Day two of the occupation of Amity Park and things weren't looking much better for its people.
After SHIELD unloaded all their soldiers and supplies, only leaving a small force in the helicarrier as reserves, the soldiers started scouring all of Amity Park for anything ghostly related. In one day there had already been numerous skirmishes between these soldiers and the ghosts that haunted the town. Sadly, these soldiers proved incapable against their new opponents due to one problem; normal weapons didn't work on ghosts. That meant that they needed a supply of new state of the art weaponry. Luckily there were many ghosting hunting equipment suppliers in the area, all perfectly willing to hand over their weapons for a price. One such supplier was the Fenton's, and, as the soldiers would attest, their firearms proved to be the best of the best.
Fully re-equipped on the UN's tab, the soldiers once again started searching every nook and cranny for signs of ghostly activity. Unfortunately these soldiers weren't just expecting a few skirmishes or a battle or two, but a full on war to purge these entities and end their existence forever. Some considered this revenge for the casualties these apparitions caused, others just wanted to send a clear message to all that opposed them.
The first few days of the occupation were met with silence. Only a few ghosts were spotted in the entire area they searched, much less than the hundreds they've been expecting. It was almost like the ghosts weren't even there to begin with. That idea didn't sit well with the soldiers or Director Fury. Everything began to change on the night of the fourth day, though it wasn't for the better. Without any warning, several of the improvised SHIELD bases suddenly came under attack by these new foes. Only explosions and gunfire could be heart that night. Many soldiers would make it out of the battles alive. And that's how a new age of guerilla warfare was introduced to Amity Park.
Danny Phantom, local ghost antihero of the city, was flying around on patrol like he normally did on any normal day in his town. If only the day could have felt normal. He'd be lying if he said he wasn't still hung up over what happened with the Guys in White. In a way he blamed SHIELD's intervention on himself. Still he tried to help out where he could from the shadows. Silently rounding up any stray ghost he came across and stuffing them in his thermos for transport back into the Ghost Zone. Heck, he even rescued as man soldiers as he could when the ghosts attacked. Still, a part of him knew that he wasn't helping nearly as much as he wanted to. The ghosts he captured would only escape the Ghost Zone again one way or another, and they'd become SHIELD's problem to deal with once more. It did give him some piece of mind though, even if that meant dealing with soldiers who would only hunt him down if given the chance. In fact he got shot at quite a bit. He tried his best not to be offended.
On his routine patrol he came across a television showing news coverage of the recent battle between the ghosts and SHIELD that took place the night before. The halfa couldn't help but admire the images a little. Sure the sight of one of the military bases he wasn't able to protect being burned to the ground from a gigantic green fire wasn't the most pleasant of images, but he found it strangely comforting. Maybe it had to do with the fact that he knew the fire eating away at the base was supernatural in origins, or perhaps it was because it showed SHIELD needed him just as much as Amity Park needed SHIELD. Shaking his head at the thought, he continued on his patrol.
The first ghost he found was Technus, master of all technology, or so the ghost thought. In reality he had an annoyingly big ego that needed some serious deflating. Currently he was locked in a stalemate with a group of SHIELD soldiers, armed to the teeth with what looked like to be Fenton weaponry. Still, even when they finished unloading a full clip of ammo from their ecto-rifles and ecto-bazookas, they hadn't even made a dent on the ghost's armor, made up of possessed electronics. The soldiers foolishly continued to waste their ammo, unaware of the little damage they were actually doing. Unfortunately the weapons were never designed to go through protective material a ghost might have been wearing, mainly because his parents didn't know that ghosts were smart enough to equip themselves with such material beforehand.
"Ha, puny humans! I, Technus, shall soon control the most advanced weaponry in the world and become all powerful!" He shouted before ripping some wires out of a nearby building and swinging them at the soldiers, forcing them to the ground with a thud. Danny choose this time to intervene. He quickly turned intangible and flew through Technus's armor, causing the ghost's real body to be pushed out with the halfa on the other side.
"You can't stop me now, ghost child," Technus proclaimed. The ghost tried to summon up more wires, but was sucked up in the Fenton Thermos by Danny in mere seconds.
He sighed in relief. "That wasn't so hard."
In all honesty he was expecting more of a fight out of him. Before he could even blink, the soldiers who were previously on the ground surrounded him, pointing their newly reloaded weapons at his chest. If only he decided wore a little armor under his jumpsuit, then he wouldn't have too much to worry about. Maybe he should mention the option to Sam and Tucker later.
The leader of the group stepped forward with his weapon drawn, seemingly nervous and unsure as to what to do. "Uh, thanks I guess," the man said, fidgeting as he looked into Danny's glowing green eyes. "Phantom, right?"
Danny nodded his head. "Yep, ghost protector of Amity Park at your service."
His answer only made the man even more uncomfortable. "Not anymore you're not," He said, lowered his weapon. "Look, our policy against ghosts in indiscriminate. It doesn't matter if you consider yourself good or bad; our orders are to shoot you on sight."
The halfa fidgeted in place, doing his best to ignore the now hostile looking soldiers who held him at gunpoint. "So what happens now?" he asked.
The man considered his question for a second before muttering something under his breath. "That other ghost was dealt with and no one else knows you're here. As far as anyone else is concerned we only saw one ghost. In other words, you were never here, understand? I suggest you get out of here, skip town or something. Things are only going to get worse." With that, the man ordered his soldiers to move on. After a few wary glances, they did as ordered.
Now droopy eyed and growing more tired by the second, Danny decided his best option was just to return home. He flew back into his room and changed back into his human half. Soon after his mother came barging into the room.
"Hi, sweetie," she greeted, "Me and your father are currently working on a prototype in the lab, so please be careful and don't worry if you hear any sudden explosions." Just as she said that the house violently shook with a loud bang.
"What's the prototype for?" Danny asked.
"It's just something to help the SHIELD soldiers better hunt ghosts," she said. "Sorry, it's all confidential. We could lose the contract by just telling you. Don't worry though, you'll find out soon enough"
Danny waved her off. "It's okay." Another explosion rocked the house causing his mother to stumble and catch herself. "You should probably go make sure dad's okay."
His mother left the room and he flopped down on his bed. He really didn't know how to take the idea of his parents creating prototypes for SHIELD. On the one hand, this could mean he wouldn't have to do as much patrolling since the soldiers would be more competent at their job. On the other, these prototypes would eventually be turned on him. He didn't even know what this prototype was. If he was lucky, it was just some sort of coffeemaker. They needed coffee, right?
A third explosion rang, forcing a few of Danny's model rockets to come falling to the floor and breaking. Okay, so maybe not a coffeemaker.
These operations were long, tedious, and not proving to get the desire results. That's what Director Fury thought anyway. Surprisingly trying to cleanse a large city of an enemy that likes to hide in the shadows was a difficult task. Of course he expected this to happen, and even warned the Security Council of this at every waking opportunity. They decided to remain blissfully ignorant of the issue though. There's a reason bureaucrats and the military don't get along with each other. So now he was faced with a decision. He could either call in for reinforcing soldiers, perhaps even an entire carrier as back up, or he could let things proceed at their current pace and not use up any unnecessary resources. At least if he called in for reinforcements he could finally say he had the proper manpower to protect the inhabitants here.
Normally Fury wouldn't need such an extraordinary amount of soldiers, especially the superbly trained soldiers that SHIELD offered. These ghosts fought strangely though. One for one he knew his soldiers could easily defeat these ghost, except they didn't seem to want a one on one fight. No, for the most part they liked they're hit and run tactics. This led him to the belief that they had some sort of a leadership, a quick reacting one too if the sudden attacks on his forward bases were any evidence. That meant it was most likely one leader instead of a group. This leader also wanted the ghosts to appear unorganized, perhaps to trick Fury into underestimating them. The director only had to put a name to this unknown leader now. Whoever he was, he appeared to be getting ghosts from some outside location. It would explain why there seemed to be a near infinite amount of ghosts one moment and almost none the next. Wherever this location was, he needed to find it. That was his top priority. His gut was telling him that this was only stage one in this mysterious leader's plan, and he didn't want to stick around for a stage two.
Oh he wished he could say that was his only major concern as of late. No, there was another being out there strong enough to capture his attention. Danny Phantom. He was stronger, smarter, and more elusive than just about all the other ghosts they've come across. Even worse, he didn't appear to be entirely evil. Director Fury talked to many leading paranormal researchers on the subject and they were even stumped trying to find a cause. According to them it was impossible for a ghost to have emotions because of their anatomical makeup, so did that make the emotions Phantom showed fake?
Another prevailing theory he heard was that all ghosts had obsessions, and Phantom's appeared to be tied to protecting the town. It would explain why he has tried protecting the town even after being caught in multiple robberies and in an attempt to possess the mayor. This meant that he could act aggressively towards SHIELD if he thought they were encroaching on his territory. He could also try to help SHIELD if he saw them as a necessary ally to keep the town safe. In other words, Fury had no idea what to do with Phantom until the ghost made a move. That, or he would have to contact the ghost himself.
The director got out of his seat and looked out the huge window encompassing an entire wall of his office. The view was magnificent of course, a beautiful view of Amity Park, looking even more amazing at night when all the lights were on and the night sky lit up by stars.
Perhaps he wasn't giving this Phantom character enough credit. It wasn't like his soldiers were doing an excellent job either. Who knows where an alliance with him could lead. It would definitely revolutionize the paranormal sciences. No, he needed a quick fix to the problem. Phantom by himself couldn't stop all these ghosts. What Fury needed was better equipment, better than the Fenton's, Dalv, heck even better than the equipment stored at Axiom Labs. Also, just as a precaution he needed a weapon that would be able to capture the most elusive of ghosts. That way no ghost, not even Phantom, would be able to escape his justice.
"Mrs. Hill," he said into the intercom attached to his desk, "Let the scientists down at the lab know that they now have permission to work on the prototype they wanted, just let them know I want this weapon to be able to hit the quickest of targets."
There was a short pause before an affirmation came from his lieutenant.
Fury found his attention drawn to a empty chess board next to his desk. Time for a little game of chess.

Inviso-Al: Yeah, one reason I wanted to have someone take this story was because I never developed a plot line for it. The first chapter was basically all I had. Now I have more of an idea on where to go and actually have an ending all planned out.
