Enji is walking down the street late this afternoon, on patrol as usual. His large build towers over people he passes, many too intimidated to be around his presence. A large screen on a building catches his attention as people are gathered watching. Live footage of All Might saving a few people is playing.
"Yeah! All Might!" People cheer and clap.
"Once again, the day is saved by the great number one hero!" The news anchor exclaims.
Enji stares up at the screen in bitterness.
"Tch!" Enji grits his teeth.
"Wow. He's a bit much, isn't he?" A voice says.
Enji turns to his right and finds a man with messy white hair standing next to him. The man stands at about six feet in height, wearing a black hooded leather jacket, pants and combat boots. A pair of black goggles with golden lenses sits around his neck.
"Ya seem pretty ticked off," the man gazes up at Enji with his lidded, golden eyes. "I take it ya don't like him that much."
Enji stares down at the man from his peripherals before turning and walking away.
"Not much of a talker, eh?" The man walks after him. "That's fine! Leaves me more room to talk!"
"Buzz off," Enji grumbles.
"Gee, the rumors are true! You really are a grump."
"Hn."
"Not the best first impression of the number two hero. Maybe that's why you're still number two."
Enji's flames flare out more at his face as he continues to walk.
"Wow! That's pretty cool!" The man is amazed. "Can you do that with your hair? So you can look like a big ole match stick."
"What is it that you want?" Enji sternly asks.
"Figured I'd finally introduce myself to the Flame Hero! The name's Fallout," the man holds his hand out to Enji.
Enji glances at the man's hand and ignores it.
"I'll shake my own hand," Fallout shakes it. "Pleasure to meet ya!"
"Never heard of you," Enji states.
"No surprise!"
"Leave me alone."
"Huh? Don't ya wanna know more about me?"
"Don't care."
"I insist! I'm from Fukuoka."
"Fukuoka? What are you doing here in Musutafu?"
"I'm investigating."
"For who?"
"It's top secret!" Fallout holds a finger to his mouth. "Eh, I'll tell ya anyway!" He shrugs. "I'm an agent under the Hero Public Safety Commission."
"The Safety Commission?" Enji raises a brow.
"Ah, curious, hm?" Fallout smugs. "Yes, I'm here investigating a crime syndicate that's selling illegal arms in and out of Fukuoka. Their base is here in Musutafu."
"Illegal arms?" Enji is surprised.
"This is your turf and you don't know about it? Tsk tsk tsk!" Fallout shakes his head.
"Tch!" Enji grouches. "If it's in my turf, the Commission should've consulted me about it first."
"No can do. If word gets out, the syndicate will know we're on their trail."
"Yet here you are blabbing it all out to me."
"You're the number two hero - I trust you."
Enji is surprised as Fallout gives him a sincere smile, but quickly shakes it off. Suddenly, screams are heard down the street. Crowds of people scurry past Enji and Fallout in panic. Enji ignites flames at his feet and shoots through the air and turns a corner down the street.
"Wow! You're fast!" Fallout exclaims.
To Enji's surprise, Fallout is keeping up with him using a pair of metal wings on his back. They stop and land when they spot a few massive robots the size of vehicles. They're smashing through cars, sending them flying into storefront windows. Enji ignites his fists and is ready to shoot some flames.
"Don't!" Fallout holds his hand out. "Those robots have gas tanks attached to them. If you hit them with your flames, they might explode and cause more harm."
Enji spots the gas tanks attached to the sides of the machines.
"Then what should we do?!" Enji grunts.
"I got it," Fallout raises his goggles over his eyes.
Fallout shoots through the air toward the robots, dodging bullets and debris. He manages to land on top of one of them, expelling a steel cable from his utility belt. The cable wraps around the robots and pulls them into each other. After slipping his glove off, Fallout places his hand on one of them, and they all begin to shoot out sparks. The robots twitch and smolder as they lose power and shut down with a groan. The fronts of the robots open and the thugs operating them make a run for it.
"That's all you, Number Two!" Fallout shouts.
"Don't tell me what to do!" Enji shouts.
Enji shoots through the air and hits all the thugs with blasts of fire enough to knock them out. Once they're down, Enji gathers them on the ground back-to-back, and Fallout uses a steel cable to tie them up.
"Not too shabby!" Fallout smugs.
"I could've handled it!" Enji grumbles.
"You were close to blowing those robots up along with half the block."
"I would've noticed it."
"Right," Fallout teases.
The police arrive and apprehend the thugs. Meanwhile, Fallout inspects the cabins inside the robots after disengaging his metal wings. The control panels are sparking and smoldering a bit as he scans through the cabin.
"What are you looking for?" Enji approaches.
"For some tips," Fallout continues to inspect.
On a metal plate, Fallout manages to spot some initials engraved.
"Bingo," Fallout grins.
"What is it?" Enji asks.
"These initials," Fallout knocks on the metal plate with a knuckle. "I. I. Stands for Isamu Industries."
"That's a support item company."
"Right you are! And these are some of their toys they sell on the black market."
Fallout pulls out a cell phone and dials.
"Send in a clean up team," Fallout says into the phone. "We've got evidence to store away."
Fallout hangs up and jumps out of the cabin.
"Who was that?" Enji asks.
"Remember when I told you I was investigating illegal arms?"
"Yes."
"Well, I lied. Eh, not completely!"
"Huh?"
"We were looking for any connections that tied illegal support items in the black market with Isamu Industries. This is enough to arrest the CEO."
A black semi and some armored trucks arrive. Soldiers begin to load the robots onto the semi trailer.
"Had ya fooled, didn't I?" Fallout smiles at Enji.
"Hn!" Enji grumbles.
"Don't feel bad," Fallout chuckles. "Deceiving is my expertise."
Fallout's cell phone rings, and he picks it up.
"Yeah," he speaks. "Got three of'em. They're being loaded as we speak."
Enji watches Fallout's expression change from gregarious to somber while on the phone.
"Copy that," Fallout says before hanging up.
"What's your quirk?" Enji asks.
"Hm? The flame hero is taking an interest in me? I'm thrilled!"
"Forget I asked!" Enji retorts.
"I can manipulate radiation energy into anything I touch."
"And those metal wings?" Enji points.
"Oh these? These are specialized support items I received from the Commission. I power them with my quirk. Pretty cool, huh?" Fallout extends the wings in and out.
The Commission officers finish loading the robots into the semi trailer and begin to head out.
"Welp! Would love to stick around and chat some more, but duty calls!" Fallout says. "See ya around, Number Two!" he taps his temple with two index fingers.
The metal wings on Fallout's back extend and he takes off. Enji watches as he disappears around a building.
"Tch! What a pest!" Enji grunts.
