropped it by now.

Glancing around the room Luciano wondered if they were being serious right now. Maybe this was just jokes as an opening or something. A super hero to save the world? Now he hadn't been around for a while but he knew the stories of non-humans saving places. But they were fictional. Raising his hand he was about to speak when Germany next to him swiftly moved them along before he could speak.

"We should move on to new matters instead of lingering on past topics that have been concluded." Clearly Ludwig wanted to keep the meeting from having arguments and avoid Luciano speaking out if at all possible. The looks they were getting from another Italian in the room were not exactly friendly and he did not need the two arguing or fighting right now.

After half an hour or so later the nations were either arguing or talking among themselves again despite Germany and a few other nation's attempts at keeping order, however most of the attempts went unheard. Luciano remained silent for all of it, still uncertain as to whether these idiots were serious or not. Watching Ludwig for him to call the meeting back to a topic that would be at least a little bit practical. "I think it now is a good time for a break, the meeting can resume after a short time." Gathering his things the German knew that they probably were on a break already but he guessed they could make it official since no one could keep proper minutes for these things.

"That's it? That's the world meeting?" Slightly confused Luciano turned fully to him as more idle chatting erupted. This was so stupid. Whatever happened to fighting the good old way? "And I thought you said that all the nations attended." Growling a little he looked around the room, locking eyes with his brother for a moment before looking to the blond again.

Watching him slightly confused Ludwig looked around trying to work out who was missing that wasn't usually missing, a few of the nations were going for tea or coffee or whatever their drink of choice was. He couldn't see any of the nations that should be here missing. Really only the micro-nations didn't have a meeting with them on account of them all being quite young and there was enough immaturity in this room as it is. "Yes it is but..."

"Oi Fratello." Cutting Germany off Romano stood up and walked over to them, his breathing a little heavier as he tried to keep from getting mad. He prayed that it was just the light playing a trick on his eyes, but his brother's usually hazel eyes looked... red. Getting over to him he glared at him, trying to work out if it really was him. "It better not be you, you bastard." Practically spitting at him the Italian ignored some of the curious looks from the nations still staying in the room.

"Miss me, dearest Fratello?" Standing with a smirk Luciano turned to him, clearly unafraid of him. Stupid Lovino, thinks he can threaten him? No. He never could, he never scared him like he could with his other self. He never had that kind of control over him, he said he wanted to protect him. He never fucking did! He was just as much of a coward as Feliciano was. They were both so useless yet everyone liked them.

"You are not my Fratello Luciano." Growling Lovino stepped forward and grabbed the other by the collar, pulling him close. This of course brought the rest of the room to a standstill, Romano was a loud mouth and a hot head but he never went this far with his younger brother. He simply yelled while the other apologised. "Why the fuck are you here?"

"Hm maybe because your stupid pathetic little brother realised just how useless he was." Sneering Luciano stood up straight and looked down on the other, he still had his knife but he couldn't reach it. Oh well it wasn't necessary to cut him to get him to back off.

Watching Ludwig looked to his own brother, he didn't really want to believe it but he looked nervous. Did... Did Prussia know about this side of Italy? He didn't know whether he should step in or not but he had a feeling that would just direct Romano's anger at him. He already had a headache from one annoying Italian.

Gritting his teeth Lovino shoved him back into the table, he hated this asshole so much."Don't, talk about him like that."

"Or what?" Challenging him Luciano returned his glare, his smirk gone. He was itching for a fight and he had a feeling the other was going to give him one. Shoving him back he got the other's hands off of him.

Taking a deep breath Lovino shoved him back before grabbing him again, pulling his hand back he got ready to punch the other. He knew it was what the other wanted, him to throw the first punch so he'd be the one to get the blame once they were done, even if he lost. Hitting him Lovino wasn't surprised when the other shoved him away immediately and went to punch him himself. After a few moments the two were quickly pulled away by Germany and Prussia. The blond had rushed out of his seat but he knew he couldn't separate them on his own. Prussia and a few others; namely France and Spain came rushing over as soon as Lovino went to throw the first hit. The other nations stayed back since they didn't want to get involved or just wanted to watch from afar.

"What the hell is wrong with you?" Grunting a little as he got elbowed in the stomach Prussia held onto Lovino. He knew this side of Italy, he wasn't too fond of him himself but he knew Lovino should know better than to pick a fight with him. The guy existed for fights.

Struggling against Germany's hold Luciano spotted Prussia holding his brother away and stopped. His eyes widened and he started to struggle even harder. "You! Where is he?! Tell me where that bastard is right now?"

"West take him outside." Nodding to his brother Prussia grimaced and looked away as he drug the other Italian away. He knew who he was referring to and, he didn't have the heart to tell him.

Nodding Ludwig did as he was told and took Luciano outside. Once outside of the hall he let go of him with a grunt since he was still struggling and hit him. "I thought I told you to behave." Speaking in his usual strict tone the German crossed his arms and watched him have his little outburst.

Pacing the hall the Italian growled and kicked the walls occasionally, he didn't like it when they ignored that question. They always ignored that question. They never told him. "Shut up, just shut up and go away. Tell your stupid, idiotic shit for brains brother to get out here before I drag him and the others out here." Hissing Luciano looked at him between his pacing.

Sighing Ludwig ignored the digs at his brother, he knew he was angry and wasn't exactly in the right mind. "Calm down. Who was it you were asking for? Did it occur to you that I might be able to help?" Trying to keep him calm he tried to work out what was wrong with the Italian.

Taking a deep breath he calmed down and nodded guessing he could ask him, he looked like he had some kind of relation to him. "Where's Holy Roman Empire?" Asking he looked to Ludwig with a different expression. He looked almost anxious, as if he knew the answer but he didn't want to hear it.

Ludwig opened his mouth to say something but then stopped. That name seemed familiar but, he couldn't place his finger on it. Maybe he'd seen it in a file or a book or something. "Italy, I don't know who you're talking about?"

Authors note: That is the end of the chapter I'm afraid. Hope you liked it and I hope that I didn't get the characters of the other nations too far off. I haven't rped any of them for a while.
