"Welcome to the Provisional License Exam. I'm Sayuri Kintana, Director of the PSA and with the downfall in trust of heroes we are going to be first having you do one-on-one interviews with heroes," Kintana said, standing at the front of the large crowd of people all of us in costumes. "Now, some of these are heroes America sent to help us since so many here are retiring or under investigation. Treat them with respect and answer any of their questions. We told them they could ask anything they thought was relevant or should be asked. Then I told them to ask you anything they want, so some might ask some interesting questions. Just answer them truthfully and if you pass I'll explain what the next part is," she explained.
"Alright, UA first years come here," a voice called out to the side.
My class made our way over to the man who led us into a room with a bunch of other doors. I noticed that each had a digital sign with our hero names on them. I looked at Black Widow and Lizardy before nodding and we each went into our own one. I walked in and was met with a blonde girl around my age with a light blue long sleeve shirt, red cape, short skirt, and over the knee boots. There was also a red S on her chest.
"Hey, so you're Batgirl," she said. "I'm-"
"Supergirl, the sidekick of Superman. You achieved full license in America at the age of twelve because of your actions when Lex Luthor made an attack against your cousin and nearly destroyed the city. At first you were going to be arrested for vigilantism, but the government decided that you should be given the license to operate under Superman," I said. "Honestly I kinda idolize you a bit."
"Heh, should've figured that out with how you've acted. Now, why are you training to be a hero?" she asked.
"Because, I want to make the world better for everyone. I want to watch out for those who can't watch out for themselves. I want to be the person criminals fear meeting coming out at night," I said. "I don't want anyone else to have to go through what I did. I don't want to have to talk someone off the ledge."
"What did you go through?" she asked.
"Tourture, daily. Mental, physical, emotional, psychological, all of it, all the time, for my whole life. I could've retaliated, killed them, beat them up, but I didn't. I didn't say anything, do anything, I just kept going on. Living as if it was normal, as if getting my ass handed to me everyday was why I was put on this world, until it got too much and I was saved after being told that I was useless by the person I looked up to the most," I said, sitting down on the couch next to her.
"What if your anger goes uncheck during an operation? What if you go too far?"
"I won't, and if I do my friends will stop me. I have power, but they have more power against me. If I did something or they knew I would go too far they would stop me."
"What if they can't, then who will?" she asked.
"I know that something might make me unstable, so I had my friend Izumi Sogeki design something. A program that is designed to help, as well as stop me if I go too far," I admitted.
"You're prepared, well prepared for everything," she admitted. "Would you be prepared to fight me if needed?"
"Perhaps, given enough time and resources I might be able to. I would just be careful to not hurt you," I said.
"You think you're dangerous," she said.
"I know I'm dangerous, which is why I need to do this," I admitted.
"Why you need to do what?"
"Why I need to make sure I'm dangerous for the bad guys, the criminals, the villains; not those who are innocent or good. That's why I don't let my secret identity be known. When I put that mask on I'm not them any more, I become someone else, something else," I admitted.
"You're using your fear, your rage, it's alright, but you need to be careful. That's what made Lex Luthor want to kill my cousin and I. He feared our power and attacked us out of rage," she admitted. "Now, why bats?"
"They come out at night, they live in the dark. It's a symbol, one that will cause fear, but also hope. At least, that's the plan, to be a lot like that shield you and your cousin wear," I said.
"You want to do the things that others won't, you want to make change," she said. "Well, I say you pass. You don't seem to hold any ill will or desire to do more harm than good. Go through the door behind me, I can't wait to see what you do. You're a good person," she said.
"Good people don't need rules, I hope you never find out why I have so many," I said. "Thank you," I added, walking through the door she told me about.
I made my way to a smaller room than the one we all started in. After a while some of my classmates started to make their way in. Melissa walked in, followed by Setsuna, Hatsume, Ashido, Jirou, Kodai, Yanagi, Kirishima, Toga, Kendo, and Tokoyami. Then others started to come in from other schools and then 1-B from UA. Camie was the first from their class with Shiozaki, Shishida, Tetsutetsu, Komori, Koda, and Toujou joining us.
"Not lying, I got to talk to my American Hero crush," Heartache said.
"Oh, and who's my competition?" Acid Drop asked.
"Akali," Heartache said.
"Wait, are you saying K/DA is here?" her girlfriend asked.
"Yeah, even their new member Seraphine is here. She interviewed me," Lizardy added.
"Alright, I can't complain about that. Just don't forget who you're dating," Acid Drop said.
"Why am I not surprised your favorite American heroes are also singers," I said.
"I got to talk to Cyborg! He was so manly!" Red Riot yelled.
After a couple of moments most of the others from 1-B emerged from the door. Then one more person from 1-A came through, Todoroki. We stayed here and talked with each other with some obviously avoiding us. The only strange thing that I noticed was a tall boy with a hat walking in and glared at me and then Todoroki. After about an hour the door locked behind us.
"Alright, the two hundred of you passed the first part, now onto the second part, proving you can do the job. When I give the word the wall to the left will open up and you will go and be met with a bunch of terrain that has been destroyed. The idea is that it was affected by an attack and you need to go save the civilians. We are having the H.U.C. act as the victims. Treat this as you would the real thing, because one day it might be," Ms. Kintana said. "Now, go be heroes!" she announced as the wall lifted up.
We ran out and saw a large open area with destruction all around us.
"Alright, split into teams, some who have enhanced senses go with people who don't. If your quirk is better suited for fighting, don't accident'll do more harm. If you aren't able to rescue people, make a medical center," I said.
"Alright, Lizardy wanna join us?" Black Widow asked, stepping next to me.
"It would be my pleasure," she said.
"I don't need help," Todoroki said, running off.
I sighed as Black Widow, Lizardy, and I ran off in another direction. I activated my thermal vision and looked around, seeing some people under a building. I led us over and we started getting them out.
POV Yumi Sogeki aka Arrowette
"Man, I was hoping they would send Shota with 1-A," Ms. Joke sighed.
"Sorry to disappoint," I said.
"So, UA won't get knocked down will they?" she asked.
"Well, only half of 1-A made it through the interviews, but I'm not too surprised by looking at the list and the reason why they failed," I added, reading the names and next to most of them were because they were more worried about fame and money than doing the right thing or would rather save someone who is more known than a random civilian.
"Still, I would expect them to have some combat parts for this, my students were expecting to get some combat practice against different people than just classmates," she said.
"Who said they didn't? You think they needed to have them be interviewed by heroes and not just anyone?" I asked, smirking.
"Oh, I feel bad with some of them I saw," she said.
"Nah, they'll do fine as long as they work together," I explained.
POV Izumi Sogeki aka Batgirl
"Villains have attacked to the north. You must stop them as well as rescue everyone else," Ms. Kintana said over loudspeakers.
"Let's go see if we can stop them," I said, looking to the north.
"Are you sure about that little Bat?" a newly familiar voice teased.
"Supergirl, fuck," I cussed, looking to see her in the sky. "New plan, I'll distract her so you two go help others."
"You sure you got this Batgirl?" Black Widow asked.
"She is just as powerful as her cousin, and he gave All Might a run for his money," Lizardy added.
"I just said I would distract her, never that I would win," I said, pulling my batons out.
"Don't die or do anything too stupid," Black Widow sighed as the two of them ran off.
"I have to admit that for getting ready to fight me your heart rate is actually low compared to what I would expect," she said. "What's that near it that's making noise though?"
"I'm amazed you haven't used your x-ray vision to just look past my cowl," I said, activating my nano chest armor.
"Eh, you want your secret, I can understand that. Only my cousin and I have quirks as strong as they are, the rest of our families don't," she said, flying down and charging me.
I leaped back and dodged her fist before shocking her with my batons.
"What even is your quirk?" I asked. "Flight, strength, heat vision, x-ray vision, heightened hearing and sight, cold breath, and bullet proof skin. If I didn't know better I would say you have multiple quirks," I explained, shocking her again as her body tensed up.
"Our quirks are called Superhuman Physiology, honestly it's too powerful in our opinion too," she said. "Also, ow, that actually stung me a bit."
"It was enough electricity to kill a normal person, however you aren't a normal person. Still, that's as powerful as my limiter lets them go so I might need a change of tactics," I said, changing her and throwing a punch at her face. It connected and she slightly recoiled.
"Oh, you're stronger than I thought, but still not enough to take me down," she added, looking at me with a smirk of her own.
"Time for my greatest asset, vanishing," I said, vaulting over the rubble behind me and running off.
I made my way into a dark building and smirked as I hid on the ceiling.
"Foot thick cement, able to block x-rays, smart, but that means you're at the same place as me," she said, her voice calm.
I threw a batarang at the hallway across from where I was. I then activated the latest addition to my suit, sonar vision. I could see both where she was in comparison to me as well as the other form walking in from the other side.
This either just got easier or harder I thought to myself, seeing the female form walking in from another entrance with nine tails following her.
I waited as both Ahri and Supergirl made their way to where I was from different directions. I climbed into the corner of the ceiling above where Supergirl would enter around the time Ahri would come from the other side of the hall. As I held myself up I gripped the handle on the back of my waist.
"Come on Batgirl, just come out and fight me," Supergirl said.
"I don't think that's going to happen, Supergirl," Ahri sighed.
"Ahri, I guess you wanted to come get her too?" Supergirl asked, walking through the doorway.
"Nah, I wanted to try to find some others but ran into you instead," Ahri corrected, walking around the corner.
"I'd stop there if I were you," I said, activating my lightsaber and jumping down behind Supergirl and putting it near her neck. "I don't think you want to accidentally hurt your villainous partner," I added, moving it slightly closer and noticing Supergirl stiffening up from it.
"Now, we don-" Ahri started.
"I know of you and your quirk, Nine Tailed Fox, so don't try to use your charm on me," I interrupted, looking at the woman getting my first good look at her without the sonar.
She had long straight, blonde hair that turned to pink near the end and two large blonde fox ears on the top of her head, wore a blue and black short skirt with a slit in the side, and high ride boots all with crystal accents. Her nine tails behind her were in their crystalline form(her All Out K/DA LoL skin). She looked at me with the eyes of a hunter glaring at their prey as they stood in a place that endangered their pack.
"Now then, better settle in for the long haul. We're going to be here until either your allies or mine get here and we leave this standoff," I said.
"Can I just ask, why do you have a lightsaber?" Supergirl asked.
"Blame my gear girl, she saw the blueprint for one with her new stuff and decided to make me one," I explained.
"What do you mean by found a blueprint?" Ahri asked, moving to sit down.
"You do realize who my gear maker is right?" I asked.
"Nope," Supergirl admitted.
"Izumi Sogeki, the owner of Stark Ind," I explained.
"Oh yeah, wait, so that means Tony Stark had that designed when he was alive," Ahri said.
"Yeah, he actually put it on some of his suits according to her. Honestly it's weird using it because it's so light compared to normal blades. So, how long is the attack supposed to take?" I asked.
"Until everyone is rescued. That's the focus of this, we are just a distraction," Ahri explained.
"Who all do they have working here?"
"Me, K/DA, Cyborg, along with the others that they have working here from America to cover for the minimal amount of heroes you have here. We were asked if any of us were willing to come and a group of us did," Supergirl said.
"Why didn't they add a way for me to capture you or something? It would make this a lot easier on all of us if I'm being honest," I sighed.
"Probably because they didn't think you could take us down," Supergirl said.
"Yeah, you're lucky to have had that on you," Ahri added.
"All civilians have been rescued! The Test is over!" Ms. Kintana announced.
"Well, I guess this was fun," I said, deactivating the saber.
"I can't believe you figured out how to keep us both locked here ahead of this," Ahri admonished.
"Oh, this was thought of on a whim. I wasn't sure if it would actually work or not," I admitted, hooking the handle under my cape.
"I-that is a scary thought that you disabled two professional pros on a whim," Supergirl admitted.
"Let's get out of here so I can check my girls," Ahri sighed.
"Same," I muttered.
"Really, have a couple of girlfriends yourself?" she asked, smirking.
"Hieghtened hearing, fuck," I sighed. "Ignore that please."
"Kid, you don't have to keep your identity secret from us. We're probably going to be working together in the future for all you know and you already know my identity," Ahri said.
"You literally don't have a secret identity," I countered. "With how I plan on acting, the enemies I might make in addition to any that I have as my secret identity, I don't want to put my family at any more of a risk, not since I now have a family to care about."
"Alright, just know that if you ever need to unwind, give us a call. Sure we're Idol Heroes, but we know how to have a good scrap too. Although, you might need to provide a place to spar," Ahri said.
"Where are you guys working out of?" I asked.
"Mustafu, it's the five of them along with me," Supergirl piped up.
"Alright, let's make a deal. Go to the Stark Agency and I might just tell you who I am," I said. "Trust me when I say they will be more than willing to give you an agency to work out of."
"Alright, we'll check it out," Ahri said. "Any specific time or day we should?"
"Tomorrow in the morning would be good," I said, making plans in my head. I guess I do need to lighten up who all I tell when it comes to other heroes.
"I guess I'll join you," Supergirl added. "A lot better to have somewhere other than the apartment they gave us to use as both a house and agency."
"Was this the PSA or WHA who gave it to you?" I asked, concerned that they might be becoming the HPSC but worse.
"The World Heroes Association, it's all they could do," Ahri explained. "Not too many places for us to use."
"Yeah, but I don't think they would tell us to go to an agency when they aren't connected to them," Supergirl added.
"Touche, I guess they wouldn't be connected yet," I admitted.
"Ahri!" a sing-song voice whined. "Ev kept flirting with me and distracted me while fighting some kids," a young woman with long blue hair in a high ponytail. She wore a silver dress with a mic in her hand.
"Oh, and did you get hurt Sera?" Ahri asked.
"Yes, I got a cut on my arm because of her! Can you help me?" Seraphine asked, going next to Ahri.
"Of course love," Ahri said, kissing the cut as it healed.
"Get a room," Supergirl said, taking off.
"Well, see you tomorrow," I said, running off to find my friends.
Once we all met up we were told to go get changed into our normal clothes while we wait for our final scores. I put on the black hoodie I wore along with the black sweats I brought and tossed on a domino mask to cover my eyes. I stood in the crowd as we looked up at Ms. Kintana.
"Alright, if you passed your Hero name will be shown up here on the screen. Your license will be given to your teachers to hand out to you later. They will have your Hero name, temporary ID number, along with a photo of you in your costume. With this you can act as a sidekick under a hero or if needed in an emergency as long as you have it on you. Don't be stupid," she said.
The board lit up and around seventy names came up. I found mine along with Melissa's and Setsuna's. Looking for all of the names of my classmates' Hero names and counting all of them found that only twelve of us from 1-A passed, most notably Todoroki was the only one who made it pass the first round who didn't get his license.
"Now, for those who made it pass the first round there will be remedial courses for you to take in addition to any classes at your normal schools. Trust me when I say these are not fun and will be difficult. Talk to your teachers about signing up for them," Ms. Kintana explained. "For those who didn't make it past the first round, your teachers have been given a list of the reasons that you failed. They can do with this information as they will, but if you try again in a year then we won't look at the previous tests. This means you need a change in mindset, so look into yourself and see if you really can be a hero or if this is just for fame."
After she was done there were some shouts and complaints before we were led out and to our bus. While we got on those who didn't make it pass the first round were there and glared at all of us.
"So, who all got their license? Not many I assume," Ilda spoke up, his voice obviously annoyed.
"Actually, all of us except Todoroki passed," Set spoke up.
"I don't think he was joking," Uraraka added.
"And neither was she," Yumi said, stepping in after all of us. "Todoroki is the only one from your class who made it to the second round and didn't pass."
I then felt a number of eyes glare at Melissa and I.
"How does it feel to have made history as the first quirkless hero?" I asked her.
"Good. How does it feel to make history as the first hero with a half quirk?" she asked me.
"Strange, but I like it. Feels like I'm finally getting my real start in my path to be the hero Japan needs me to be," I said.

Sorry this took so long! This last Saturday was my 20th b-day and I spent it with family and next week is finals for Uni and I am mentally dying. However I have now come up with a name for this Arc! This will be called Villains Attack (unless someone comes up with a better one, help me) and will be chapters 19-27.
