The time scale relates to the location this ability is activated in as it supersedes the effects of time dilation.
Concept Amalgamation:: Skills can be combined, and so can concepts once enough pure Mana is provided. Compatible Daos and Nomological Edicts can be combined to form Ascendant Daos and Nomological Edicts.
