Effie Landed on the, wolf-like, mutts back and put her arms round its neck, after a simple flick of her wrists the mutt was lying on the floor dead. But Effie didn't realise that was only a baby mutt and its parents were on their way to get her, but she didn't hesitate at the thought, she just picked up the suitcase and asked for the ladder to get back up.
The ladder was pretty slow but it came so Effie attached the suitcase and asked for it to be hauled up, saying she would ask for the ladder to come back down to get her. Just as she was being lifted up a mutt grabbed the back of her jacket and pulled her down, in a screaming moment of madness Katniss grabbed a gun from the back of the helicopter and jumped off after Effie. She didn't realise but this heroic act against the Capitol and their Mutts was all filmed and used as the new propaganda film for District 13.
So as you can see for Effie fashion is more than just cloths, it's a way of life …
