Author notes: You all thought the big reveal was gonna be that soon uh? Nope! I wanted you all to think so, and have you be mind blown by the actions of chapter 4, some stuff will follow canon, but obviously others will be original, don't worry A.U festival will be a hero/villain mindfuck.

This fic has some All-Might bashing but is mostly done to show how fallible he really is, I mean, the way he first spoke to Izuku, in real life if what happened ended up like in my fic… that's a huge lawsuit, however the HSCP would cover him and drown any lawsuits with counter lawsuits or send their own agents to silence them, as to "keep the peace".

So yeah, it is not a Utopia of heroes and villains nor is it a complete dystopia. But getting closer to it.

Also I know Izuku! My damn phone keeps changing it, so stop it.

Chapter 5: The tools of the hunt

Izuku spent many afternoons in his room attempting to craft the perfect speech to give that will hit all his points and piss off many people's sensitivities about heroism and heroes and villains.

He crafted it and went back to the dream to get the doll's opinion as she would be most neutral, having never lived in a hero centric society and being completely honest with him.

After a few more revisions he decided that it was time to fully integrate the Caryll Runes into his being, as when he was a mere hunter he could only have 4 at a time he could now use all, as his biology now allowed him to do so without the severe side effects (such being a painful death and being stuck in a loop of it, should he be but a mere moontouched hunter)

All his body statistics went up.

"If I remember correctly they always have an obstacle race and a randomly selected one as a second and last would be a 1 on 1 battle." He inwardly thought.

Due to his circumstances he was allowed to use his support items (his weapons) to allow balancing issues.

He would have to use blunt weapons, because otherwise he might severely maim someone, except Kirishima or that Tetsutestu fellow, and even then…

Fists only seemed like the solution here, albeit… there is always a chance he could trigger an evisceration attack, even when empty handed it has happened before, he took his Tonitrus and Simon's bowblade with him, leaving the gun home, or rather giving it to the messengers so they can safely store it away in the Hunter's Workshop.

Hero Public Safety Commission HQ

"What is to be done concerning Shigaraki Tomura?'" a high ranking member asked.

"While what he did is heinous it is not enough to disrupt the populace's lives as a whole, not to mention that since then they have been quiet" another said, in a rather callous and dismissive tone. "In fact, let's leave them alone, if they cause more chaos it will drive the need for heroes much higher, meaning we would see an increase of income as well" he continued on with a smirk.

"And what if it becomes unattainable, the situation, and everything goes SNAFU, are you ready to lay on your sword and take responsibility?" A female member asked.

"Responsibility? Why? Those would be the acts of villains… we would be offering help and relief to the masses when that happens" he said as if that explained everything.

It did.

Afterall, people would look for the one who caused their pain and misery and make that one person carry all the weight of it's and an association that managed heroes and the resources they used would be the least suspected of being the ones who started it all. A model business tactic, yet a scummy and nauseating one, where they put profits over human life.

In other words, they profited over the misery and pain of others.

"Then let us strangle any channels of information to prevent any investigations on the assailants, has the obituaries of the workers of the attacked building been crafted?"

"Yes sir, the narrative was that one of the chemicals used cause small conflagration, which in turn made other chemicals have a reaction to heat making small explosions, said explosions caused cave-ins which trapped the workers who were either burned or died by asphyxiation due to carbon monoxide. Due to the severity and damage to their bodies it was opted for a closed casket to spare the families, that last part would be the only genuine part."

"Perfect, take one of our quirked agents so they can cause the cave-in and damage the building enough so the story is believable and nothing has to become a loose end."

"Of course sir"

"Also, reserve some seats for the U.A festival… we could find a potential new tool there" the one in charge said.

Elsewhere

It was a few days for the big day, everytime was nervous and anxious, as the festival was a way to "make it or break it", sort of an affair.

Do well and you MIGHT be scouted by heroes and have an easier time getting a job. The opposite CAN also be said to be true too.

And then there was Izuku, the only quirkless student in the heroic department.

Many people complained that he was given favoritism due to his being quirkless, that the entrance examination was rigged.

This insulted Aizawa on a deep personal level and released the video highlights of the examination that featured Izuku, which made many of the vocal detractors shut up, there were quite a few but even then they sounded unsure.

There were many on the "wait and see" approach and a few were actually excited about this, though those were the minority.

Still, a few of the MOST vocal opposers of Izuku being the one to give the speech was none other than the number 2 hero of Japan.

Endeavor.

He was sure his proginency had managed to get first place and thus would be the one to give the speech. To find out that his son and thus his chance to be able to dethrone All-Might was not center stage infuriated him.

There was a LOT of fire damage on his office that day.

He tried many methods to get him expelled or at least transferred into a quirkless education facility, albeit many of those had closed down due to the dwindling amount of quirkless people in the world. It is rare to have more than 2 percent in any given country.

And thus ordered an investigation to be done and found nothing.

And nothing was unsettling.

A quirkless boy who according to all teachers always looked happy and bright, anytime he talked about heroes his eyes would light up, however after the slime villain attack something had happened, he had been sent to the hospital. Apparently something had happened, due to patient confidentiality he was unable to get all the story but he learned he was out in a chemical coma.

You don't get put into one if it's not warranted.

He had been sleeping for 5 days straight when he woke with a bloodcurdling scream.

Since then according to the CCTVs they found the boy physically training, many of the training were esoteric but the end results spoke for themselves, his body was more chiseled than it had any right to be and only had a minute amount of fats.

The results were absurd! Only those with special quirks could obtain results like these in such a few weeks, and the boy was never physically active before.

He would attend the festival, should that brat loose he would rub it into his face and onto society so that he may never rise again.

No one shall take his rightful spot, least of all a quirkless brat.

And thus Shoto's training became even more hellish, yet he refused to budge, he would spit in Endeavour's face by simply using his mother's side of his quirk.

Endeavor glowered as he glared at his proginency, he was to be the one to be in first place.

Yet he kept squandering the gift he gave him. The power of his genes, if only he had more insight on how to utilize both sides of his quirk, bring number 1 would be no dream.

Shoto glared back from his prone position on the floor.

He had half of his body shivering for the overuse of this ice quirk.

Izuku on the other hand continued his training regimine, he had to learn once more how to fight with people who are less durable than himself.

He decided to go to a gym nearby and hit the punching bag, he needed something that would NOT die to practice on. He figured he COULD go to the dream, but the monsters wouldn't be a good match, as any attacks he did with force that a human could take would do absolutely nothing, also an instructor could help him control his power more.

There were many power type quirked people there who gave them pointers and taught him how to hit and where to or NOT TO hit.

He also had some help from a defensive type quirk user, he helped me adjust my strength, it took 10 tries, and that person was blown away as I adjusted my strength to match a regular non defensive oriented person's body. After many days and having reached an understanding of a threshold that would not be immediately lethal.

The defensive quirk user gym bros also got a good work out! Thanks to the kid they managed to power up their own quirk too!

So when it was the day of the festival, many heroes attended in order to see what students caught their fancy and would best fit with them. It is best to work with people whom you have synergy with afterall, it wouldn't do to have someone whose abilities could hinder your own.

And so, Midoriya walked into the stage, Bakugo glaring at him with murder in his eyes.

He walked slowly but with purpose as he went to the mic and adjusted it to his size.

"Ladies and gentlemen, or however you self identify, Heroes and civilians… and villians" he started.

Everyone kept quiet as shivers ran through their backs.

"I am sure many of you have come to this grand gladiatorial spectacle to see kids work and injure themselves for your amusement in order to find a diamond in the rough… a new generation of heroes to provide comfort and safety in these trying times… yet inadvertently also fomenting the rise of the criminal activity called Villainy. For you see, all you people are mostly looking for are flashy and powerful quirks, yet quirks that can be used in subtle ways to decrease both danger and property damage are always casted aside, even defensive ones… when you hear about the top 5, who comes to mind? All-Might, Endeavour, Star and Spangler, those heroes have such powerful quirks, and are all the rage, but others such as Aizawa-sensei AKA Eraser Head are nearly unheard of, granted he is an underground hero, but the point still remains. My pledge, here and now, is to break those stereotypes… as well as one other that had been bothering me since birth, the elitism of people thinking that quirkless people can't do certain things due to not being blessed by the genetic lottery. I, a quirkless student in the heroic department, so solemnly swear… I will bring down all those views and crush them as you see your world asunder and your views crushed, and you will be forced to accept reality, that regardless of quirk, flashy and powerful, subtle or not, does not matter if you do not have the capability and skill to use it. I, a quirkless boy, will at least be in the top 5 of the contest and show the world that quirks don't make a hero… only the strength of the heart and the soul, the unyielding conviction, is what truly makes a hero, and to the villains watching… I hope you are prepared, for I will not hold back on any of you should you desire to prey on the weak and innocent, you will be forced to confront me, and I will neither yield nor bend nor break, I will be the bulwark in which I will crush you and your ambitions"

With his speech done, many people were stunned… however many heroes, specially the older generation began to clap… and many followed suit.

Many of the more… modern heroes however did not like what he said.

He was going to undo modern heroism, uproot it.

On the stands,a certain flaming hero looked down at the young green haired boy with unconcealed anger.

However he would allow this farce to continue, he needed Shoto to crush him thoroughly and crush that infectious mentality.

He smirked cruelly.

The students of all courses looked at Izuku as something weird, however he looked determined.

All-Might looked from the shadows in his real form as Eraser Head and Present Mic where both commentators, well, mostly Present Mic.

Bakugo was snarling, first his first place at the test, now this speech? He would murderfy him.

To think he would sink so low as to try to destroy the definition of heroes.

The first part would be an obstacle race, and so, as they rushed from the starting line, the 0 pointer robots from the entrance exam made their re-debut.

They began attacking the student's, many faltering in front of the huge robots attack, many others avoided them or even launched their own counter attack.

Todoroki froze the leg's of the robot's in an awkward position and used it to immobilize them , and if the others tried to cross over he could unfreeze them. Many students got trapped underneath the robot rubble, but some of the most clever ones kept going, Izuku slides on the ice at near zero friction, So they continued going, MIdoriya, Bakugo Todoroki, and some other of both class A and B, among other classes, as the rushed in Izuku vanished from view only to appear before Todoriki, he pushed the blood in his body into the sole of his feet to enhance,his kick on the ground, thus putting more distance between them all.

Bakugo snarled as he used more force on his explosions in order to cover ground, however, he also knew he had to save stamina. As this was a marathon he needed to conserve stamina, but the thought of anyone but him being first, SPECIALLY Deku, boiled his blood fiercely.

"That bastard, after saying that, he wishes to be a hero? DON'T MAKE ME LAUGH" he yelled as he propulsed himself faster.

As they continued forward Izuku forgoed of attacking and continued with his supernatural physical body.

Izuku's stamina had been greatly enhanced by the runes he now had, not to mention the amount of stamina he accrued and built from his time in the dream. He could keep going for quite a long time, not only that but his recovery time was also beastly. After much running he got into a place that was completely changed, it was a rope test

A Glorified tightrope walk, many had an easy time due to their quirks, while others had difficulty, whether due to lack of balance, or their quirk working against them, many of the students of the Support Department, bringing their own tech in order to sort many obstacles.

However, Izuku didn't use any of that, he only had his own skills, he debated on cutting the rope, but opted out of it, it wouldn't look good if he did so.

Many of the other students were fiercely competing to make Izuku drop out.

They despised his views on heroism, and mocked it.

He also stated he wished to turn society upside down to help the disenfranchised and the like.

LIKE HELL!

If that happened Heroes wouldn't be needed! That meant little to no job opportunities too!

And so they rushed in an attempt to stop him.

It was useless, he kept pulling ahead with his own flesh and blood (mostly blood), however Bakugo and Todoroki were closing in.

The people in the stands were going wild, specially when they found out that the one named Todoroki, who had a half red and half white hair, was actually the son of the second place hero Endevour.

Every kid in the heroics department was using their quirks, which begged the question "when is the green haired kid gonna use his quirk?"

Many chanted forgetting what he said in his opening speech, or simply not understanding it.

"Is not that he won't… is that he can't, the young green haired kid, is actually, completely and medically proven to be quirkless" Eraser said on the commentator box, shocking everyone in the stands.

It was then when both civilians and heroes understood just how serious the young boy was.

One of the top brass of The Hero Public Safety Commission did not like the speech, now more than ever understanding the desire of the kid, and what it would entail.

The kid must NOT become a hero. He would undo many years of reforms and laws they passed to pacify civilians, and minimizing heroes turning into villains, as well as their more…clandestine operations they HAD to do to keep the peace.

Not only that, without the pushing away villain-like quirk away, thus generating envy and rage, it would stop the creation of villains and people who misused their quirks due to being classified as villains due to their quirk's abilities or how it changed them.

No, the system was NEEDED, regardless of their greed it is what helped keep society as a whole.

Heroes need Villains, and with the clash between them money is made, which helps fund places to keep this going ad infinitum while lining their own pockets, so what if a few people suffered? This was about the majority! So if the scraps got sacrificed, who cares?! Not the ones who are on the right side.

Midoriya was nearing the last leg of the race, his body was sweating but he still had the energy to continue…

It was when he accidentally kicked a stone that he discovered what was in front of him.

"HAHAHA! You thought it would be easy! Those are live mines! However do not be alarmed, they are just loud and bright, their power has been greatly reduced, however they will make you think twice before you start running in blind!" Present Mic yelled, however Midoriya who had insight and analytical prowess could see clearly the path ahead.

He kept going forward, albeit at a reduced speed, due to the mines in front of him, as he got closer to the end of this section the mines seemed to be placed in closer clusters. He decided to use the Art of Quickening, by doing so he set the mines AFTER he passed over them, this technique allowed him a partial invulnerability for a short window of time, which he used to frustrate both Todoroki and Bakugo's relentless advance, as he set them off just at the right time making them step back multiple times due to the mines. Izuku continued until he felt something on his leg.

It was a thorny vine.

"Oh SH-!" He was then slammed into the ground. A blob of blood coming out of his mouth. From the forceful impact

It was one of the students of 1-B Ibara Shiozaki. He began to run once more, but the girl's hair, which was made of vines, snaked in from underground making the mines explode in front of Izuku.

He glowered at her as he was forced to use the Art of Quickening in successions, avoiding her attacks; it reminded him of Augur of Ebrietas, but less arcane, and more flexible.

She looked mad, furious even.

It was annoying as he had to use his Art of Quickening many times in a row, however he had managed to avoid and evade it, and in time, slip by them. Much to the girl's frustration!

"The might of God will strike you down, you heathen!" she yelled.

He idly wondered if he should tell her he basically was a fledgling Great One, something MUCH bigger than her mere sky daddy, with a chuckle he turned around "Then let him come, what sort of god lets a mortal do their own smiting?"

He made it, as the thunderous sounds proclaimed his victory as he was followed by Todoroki and Bakugo and many other students of different departments.

They were given headbands with numbers, apparently they were points and Izuku's was worth 10000.

The ones that did not qualify were now in the spectator seats enjoying the rest of the festival.

The ones still in the race though (so to speak) however had to form groups with people, as this was a cavalry battle.

"YEAAAH! THE RULES ARE SIMPLE! YOU MUST TIE THE HEADBAND ANYWHERE IN YOUR BODY, THE NUMBER INDICATES THE POINTS YOU HAVE, YOU GOT TO STEAL THE BANDS TO INCREASE YOUR POINTS! SO FIRST PLACE IS NOT ALWAYS BEST YA KNOW?! CAN YOU KEEP UP WHILE EVERYONE ATTEMPTING TO DRAG YOU DOWN? YOU ALL HAVE 15 MINUTES TO FORM A GROUP! MAXIMUM OF 4 PEOPLE! BUT! EVEN IF YOU LOOSE YOUR BAND YOU STILL IN THE RACE UNTIL THE 30 MINUTES ARE UP! SO GOOD LUCK TO YOU ALL YEEEEEAH! GO PLUS ULTRA!"

Midoriya was in a pickle, due to his speech, the amount of points he had and his personality he doubted anyone would team up with him. Many people actively avoided him, however as luck would have it he got a few people into his group for various reasons, some had quirks that were niche, such as Ochako's, it had 0 offensive or defensive capabilities… or so people thought. Then was Fumikage Tokoyami, now Midoriya had nasty memories of crows so he felt a bit apprehensive near him, but quickly warmed up to him, he was a bit of a social outcast due to his quirky personality trait.

He found it adorable.

And from what he managed to learn, he was interested in the occult and arcane. To think a quirked boy would enjoy such things!

He wondered if he should show him the side of the arcane rarely spoken, the dark abyss… what darkness truly is and if he would truly embrace it.

Then he discovered his quirk, Dark Shadow…

He truly would have been a great hunter if he was sent to that dark world. It also made sense as to why he liked my hero outfit so much, it hit all his tastes! He joined up as he gave a rudimentary talk about his quirk's abilities.

With that said a Support student came into the fold, Mei Hatsume. While her quirk was not battle oriented the many techs she created more than made up for her lack on that area, however, she stated that the main reason for joining was to showcase all the gear she made, Fumikawe and Ochako were dubious but Izuku saw that she was being honest and transparent, it was delightful to work with people like that, and not having to worry about backstabbing or secret swappings for an identical clone of someone whom one trusted and to find the people he entrusted that same person being used for experimentation to garner insight.

So the composition was as follows, Ochako and Mei would be in charge of mobility, Ochako making us half as heavy while Mei outfitted them all with hoover boots, that had a small propulsion system for advance tactical usage such as critical avoidance. Fumikawe would be on defense, Dark Shadow would envelop Izuku should they get too close or if someone snuck stealthful.

Izuku pulled out Simon's bowblade in its primary form.

The plan was simple, it would be a defensive battle for them, as the team with the most points, whoever held it, was guaranteed to pass to the next and final round.

Izuku however had other plans secretly laid in-between. He would attempt to disqualify others by shooting their headbands and adding it to HIS grand total. His prime target was Bakugo, cause humbling him had become his new past time, after all the shit he did to him back then, he believes he deserved it.

The other one was a 1-B student whose arrogance knows no bounds, so much so that he would actively go out of his way to aggravate the literal bomb boy.

He didn't understand his deal, he was like that to all of class 1-A… but him…. Why?

Is not that he felt excluded, it is just that he disliked how he treated others and tried to enforce his superiority, kinda the same as Bakugo.

However, something deep inside told him that it was only scratching the surface on him.

Everyone has their circumstances, however that does not give you a free pass to be an asshole to people who never did anything to you.

And with a loud BANG the cavalry battle started.

"DEEEEKUUUUU!" Bakugo's team rushed straight over to him, he jumped out and flew using controlled explosions to maneuver on the air.

Izuku smirked as he flipped his sword and opened up, then a silver arrow was knocked and shot.

It was a precise shot, right on the head.

"LIKE HELL!" Bakugo yelled as he made a reactive explosion, negating the kinetic force of the arrow, however it cost him the element of surprise and thus returned to his place as the rider.

Another additional task asked to Fumikawe and Dark Shadow was to take the bands of anyone that got close enough, using the chaos of battle as cover.

"I see, tonight there shall be a banquet of darkness," Fumikawe said with a smirk.

With Bakugo rejected, another attack came by.

A river of ice… quickly Midoriya rubbed a piece of paper onto another weapon he pulled out… he decided to bring 3 weapons, and this one was another one of his, rubbing the fire paper on it, it caused it to ignite the weapon, and the he switched it and turned into a rifle…

A flaming bullet cut through the ice evaporating it, his weapon still lit in flames he slashed at Todoroki who erected an ice wall, only to explode once the blade hit.

Extreme cold and extreme heat meet to cause an explosion which none were ready for, thankfully Ochako's quirk coupled with Mei's gadgets allowed us to be pushed back without tumbling, as Fumikawe's Dark Shadow enveloped them all and put them right side up.

Twisting again he sliced an incoming vine attack, setting it on fire, thankfully a team member managed to stomp the fire before it made it any further.

Her team decided that they were not equipped to deal with Izuku's team, as they were rather solid. As funny as it is, their abilities had synergy and the quirkless Izuku was leading them perfectly, maximizing their abilities and making a single cohesive unit.

In other words, the whole was greater than the individual sum of their parts.

However this did not deter Bakugo, if not it only served to aggravate him further. His team members were just trash, none had any good quirks that would be useful, however Deku's own team mates, who had none to little battle capable quirks (he was being generous to the edgy bird boy) was doing better than his own ragtag of team, it should not have been this way, his team members should be dragging him down, but rather it was the opposite!

His rage went overboard.

He rocketed to him using the other combatants as literal stepping stones.

"ONE SIDE EXTRAS! IF YOU NOT GONNA BE MY STEPPING STONE THEN MOVE OUT OF THE WAY!" He yelled as he was about to hit Izuku's exposed back, only for an invisible wall to stop him mere feet away.

"My my, it seems 1-A's rabbit dog doesn't know when he is being beaten," a student of 1-B, Neito said.

"Get. the fuck. Out of my way. Or I will kill you" Bakugo said in a low, psychotically calm voice.

"No, I don't think I will, I like that kid more than I like you, at least he knows what it means to struggle, you on the other hand? Sheer arrogance, disdain for anyone but yourself… you above any other don't deserve to be a hero" he said with a smug grin.

This pissed off Bakugo even more, "If you so eager to die I suppose I WILL LEND YOU A HAND!" He yelled as he attacked, the other blonde boy countered and slapped his hand, deflecting his attack, then he twisted himself and…

BOOM!

Bakugo was sent flying, but before touching the ground he righted himself with a series of controlled explosions, landing once more on top of his team.

Bakugo glared at the blond boy, Neito.

His quirk was Copy, able to copy any quirk of anyone he touched, with exceptions.

"Fucking parasite, you wanna be a hero when you can't even do anything on your own?!" Bakugo glared.

"True… I might not be able to do much on my own, but in the end I can still be more than just you" he said as he charged at him, keeping him back. Bakugo, however, having used his quirk for so long understood the idiosyncrasies of it and knew what holes to explode.

However,

Boom

A huge explosion by Bakugo, his opponent should be down now.

Should being the operative word.

A translucent protective shield had covered the explosion rendering his attack ineffective.

This just pisses off Bakugo.

"Another copied quirk uh? Doesn't matter how many quirks you can copy… you are nothing but a leech that I am GONNA SQUASH!" He yelled as he attacked with relentless ferocity.

He could only copy 2… maybe 3 quirks tops and he had a time limit… around 5… 7 minutes tops, after that he had to touch a person to copy the quirk again.

He could see the vindictive fury in Bakugo's eyes as he attacked over and over again, slowly cracking his defense.

"No wonder you can't stand that kid… he really is better than you, as a whole and as a hero to be… and it eats you inside doesn't it? Your superiority complex doesn't allow you to accept it and just wants to crush ANYONE or ANYTHING that could be a threat to you being number 1, god you are pathetic" Neito said with a vindictive smirk before he received an exploding fist to his face rendering unconscious and bleeding profusely from his nose.

Bakugo smirked "Shut it extra, the words of the pebbles on my road to be number one are inconsequential, POWER IS EVERYTHING!"

After taking their bands he added their points to themselves, making them just close to a tie for second place.

When he saw Deku deal with Half & halfs quirk with those strange weapons he scoffed.

"Everyone, we are gonna destroy their formation, ignore the rider and go for the extras carrying that Deku… if I can't win in a direct confrontation… then I will break any and all support he can get!" Bakugo said, "You, shoulderpads, try to tie them up to destabilize their footing, and you red hair… you're gonna be the shield" Bakugo said with an evil smirk.
