Watching Tanjirou and Nezuko like this, Urokodaki didn't want to allow it, but in the end, it was a futile struggle because there was no way he couldn't enclose both siblings into his old heart even when his brain told him he was making a big mistake, considering what was waiting for Tanjirou once he finished his training.
