Background
Yeah, I know this is a well-worn subject, and it's probably strange to those who know me that I made this fic. Well, I'm just full of surprises.
The idea of how Twelve would turn out was something I've been wondering about. Unfortunately, if Katniss' description of the work crews is any indication, the new government dropped the ball at least in the beginning in regards to the rebuilding process. If they were going to allow people back in the district, there should have been more than what Katniss saw.
At the same time, I do take an optimistic view on said rebuilding process. With this blank slate, Twelve could go from the poorest district in Panem to one of the most prosperous. It just needed some help from outside.
In case you're wondering, the touring of the people from Two was explicitly based off how German civilians were forced to tour concentration camps. It was this collective shock that likely contributed to how Germany grew into the nation that it is today. So I thought that it not unrealistic that the logical next step would be them actively helping to rebuild the district. And with that example made, other districts would chip in. It's simply fair considering how they made Katniss into a war symbol; if the former enemy helped out, so should they.
Related to that, Marcus is indeed supposed to be the burned Peacekeeper at the Nut. I wondered about his fate, and if you're interested in what's happened with him, Two, and Gale before this, I suggest checking out The High Road.
And yes, I'm going by the "married in the fifth, girl in the tenth, and boy in the fifteenth" fancanon.
