Gaining support for her goals as a hero will hopefully expedite the process since the government is clearly incapable of addressing the issues in any satisfying manner. Midoriya Izuku meets Endeavour instead of All Might. Endeavour doesn't take kindly to Izuku's dreams, but he never said a quirkless person couldn't be a hero, rather attacked Midoriya's lack of resolve. With new determination, Midoriya begins to truly put his all into training to be the first quirkless hero!

Izuku was always a smart child, soaking up knowledge like a sponge and putting it to practical use. It was such a shame that he turned out to be quirkless. Yet he never let it get him down, no matter how much the world seemed to obsess over heroes, how it glorified the destruction caused by their battles with villains. Then he had enough.
