Hinata vs the Orcish Hordes

Ash-lands capital: Naruto's office
Weeks past, and hundreds of thousands of Orcs poured into the empire. Some settled in the heartland, or where the elemental nations used to be. Most however were settling in the Ash-lands. They were stronger, more resistant to pain, and more aggressive than people. Instantly they gravitated towards labor and militaristic jobs, filling up the shortages in those jobs instantly. Perhaps a little too aggressive. Humans quickly became outnumbered, and even half-orcs, there middle way crossbreeds, were even more numerous. Violent crime was up tenfold, and riots became common place. The number of reforms and new regulations that needed to be put in place were getting to Naruto. This also was causing his healing to fall behind. Someone however, was going to see to it that it would finish.
"Naruto!" Tsunades voice roared through the halls, and when it reached Naruto he instantly clung to Hinata in fear
"She's coming for me." Naruto whined in fear
"Tsunade? How is that a bad thing? She's making you better." Hinata asked with a raise of a eyebrow
The second Hinata finished that sentence, Tsunade obliterated the door and walked in. She then grabbed Naruto by the collar, and started to drag him away.
"Hey, I got a lot of work to do!" Naruto yelled
"You are going into extensive physical therapy since you've skipped out on all your appointments for the past few weeks." Tsunade explained
"Plus you will not be allowed to do your normal duties during this time. Stress isn't helpful for your healing process." Shizune chipped in
"Who's going to take over all the work that needs done? Integrating Orcs into the ash-lands isn't something just anyone can do!" Naruto shot back, struggling, but failing due to broken legs
"Hinata, your in charge till Naruto's fully healed." Tsunade said
"M-m-me?! B-but Tsunade... I d-don't know how to d-do any of this!?" Hinata stammered frantically
Tsunade sighed, and gave Naruto to Shizune, who surprisingly carried him out bridal style. The medic-nin then went over to the frantic Hinata and put both her hands on her shoulders.
"Hinata, you underestimate your abilities. Naruto may be more experienced than you, but you have skills he doesn't. You just have to trust yourself, and they will come to you." Tsunade said to her, then giving her a smile, left
"What now my lady?" General Rectangle, who was in the room with Kuroi, Deivion, and Jark
"Um... can you all bring me up to speed on this?" Hinata asked kindly as she sat down in Naruto's chair
"Of course Hinata-sama. The sudden influx of Orcs is having a negative effect on the Ash-lands. Crime is up tenfold, riots are occurring daily, and everything goes downhill from there." Kuroi explained his bit
"The recruitment numbers in our military is through the roof. The quality of our military has gone up also, as these Orc's are great warriors, and can survive easily in the conditions of camp life." Rectangle explained
"Not only that, but some of those Orc's are great at making weapons, and building. I've found my old recipe for Ironstone, a kind of building material far harder than any other. It needs metal salts and molten rock to make, however, the ash of the ash-land's is composed of plenty of types of metal salts. They also make great laborers." Deivion said
"My lady, I wish to speak my part to you in privacy." Jark requested
"Y-y-you may." Hinata replied, and the other three left to continue there duties
"I have been contacted by the Steel Eater tribe. They are highly accomplished craftsmen, if a bit insane. There leader wishes to speak with Naruto, but I said that he is currently recovering from injuries, so he wishes to speak with you. Please, you must secure them into the empire, it would be a boon for use moral wise." Jark explained
"I'm not very good at this, but I'll try." Hinata said
2 hours later; Naruto's medical room
Hinata walked into the room, only to find the intensive physical therapy Tsunade was talking about. At the moment Naruto was on the floor doing leg stretches.
"Come on Naruto, you can stretch better than that!" Tsunade yelled
"Shut up woman, I'm doing the best I can!" Naruto replied
"Shizune, give him another shot of the stimulant." Tsunade ordered
"That'll be the 5 shot today." Shizune said flabbergasted
"We have to get him in top condition as fast as possible." Tsunade said, and took the shot from her
"Hey Hinata. Things aren't going well here." Shizune said going to Hinata
"How bad?" Hinata asked, but her question was answered when she saw Naruto scream from the shot
"At the very least, he'll be back in top physical condition in a week." Shizune explained
"A week? I need him. I can't run a country, I don't know what I'm doing.? Hinata said panicked
"Look, you can do this, your intelligent, have a great personality, and you got the heritage to back up your claims. How bad can it be?" Shizune asked
She hadn't the slightest clue. Dozens of papers needed signing, constant meetings with different officials while doing that, and on top of her normal duties, was too much for her. Then around nine o'clock, the meetings and paperwork stopped. This was Naruto's usual schedule. She went Naruto and saw him laying on the hospital bed getting a massage on his legs.
"Hinata, come here my love." Naruto said as he saw her come in
"N-Naruto-kun. I need you recovered, I can't take this anymore. You got to retake you duties, mine are hard enough at times, I can't do everything by myself." Hinata replied, hugging him desperately
"I understand Hinata. Calm yourself. Tomorrow is a new day. Also you have a meeting with the Steel Eater tribe. Just be your normal self and it will be a piece of cake." Naruto said with a smile, but Hinata had a scared face
Next day; "Hinata's" office
Hinata was a nervous wreck waiting for Jark to bring the leader of the Steel Eaters. Kuroi and Rectangle were on each side of her. Normally only Kuroi would be there, but Hinata felt safer if the battle hardened General was there. Jark opened the door and three Orc's walked in. Two were warriors, having finely crafted plate armor and thick broadswords and shields. There leader wore a blacksmith's apron and had only one eye. Hinata stood up and bowed respectively, and he did the same.
"I didn't expect your leader to be a woman." The orc said to Jark
"Naruto-sama is currently healing some critical injuries." Jark replied
"Please, take a seat." Hinata gestured, and the two sat down
"On the way here, Jark showed me the blacksmith sector of your great city. It is sufficient for our needs." The leader replied
"T-thank you." Hinata said
"However, the thought of being ruled by a woman. I'm afraid that the only way that this arrangement will work is with a male ruler." He calmly said, and his two guards charged forward with there broadswords
Closing her eyes, Hinata braced for certain death. Then the clang of metal and grunts were heard. She opened her eyes to see Rectangle stopping the broadsword with a gauntlet covered hand, and Kuroi having the other bodyguard in a neck hold.
"Jark was right, just a bit mad." Rectangle said and grabbed the longsword away from the guard
"You don't just go trying to kill a lady. That's just cold buddy." Kuroi chipped in and threw his guard out the door
The Steel eater leader suddenly didn't feel so powerful. He ran out like a scared little girl, and his guards in tow. Orcs in the city seeing them run like this were outraged. Some of the greatest Orcs to live to them shouldn't run. Instantly a mob formed from thousands of Orc's and half-orcs. The palace guards as well instantly formed a shield wall to stop them. It quickly became clear to them they were outmatched strength wise. Pressed up against the massive wooden doors, they feared they'd be crushed.
A piercing roar rang out as Gatoa's Zombie dragon thundered towards them, and made the Orc's back off by its sheer presence. Two others, also in the ever expanding dragon guard, stood in the way of the palace. Undaunted the Orc's pressed forward. In retaliation, all three dragons unleashed a ear drum shattering roar. The force pushed back the crowd by 20 feet, and scattered. This was only the beginning.
One week later
Things deteriorated further. The city guards were on high alert, and were arresting people like mad as chaos began to reign. Hinata tried new policy after new policy, but the spirit of rebellion and dissent has become firmly entrenched in the Orc's mindset. Naruto desperately wanted to get into this, as he was itching to do something. Tsunade wouldn't have it.
"Two more days. You can wait till then." Tsunade said sternly
"Two days and it will be boring. This is exciting! I need something to do. I'm bored as hell." Naruto replied
"Shizune, help me out here." Tsunade said in desperation
"I'll get some board games." Shizune said and left
"Look. Sometimes one has to make sacrifices. This is that time. Hinata isn't handling this. Hell I've heard talk of putting in a police state and frontier justice. We can't have that happen. I'm going to fix this. At some point one has to step in, and nows that time." Naruto said getting up on crutches
"Naruto you get back done now." Tsunade ordered as she grabbed his collar
"At this point, I don't care. So it will take a few more days for this to get fix. Fine, but I'm not losing the ash-lands after what it took to get it." Naruto shot back
"You better get back here immediately after." the medic nin said gritting her teeth
"Wouldn't dream of anything else." Naruto replied snarlingly, and walked off
"Why I took this job I'll never know." Tsunade muttered
"I'm back with... Where did he go?" Shizune asked
"I let him go handle it. By the way, are my lottery results in?" Tsunade asked
"Ya." Shizune replied, handing her the slip
"I won... This is bad. Shizune were going with him now!" Tsunade said somewhat panicky and they flanked him as he went to Hinata's office
In the office
"Hinata! I'm here... the hell went on in here?" Naruto asked as he looked around
Through the entire room, paper and other debris was scattered. The desk was piled high with papers. Hinata was a total wreck, thick purple under her eyes and her hair a total mess. She was asleep after being awake for a week straight. Tsunade picked her up and carried her to her and Naruto's sleeping quarters. With a crack of his knuckles, Naruto dove into his paperwork. By the time Hinata woke up again, Naruto was long done with it.
"N-N-Naruto!?" Hinata said shocked
"Hello my dear. How was your sleep?" Naruto asked
"Well, but aren't you..." Hinata was asking, but Tsunade interrupted her
"Some things are more important at this time." Tsunade replied
"I've also asked the steel eater leader back for reconsideration's." Naruto said as 10 guards with mace's and heavy shields came in
"This time, there will be no mistakes." Tsunade chipped in and Kuroi popped out of the shadows
"None at all." Kuroi mused, only to be hit in the head by Shizune
"To far wolf boy." She said
"Damn it." Kuroi sulked
A half an hour later the leader arrived, only now more calm than before. To him being around lots of soldiers was more calming, but also set a remember not to do what happened last time. He sat down and had a smile on his face.
"You have reconsidered my offer?" Naruto asked
"Yes, I do. But..." The orc said
"But?" Naruto asked again
"What can you guarantee for my people if I sign this treaty you propose?" the orc asked Naruto
"Your people have the full rights of my constitution, and I will not institute a police state policy against your people to keep the peace." Naruto replied calmly, but the orc was unfazed
"You don't have the balls to attack us outright." the orc chuckled
"Oh really? Explain the dragons outside? They seem perfectly capable of handling anything you have." Naruto calmly said
"Orc's never give up in battle." The orc reported, clutching his fists
'This is bad. If these goes any farther, there's going to be war... and it will be all my fault. I have to do something, but what.' Hinata thought as she bit her lip
"I have split a lot of blood to claim the ash-lands, and I was being generous by allowing your people to come and settle here. If..." Naruto tried to continue but Hinata slammed her hand on the table
"Both of you stop it! We aren't getting anything done by issuing death threats and spilling blood! You two will stop this and move on with your lives, or I will rip you both in half to stop this!" Hinata roared and surprised the orc leader and especially Naruto
"A-Agreed." Naruto and the orc said in unison as they shook hands, while Hinata sighed in relief
Later that night
Naruto a hour ago before this was brought to his bed by Tsunade and Shizune and after ate a dinner personally prescribed by Tsunade, he read a book till Hinata came. She wore a simple lavender nightgown that she kept from before becoming Empress.
"Naruto..." Hinata said sadly as she jumped directly on top him
"Yes my love?" Naruto asked
"A-Are you mad at m-me?" She asked
"Why would I be mad? You saved my bacon back there." Naruto replied and kissed her nose
"But..." Hinata tried to say, but Naruto put his finger over her lips
"Hinata. You need to let your shyness go. The only thing its doing is holding you back. You have the potential to be not only be the best diplomat in Japan, but also the best empress in history." Naruto explained
"N-N-Naruto. I-I don't know what to say." Hinata said
"I do. I love you Hinata." Naruto replied, and rolled over on top of her.
"Naruto." Hinata whispered, and felt his seemingly weightlessness veil her, and his warmth shield her from the cold
"Hinata." Naruto whispered back, and they kissed, to sleep another night, and to continue another day.
MHG: Sorry it took so long. After school, laziness and now my wisdom teeth pulled out, it took awhile, but now here you go. Next time Naruto not only heals properly, but also he goes off to the north to take on a enemy he was never prepared to fight.
