The Mayor of New Folk City, Viktor Jones was riding in his limo, but stopped at a barricade set by the Cult of Wilhelm.
"Stop the car!" Viktor ordered. The car stopped and Viktor got out. There was a coffeeshop nearby, catching Viktor's attention.
"All right!" The mayor was enthusiastic to see the coffeeshop. "Come on, donuts!" He got to buy some donuts with his security guards following him, but before he could, a skull masked man with a bazooka blew his limo up. Harriet knocked him and his security guards.
The mayor was captured in his own City Hall, being held at gunpoint by Harriet.
"Surrender your city to me or a bullet is going in your skull!" Harriet ordered.
"Go to hell!" The Mayor snapped. Harriet pulled the trigger and shot the mayor, killing him. Harriet assumed control of the city and began making an announcement. She called for the TV cameras and began her speech.
"People of New Folk City, this is the beginning of a new era." She began. "The City of New Folk is no more, now it will be renamed Wilhelm City, the capital of the Wilhelm Empire." She looked at the teleprompter and continued her message. "As of now the corrupt law enforcement members, the vigilantes who dress as Edward Elric, and even Devin and her little circus troupe must turn themselves in to the Cult of Wilhelm. Each day they don't, people's lives will be taken, starting tonight. I am a woman of my word." The white and green banners with Wilhelm's skull face draped over the City Hall. The blue flag of Arcadia was lowered, and in its place was the white flag with the skull inscribed in a green circle.
Meanwhile, Devin and her friends were reading the newspaper about Wilhelm's takeover in Ed's old home.
"This is terrible!" Hikari was frightened.
"How are we going to get to New Folk City before something terrible happens?" Evan asked Edward.
"We take the helicopter that we flew here from Los Agnes." Edward led everyone to the helicopter. They boarded the helicopter and headed for New Folk City.
After Devin, Edward and the others had landed at the Alchemist Union Facility in New Folk, they took an Alchemist Union shuttle to the Sokolov Mansion. Everyone was inside, while they heard Arina's mom on the phone.
"Ah yea." She said. "Give me about a couple days and then we will begin our grand plan."
"AHA!" Devin caught Arina's mom.
"What are you doing with Angelina?" Arina stepped in to defend her mother.
"Angie, you said you were beginning your grand plan." Devin assumed Angelina was up to something.
"My grand plan was to manufacture a whole new line of Sokolovs and sell them at a great price." Angelina straightened out her black blazer and tucked in her purple shirt. "This has nothing to do with any Wilhelm plot whatsoever."
"Leave my mother alone, Devin!" Angelina began combing her short black hair and went on the phone again.
"So you were saying?" Angelina asked. While Angelina was busy on the phone, Devin found a piano in the mansion and started playing some random notes. After she played the notes, a bookshelf opened, revealing a secret elevator.
"A secret passageway." Devin pointed out. "Does this raise any suspicion?"
"That's just the entrance to the armory." Arina pointed out. "I am sure there is nothing sinister in there."
"We will see about that." Devin argued.
"Everyone in the elevator." Edward ordered. "We will see whether or not Angelina is hiding anything." Everyone got in the elevator and headed down to the basement. In there they saw green banners with Wilhelm's skull head on them, along with many old Drachman war vehicles. Harriet stood there with Angelina, as it was apparent Devin found out about Angie's little secret.
"So, the cat's out of the bag." Angie confessed. "I am working with the Cult of Wilhelm."
"In order to fully rid the city of corruption, the city must be destroyed." Angelina and Harriet escorted everyone to the room underneath the basement which was where the reactor core was kept.
"Behold, the reactor core." Angelina explained. "I worked on this little baby to deliver a clean source of power to the citizens of New Folk, but now I am turning it into a neutron bomb that will destroy the city and cleanse it of corruption." One of the Wilhelm guards picked up the bomb and carried it upstairs, placing it on a truck to be transported to the center of the city.
"Set the timer!" Harriet ordered. The timer was set for one hour as Harriet and Angelina were carrying it to the center of the city.
"We only have one hour to disarm the bomb!" Evan panicked.
"Devin, you take out Harriet. Arina, you're on Angelina. Leave the bomb to me."
"But Edward, you could die!" Devin cried.
"I know." Edward knew he was going to die, and he wanted to martyr himself for a good cause. Devin and Arina stole an old Drachman jeep to follow the bomb while Edward pursued the bomb on a helicopter.
"What should we do?" Sarah asked.
"You secure the mansion." Edward ordered. "Now go!" Everyone assumed their positions and got ready for what they had to do.
