You don't manage to endure centuries of hell and have anything in you that even resemble anything human without it being planned.
She was crafted for a specific reason. She was meant to play the part, to bring Sam to their side. When they made her they had to keep a little of her humanity, because she needed to be believable. Otherwise it wouldn't work and Sam would see right through it.
They left her human enough alright, human enough to still love.
Too bad Sam never saw that.
