A group of Orlesian nobles visit Skyhold, and Josephine plans a tea party to welcome them. Cullen has no intention of interacting with any Orlesians and especially no desire to attend a tea party. It doesn't matter how many of the Inner Circle tell him to go, he's not doing it. (But when he does, it's with a fake paramour.)
