He doesn't become complete till after Izuku gets the quirk since he is the ninth user

Whatif-inator: I just realized just how overpowered the Rinnegan would be in the MHA setting. Control over attractive and repulsive forces(a deadlier version of Uraraka's quirk),The ability to mechanize one's body to either create metal weapons like saws, blades, missiles and even laser beams. The ability to suck up someone's soul which would gain that person's memories and skill. The ability to summon various Summonings to aid in combat, transportation or even help rescue someone. Summoning a Hell King that lets you interrogate others and heal allies and yourself. Then there's the ability to absorb chakra(not really useful in canon MHA but in this AU it can be very useful if chakra exists in this AU). Then there's Limbo clones which are Madara's personal Rinnegan ability. Having clones in separate dimensions where they appear invisible to the naked eye but can still interact with the physical world.
I have an idea for the Asura path. The Rinnegan ability lets you mechanize your own body. What if you can use that ability to hack into electronics or computers? It's not as explored because the Naruto world isn't as technologically advanced as MHA but it's a possibility.
Dragon Emperor0: Actually the Preda Path can also be used to siphon off physical, mental, and spiritual energies as well as just chakra. So it could be used outside that context too. Like say… Absorbing all of the energy Eri stockpiles to use her quirk when it goes haywire, for example.
ThermalsniperN7: You are right about the other stuff, and using the Asura Path for hacking could come in handy for the first movie.

In the same observation room for the Entrance Exam, the teachers of UA were going over the results of the event.

"Hey, check out the results from the exam!" Powerloader told the others.
"These kids look like they have what it takes." Midnight commented. "Take the first place student for example. He got zero Rescue points." She added.
"He took down those faux Villains like an ace. When the other kids were running from the big Villain he stayed focused on the smaller ones. That kid is tough." Snipe nodded.
"Same with the second place kid. She may not have a combat oriented quirk, but her training with blades and acrobatics made up for it. She's definitely got the most training out of everyone else." Powerloader nodded.
"Not surprising. She's quite adept at knife fighting." Vlad King nodded.
"The kid in third place definitely has a shot." Midnight stated, looking at Izuku's score. "We all saw what he did. The fact that the Rinnegan is in his possession is going to make him someone that's sought out by many." She added.
"We'll need to be mindful of ambitious villains that target him, then." Nezu declared.
"That's assuming it's even in the general memory of the population." Snipe added.
(Elsewhere)
Meanwhile, on Dagoba beach, Izuku quickly made his way there after he got his acceptance letter–because All Might got back in touch with him. As soon as he got there, he saw his mentor waiting for him.
"Nice of you to get back in touch with me." The Rinnegan bearer commented. "So… a teacher at UA, huh? Is this your way of keeping an eye on my progress?" He asked.
"Originally it was meant to help me find a successor." The man replied. "Then I found you, and that more or less became moot. Still, I think it'll be good to pass on my wisdom to others in your generation." He mused.
"Probably a good idea." The boy nodded. "I wasn't able to use your power like I planned. I'm sorry." He told his mentor.
"You're only starting out, so I'm not all that concerned about what happened in the exam." The man told him. "You need to take your time learning how to use One for All. But once you get full control of it…" He trailed off as he went buff. "It's yours to command!" He finished with his signature grin.
"Right. I understand." Izuku nodded.
(The first day of school)
Izuku sighed as he got his things together for school. "I'm heading out mom!" He called.
"Don't go making enemies on your first day." Inko told him seriously before she pulled him into a hug. "And I'm so proud of you for coming so far." She added softly.
"You did have a huge part in the learning process for me." Izuku chuckled as he hugged his mother.
Later on the boy made his way to his classroom, having dressed himself in his school uniform. And besides that, he still had his piercings and an Akatsuki pin on his dress coat.
"Class 1-A… 1-A, where–." The boy said to himself before he came to his classroom door, which was a very large door. "... Either UA has giant students, faculty or both… Definitely both, all things considered." He said to himself with a blink.
Shrugging, he opened the door and was greeted with your average high school setting: teenagers talking constantly.
"Get your feet off that desk this instant!" The blue haired teen Izuku recognized from the exams exclaimed, looking at Katsuki who was acting like his usual self.
"Huh?" The Pomeranian questioned, clearly not impressed with the person bossing him around.
"It's only the first day and you're already disrespecting the school by scuffing its property, you creton!" The boy exclaimed.
"You're kidding me, right? Your old school put that stick up your ass, or were you born with it?" Katsuki retorted.
'Classic Kacchan…' Izuku deadpanned.
"Let's start over. I'm Tenya Iida from the Somei private academy." The bespectacled teen said, introducing himself.
"Somei, huh? Guess that means you must think you're better than me. I'm gonna have fun tearing you a new one!" The bomber scoffed.
"Threatening your own classmate?! Are you sure you're in the right class?" Iida questioned. They would've argued further if they hadn't spotted Izuku standing in the doorway with a flat look on his face. "It's him…" He gasped.
Izuku didn't seem to respond to the near sixteen pairs of eyes that were now trained on him, which allowed him to turn his attention to Iida, who was now approaching him.
"I… would like to apologize for my prior remark about your eyes." He told the green haired teen.
"Apology accepted." Izuku nodded in reply.
"Hey, your quirk gives you several powers right? That's so cool, man!" A redhead called from his desk.
"How many do you have?!" A pink girl with horns questioned excitedly.
"... Six?" Izuku responded with a blink
"Can you name one?" A girl with what Izuku knew were frog features croaked.
"Well there's one called the Deva Path. It lets me control attractive and repulsive forces." The Rinnegan user explained
"I'll say!" A familiar voice smiled as Himiko jumped on his back and hugged his neck from behind. "Because I'm pretty sure being a chick magnet is one of those." She added.
"Hey, Himiko." The boy said, not really reacting to the hug as much as he was what her words implied–which caused him to blush. Plus her chest was on his back, so that was attributed, too.
"Hey, Izu-kun!~" The blonde grinned before she suddenly kissed his neck, her fangs sinking into it. "Chu~!" She chirped as she fed herself on his blood.
"What the–?!" Iida gasped in surprise. Katsuki, meanwhile, couldn't stop the shock that overtook his face in time.
"Okay, what the hell?!" He exclaimed, pretty much summarizing the scene.
"Iida, Kacchan, it's fine. I told her she can do it. It just means her quirk is making her crave blood again." Izuku told the two while everyone else was still reacting to what just happened, Himiko still hugging him–but just his arm instead.
A few moments later, one of the other students had a realization. "Oh, I get it! Her quirk uses blood like Vlad King!" The redhead from before noted.
"Yeah! He actually helped me train for the exam!" The blonde nodded.
"Seriously?! That's awesome!" The pink skinned girl from before exclaimed in amazement.
"Hey I know those hairdos! Izuku, Himiko!" A voice said behind them, causing the two to turn and see Ochako.
"Ochako!" Himiko cheered as she hugged her best friend. "Oh I'm so glad we're in the same class together!" She smiled happily.
"Well, it's nice to see two of my friends will be in class with me." Izuku remarked with a smile.
"Yeah. Having some familiar faces is gonna make this more comfortable." The brunette nodded in agreement. Then…
"If you're here to make friends, then leave." A tired voice deadpanned, causing them to turn and see a man with long black hair doing a great impression of a grumpy caterpillar in a sleeping bag.
A yellow caterpillar that a startled Izuku slammed against the window behind them with an Almighty Push.
"... Don't do that." The boy said, trying not to show how startled he was.
"Noted." The man groaned, shaking off the impact and crawling out of his sleeping bag before walking to the front of the class. "My mistake notwithstanding, I'm Shota Aizawa, your teacher." He continued, shocking everyone.
'He's our teacher?!' Everyone but Izuku thought, the Rinnegan user having a different thought of his own.
'I BLASTED MY TEACHER AGAINST THE WINDOW?!' He yelled mentally in shock.
"Right. Put these on and head outside." The man said, holding up some tracksuits, much to everyone's confusion.
(Later)
"What? A quirk assessment test?!" Everyone exclaimed.
"But what about orientation?!" Ochako protested.
"If you're going to be in the big leagues, you can't waste your time on pointless ceremonies." Aizawa told them. "Here at UA we aren't tethered to traditions. That means that I get to run my class however I see fit." He added.
'Great. So it's one of those situations.' Himiko sighed in exasperation.
"You've been taking standardized tests all your lives, but you never got to use your quirks on physical exams before." The man continued. "The country still wants us to think we're equal by not letting those with the most power excel. It's not rational. One day the board of education will learn." He stated.
"I don't think that's what they mean by 'all are created equal'." Izuku pointed out. "Usually it means that we're all born equal in stature, what happens later is irrelevant to that equality." He added, arms folded.
"Hm. Perhaps." Aizawa hummed. "Anyway, you'll all be doing a series of tests with your quirks, which will be a far cry from anything you've done before." He continued before looking at Katsuki. "Bakugo, you got the highest score for a softball throw in middle school? Can you remember the distance?" He questioned.
"Sixty-Seven meters, I think." The Pomeranian stated, which caused Himiko to snort.
"Really? That's all you can do?" She snorted, stifling a laugh.
"Oh, you think you can do better?!" The bomber snapped back.
"Enough, you two." Their teacher told them sternly before holding up a softball. "Bakugo, throw this, and use your quirk to do it." He instructed.
"Alright, man, you asked for it." Katsuki shrugged. 'I'll add a little heat to my pitch and drop their jaws.' He thought, stretching a bit before pitching. "DIE!" He yelled, causing an explosion at the last moment and sending the ball flying.
"... Oh whoa." Himiko gulped at what she just saw.
"As you can see, the results will be different with your quirks. This is meant to help you test your limits and find out the full extent of your quirks. This will help you go beyond, plus ultra style." Aizawa told his students, showing Katsuki's score, which was 705 meters.
"Whoa, seven hundred and five meters? Are you kidding me?" A yellow haired boy gasped in surprise.
"I wanna go! That looks like fun!" The same pink girl from before exclaimed in excitement.
"This is what I'm talking about! Using our quirks as much as we want!" A tape elbowed boy grinned.
"This is fun, is it?" Aizawa questioned coldly, killing the mood. "You'll have three years to become heroes, you think it'll just be fun and play time? Idiots. You'll be competing in eight physical tests to gather your potential. Whoever comes in last has none, and will be expelled immediately." He told them, causing everyone to gasp.
"Okay, now that's absolute bullshit!" Himiko snapped. "We've worked hard to get here, who the fuck died and made you the end all be all of 'hero potential'?" She demanded.
"I get to decide how this class runs, understand? If that's a problem you can leave right now." Aizawa retorted.
"Keep dreaming." The shapeshifter deflected with a scoff.
'Wow. She really has an attitude, doesn't she?' Izuku thought with a chuckle.
'This girl takes no shit… I like it.' Katsuki grinned.
"You can't send one of us home!" Ochako exclaimed. "Even if it wasn't the first day. That isn't fair!" She added.
"Oh and you think Villain attacks, natural disasters or catastrophic accidents are? Do those sound fair to you?" Their teacher demanded. "No. The world is full of unfairness. It's your job to combat that unfairness. To go beyond yourselves. Plus Ultra style." He continued. "Show me it's no mistake that you're here." He added.
'Challenge accepted.' Izuku thought, a smirk growing on his face.
With that, the tests began.
In the fifty meter dash, Izuku did relatively well by pulling himself to the other end with Universal Pull. That helped him come behind Iida and Katsuki.
Ochako and Himiko, meanwhile, came in on the lower end of things, with Himiko coming ahead of her friend.
In the Grip strength test, the boy used the Asura Path to bulk arm his arm and fist, cranking down on the device like a hydraulic press.
He was able to get an impressive 975 kilograms before he stopped, outdoing one Meizo Shoji, who was using his dupliarms to get 540 kg for the test. Aizawa watched and took note of this.
'Hm… Looks like a sort of jack-of-all-trades aspect.' He noted, looking at the Asura Path's arms.
"You think those mechanical arms have a vibrator function?" Himiko whispered to Ochako, causing the girl to blush like a tomato.
Next was the standing long jump and Izuku beat this test's challenge by jumping and then summoning his Crane summon to fly to the other side.
"Uh, what kind of bird is that? Is there an actual species, or…?" The blonde from before wondered in confusion.
"I don't think so." A girl with earphone jacks for earlobes told him, shaking her head.
'The Animal Path… So he really does have it.' Aizawa concluded. It wasn't hard to figure out, given how the bird looked.
It helped that the eyes were a giveaway.
The repeated sidesteps were by far the trickiest of the bunch. As such, Izuku couldn't really use any of the Paths in that test.
So onto the ball throw, they moved, and Ochako ended up getting the highest score overall with a score of infinity.
'It was a given. With her quirk and something as light as a softball, she can definitely send it into orbit.' Izuku mused with a shrug even as the rest of the class (minus Himiko and Katsuki) gaped at the brunette's feat.
Izuku took his turn soon after and started thinking up a game plan. "First I'll use Asura Path to fortify my arm." He stated, doing just that. "Then I'll charge…" He added as he started throwing the ball–until it reached his finger tip. "Now!" He yelled, blasting off OFA and sending the ball flying, his limbs experiencing minimum backlash. "And now–Almighty Push!" He yelled, palm held out.
The force wave sent the ball flying some extra meters, landing just shy of a kilometer. The exact distance was 989 meters.
"Holy crap! He beat out Bakugo's score!" Kaminari exclaimed.
"Such power. Why wasn't he admitted through recommendations?" Shoto Todoroki wondered aloud.
"That's one of the best things I've seen yet!" An invisible girl exclaimed.
"I think that shockwave made me wet a little…" Himiko muttered under her breath.
'Looks like my observations were correct. Not only does he have the Rinnegan, he has a grip on it. A good one, at that.' Aizawa noted, seeing that the viridian haired teen wasn't a liability like he thought he'd be initially.
Izuku let out a small sigh as he walked back to the group. His face was neutral as it usually was, at least until his three friends came to congratulate him.
That made the boy crack a small smile.
(Later)
The other four tests went by pretty uneventfully, so everyone gathered around to see the results.
Izuku was fairly certain he was somewhere in the top 10, so he wasn't worried for himself. Though he was worried for his friends.
"Okay, I'm not gonna list them all, so here's the full list." Aizawa said before pressing a button on his phone, causing a holographic list to be projected.

"And I was lying. No one's going home." Aizawa stated, turning off the projection.
"WHAT?!" Everyone but Izuku and Momo yelled.
"Of course it was a scare tactic for maximum effort." The Rinnegan user sighed in exasperation.
"I saw through it too. I guess one of us should've said something." The ravenette nodded in agreement.
'Yeah, you should have!' Everyone thought.
Katsuki and Himiko, meanwhile…
"I oughta knock your block off!" The cat-like girl growled, rolling up her sleeves as she stomped over to the scarf wearing man.
"Let me help you with that!" Katsuki barked, his hands crackling with mini explosions.
"Easy, guys." Izuku told her, grabbing their shoulders. "Just be glad you're not actually getting kicked out of the course." He added.
"... Fine." The shapeshifter huffed, rolling her sleeves back down.
"Whatever." Katsuki scoffed, walking away.
"Wow, they actually looked like they were ready to throw hands." Sero whispered to Kirishima and Kaminari.
"Yeah, no kidding. At least Midoriya cooled both of their jets." The redhead nodded in agreement.
"Anyway, this wraps up the tests. Everyone pick up a syllabus from the classroom on your way out." The tired looking man told his students before walking off. When he got near a corner, however, he found All Might there.
"Looks like you dodged a pair of bullets, Aizawa." The symbol of peace said, noticing that the man was just about to get into a fight with two teenagers over the stunt he pulled.
"And got blasted at a window earlier today." Aizawa added.
"So I've heard." The No. 1 Hero chuckled. "I was expecting you to single out Young Midoriya, but you stayed your hand. Why?" He inquired.
"I was tempted to since I initially viewed him as a liability. But I was wrong." The man replied. "He definitely has a good grip on the Rinnegan, and his performance in the tests prove that." He added.
"He is indeed good at using them." All Might nodded before his face became serious. "But I assume the reason why you expected him to be a liability was because of Recovery Girl's report, correct?" He questioned.
"Correct." Aizawa nodded in reply. "If someone tried to harvest his eyes when he was younger, then I feared that it might have had an impact on his control that he can't figure out the source of. I'm glad I was wrong about that." He explained.
'He must have misinterpreted the context of the report's assessment.' All Might thought. 'Probably for the best.' He added.
"Regardless, it seems imperative we protect his gift the best we can." The shaggy man added.
"Indeed it is. The world will know about it sooner or later, and we need to be ready when word gets out." All Might nodded in agreement.
(Later)
Izuku yawned as he walked home after school was over, having felt rather drained from the tests that day, and his hair starting to fall a bit.
As he kept walking, he soon felt a hand on his shoulder, causing him to nearly decapitate Iida with a circular saw hand.
"Oh crap, sorry Iida!" The boy gasped, retracting his weapon.
"... You startle pretty easily, don't you, Midoriya?" The bespectacled teen questioned.
"It's not something that can be easily helped. I've been jumped a lot in the past." Izuku explained somewhat sheepishly.
"Well, no harm done." Iida sighed as they walked together, the speedster deliberating on the ethics of the situation with Aizawa but deciding to trust the school's judgment.
Izuku listened to this, and soon came to the conclusion that the boy was just earnest and strict, not antagonistic like he'd originally concluded.
This conversation was interrupted, though, when someone leapt onto Izuku's back, hugging him around his neck.
"Hey, Izuku." Himiko purred into the viridian haired teen's ear.
"Hi, Himiko." Izuku chuckled lightly.
"I'm feeling hungry again~!" She whined, nuzzling into the nape of his neck as they walked.
"Then drink up. I'm not stopping you." The boy told her casually.
"Chu~!" The blonde chirped before biting into his neck and drinking his blood.
"Um, is it wise to do that in public?" Iida asked, glancing around awkwardly.
"I'm not really in the business of caring." Izuku sighed as Ochako came up to them.
"There are you, Himiko!" The brunette panted. "Don't leave me behind like that, jeez!" She groaned.
"Sorry, but I got hungry again." The cat-eyed girl apologized after having her fill.
"You girls sure are inseparable." Izuku noted as Himiko hugged her friend close while they walked.
"We've been besties since middle school, so that's a given." Himiko smiled in reply.
"That would explain how close you two are." Iida noted.
"Himiko's had a hard time because of how her quirk makes her work. I try to help her find ways to express herself that work for her but don't weird people out." Ochako nodded, hugging the blonde close.
"I have heard about how people with blood quirks are treated, I won't lie." Izuku admitted. "I personally find it unfair to the people with them, and blood quirks in general. It isn't the person's fault for having a quirk that works like that." He added, frowning as he recalled the research he did on blood quirks in the past.
He was not amused by the idiocy people displayed.
"Aw, I knew you loved me!" Himiko cooed as she pulled him into a three way hug with her and Ochako.
Izuku sighed with a smile as he hugged her back. He wasn't sure if he'd go as far as to say that yet, but he certainly liked the blonde quite a bit.
Who knows, he might actually make her his girlfriend in the future.
Dragon Emperor0: And that's chapter 2. Next time is the battle trial… Oh boy. That's gonna be collateral damage a plenty. And, apparently, Himiko has developed the same habit as Moka Akashia from Rosario + Vampire.
ThermalsniperN7: I can tell. Something tells me that this is gonna be common from here on out. And it looks like Aizawa can't find a way to view Izuku as a liability here, which isn't a surprise, given the circumstances.
Dragon Emperor0: Yeah. That's more than likely a good thing all things considered. Though I do wonder how long things will go on until the dam breaks and both Himiko and Ochako just jump Izuku.
ThermalsniperN7: They'll probably do that post USJ attack. A situation like that is bound to bring their feelings to the surface. Our mystery character will likely enter the scene by then.
