Ashibana town
Southern Hi-no-Kuni
Ashibana a town of 600 people, a large percentage of this town's population are involved in Sea-food processing from here the products moved inland. Over the past few days there was an outbreak of sorts. The common symptoms that people had were coughs, fevers, aches and such; some people had a few of these symptoms others more and some all of them but the medication commonly used for there symptoms did not work.
Couple of years ago they would have gone to tribal healers, quack doctors and priests but it had all changed 3 or so years ago. Now people in larger cities were being trained to heal and look out for this sort of problems, these doctors did rounds in smaller towns every 2 or so weeks.
Day before yesterday Dr. Shima had come to town as per her schedule to the local clinic.
Shima went through the patient's records their symptoms and medications commonly given for such cases but nothing seemed to work, in such a situation doctors were supposed to call the higher ups for guidence but her problem was she was the highest ranking doctor in the given region. T
his left her with limited options, she would do what she could and follow protocol, quarantine the area i.e. no movement of products or people and track down those who might have moved in and out of this region the last fortnight track them check them if needed hold them down in one place to stop the spread of the disease.
Most of these measures as well as figuring out how to combat this outbreak were beyond her rank and skill so she did what she could and sent a message to Konoha. The best damn medic in the world was there and Shima was sure that Senju-sama could handle it.
Medical center
Konoha
Senju Shizune formerly Kato sat at her desk processing the paper work that came along with being the second in command of the medic wing. An urgent message was brought to her by a Priority 2 message was about a suspected disease breakout in Ashibana town, this definitely merited attention.
The cause of this could be anything dead fish rotting away to poisoned catch in other words any one to anything could have caused despite its origins it was vexing.
Samples that came along with the message were sent to testing; she sent them along with a message for Unohana-sama to meet with Hokage-sama immediately and reminding the Chunin but this incident's classified status dismissed him. Soon she left to meet with the Hokage.
3 hours later.
Jōnin Hotaru Hyūga was leading a team of consisting of Aburame, Inuzuka and a medic; in essence a tracking team with a medic. All of them had some degree of knowledge of passions of biological or chemical origin but the Aburame,who was the specialist in this and who better to spot poisonous agents in the air or surroundings than an Inuzuka and their partners.
They headed out to Ashibana town to do a preliminary investigation to see is the recommended quarantine zone was necessary.
2 days later.
Konoha.
44 shinobi are waiting in a bunker under the eastern face of the wall, among them are 2 ANBU squadrons 1 Sqd masked the other I'm regular Jōnin uniforms. 3 of 4 unmasked ANBU were given command of 3 Squds of 4 shinobi each (1 Chunin + 3 Genin). In all there were a 9 such squads, they are waiting for final briefing form the leader of the mission and the younger slug summoner Senju Shizune.
The Shinobi who were the first to feel the presence of the two people in question turn to the entrance and prepare for their arrival, the others follow suit.
"At ease" spoke a rather feminine voice; Rukia Sato,a veteran of the Hunter core inspected the shinobi given to her to command, "Aka, lero, and Kuro assume charge of you respective Squds" she ordered them. Quickly the unmasked Ops shinobi went to their respective groups. Aka: teams 1-3, Lero: 4-6 and Kuro: 7-9.
"The CoC (Chain of Command) is as follows, the Genin under the Chunin who in turn defer to the color coded Jōnin captains. Chunin and their teams move to the next room collect your equipment, directions and depart; you will meet your Jōnin captains at designated rondevu points.
"Dismissed! "With that done Rukia Shizune and the two Ops teams moved to one of the other rooms for detailed instruction on their mission.
Temporary camp belonging to Hi no guntai (Army of fire)
A detachment of troops in the service of Toshiro Sannada were resting in a large clearing they had camped for the night after marching from a hill fort where they were stationed.2500 troops were being led by Toshiro Kanna by the orders of his uncle to help the Konoha Shinobi enforce a quarantine of Ashibana town and surrounding areas.
He had with him his cousin's young son who though all 14 years was trained well with both sword and the many arts, including the art of politic and the knowledge of the way the nation worked .The same could not be said for the couple of farm hands who had accompanied him; without a doubt they were strong enough to fight and loyal enough to keep by his side they were not too knowledgeable of the inner workings of the nation or it military.
Hitsugaya liked his companions honestly he would call them friends. They were 6 and 8 when he first met them they were playing around with a couple of sticks pretending to be swords to him it didn't seem like much but to his eyes but his trainer had seen potential in them and had taken them along and trained them they were loyal to him and hung around with him quite a bit.
He could trust their judgment on various weapons mounts and most things related to fighting but politics well they didn't know and he intended to educate them on it so they would not look like goofs in from of others so while the rest of the force was asleep he taught them about how the land of fire was governed and how its army functioned.
Hi no kuni being the major power it was had 4 major military forces largest of these forces being the Hi no guntai (Army of fire) and the smallest being Konoha no shinobi. Hi no kuni also has a naval branch; Hi no Kaigun it was expected of a power such as fire nation to have need to maintain its rather large coast line but the money nor the people involved were comparable to Hi no guntai.
Guntai was of divided in to Ō no guntai (Daimyo's army) and the Omo no guntai (Local lord's army), the current situation in the elemental nations can be best described as a feudal era in this era the local lords swore an oath to the Daimyo to serve them, supply with troops when needed and pay a certain amount of tax to the capital in return they would be under protection of the crown have lord ships of land and castles and troops recruited and paid for by them could carry the lords banner.
The people who lived in the lands governed by the lords paid taxes to them and followed the laws laid of for them by their lord thought the laws more or less followed those set by the quickest way to become a lord was through the military route much like how Toshiro Haiatso had done, I did help to have friends in high places.
Now back to the military Omo no guntai was split in to 3 divisions the samurai the elites who were trained in various weapons from bows to sword and some of them could even use chakra .There are 8 such chakra users in this detachment, 2 were sitting alongside young Hitsugaya, Hitsugaya is also a chakra user so is his uncle and his 6 retainers.
The second group that served the lord were regular soldiers and veterans of combat, they were trained to use either the spear or the bow and both were somewhat skilled in using the sword as a secondary weapon, a special group among them were the cavalry forces who were recruited from the richer background or anyone who could own a horse or were given one by the lord when recruited. These people were well paid are full time soldiers.
Final group consisted of levies, in short they were peasants who taught how to hold a spear, how to point the said pointy end at the enemy and thrust away. They were trained in formations and sounds and banners that announced their orders. If a battle was expected they were were recruited and paid for the duration the took up arms. They either learned on the go and became good at fighting or they died trying.
The O no guntai is similar to the Omo no guntai but the main difference bring the regulars were greater numbers as were the samurai and chakra users and generally better armed, armored and paid.
As Hitsugaya was continuing his lesson to his friends to his friends he was force to stop what he was doing and face the ANBU that were there some 15 foot from him." Hitsugaya-sama" greeted one in a whale mask, Hitsugaya looked up at him from where he was sitting trying not to look too surprised or startled but was failing in his attempts.
"These are your deployment patterns" said a shark masked shinobi handing him a scroll and soon after vanishing in to the night.
A couple of minutes later "So these are shinobi elite" said one of his companions while the other a more curious one asked" when are you going to tell us about them?"
"Later! I will tell you later" he replied waking toward his uncle's tent" I have to give this to uncle" pointing to them" get some rest we have a long march tomorrow" saying this he went in to his uncle's tent.
