The General is/was an ex-navy SEAL who was recruited to be in charge of the S.H.I.P program ████.he was involved in the politics of the Material X energy. Also, he was responsible for negotiating the peace treaty between the more successful communist/socialist countries. (China) This negotiation was for the ability to buy Material X energy without needing to abide by the terms of service, however, the price was quadrupled, and the quantity was lowered dramatically. He is slightly anomalous as he was involved in an accident with Material X that gave him regenerative properties. He was attempted to be killed 3 times by (dark) Spyro. He has 2 young coworkers who are his adoptive children. Jackson, the head of the military and security wing. And Josh, who is the head of the administrative wing as well as the economic wing of the S.H.I.P. The General is highly skilled in firearms combat, specifically pistols. His sidearm of choice is the Colt M1911. He is seen carrying it most of the time and additionally has a net worth of about 500 billion dollars in one bank account alone. If it were not for him the S.H.I.P. program would not exist without his expert leadership and wisdom. (CUT DUE TO S.H.I.P. PRIVACY ACT)
Subject: The Phantom
Also known as: Spectre (assassin name) Weird Mask Dude (Blitzo) (idk, working on those later)
Description: The Phantom has 2 main different common appearances, the first is the regular one, and he wears most commonly a white robe with white sleeves under the robe sleeves. Also, occasionally wears just a long sleeve tight-fitting shirt with the same color sleeves on his legs with the same color shorts. He always wears a hood, however. He also has special gloves due to his controlled form and not having physical hands. (Due to biological engineering) He has gloves similar to this. The second one is the uncontrolled version, where his face is entirely black mist, his main weapon when is in this state. He wears black tattered robes. His face is exposed.
Characteristics: The Phantom is classified as SCP-[REDACTED]. He is very somber, and grizzled, as well as being very nonsocial. He is a good leader when he feels he must be. He has exceedingly good accuracy with firearms and is his main weapon when controlled. However, he still can control his mist when he is controlled. He has a power limiter that is controlled by the SCP Foundation. The limit is raised when he is not having his flashback phases. (In the future, he is seen having extremely high limits, the is after the Skylanders Diminsion incident) He can use the mist to summon anything that has been used to kill someone or something. He is also able to use the mist to restrain individuals when the limit is higher. Interestingly he had a higher sense of sensitivity when he had a power limit that is laxer. He also can manipulate it into shapes and can sometimes even form an entire room into a vision using the mist with a high power limit. He is also apparently unable to feel sexual or physical attraction towards anyone, this is suspected to be the result of his original purpose as a weapon and not a person.
Effects: Any individual who is exposed to the Phantom's skin/mist whilst he is in his uncontrolled state will experience the following side effects while his skin/mist is still exposed/in the current dimension.

Special events: During flashback phases that occur up to once per year. He will begin to exhibit the following effects above while falling to the floor. According to him, he sees flashbacks of his time uncontrolled or during a specifically dark time. They get more frequent if not treated. Treatments include changing the mask he is wearing but this solution will sometimes not work, up to 1,000 gallons of alcohol, and medically induced comas.
Extra notes for staff: The Phantom is seen to be an extreme alcoholic, he does not experience hangovers due to an abundance of the enzymes that break down alcohol. This seems to increase during his flashback phases. He seems to prefer vodka without mixing it with anything. Also, he appears to still be able to be drunk to an extent. He does not throw up or anything the janitors should worry about. Noting here to attempt to sober him up. Also, he is seen hiding vodka in water containers.
Powers:
Controllability of a grey/black mist, allowing him to seemingly control it at will. Further research into this reveals that the mist is actually a pesopode-like limb that he can retract and extend as many or as few as he wants. He is able to make more of it if his power limit is increased
Extreme reaction time, according to him, is able to pause and slow down time in his vision to dodge bullets or other projectiles. It appears to have a "Cooldown" though.
Intelligence, the Phantom has an estimated 180+ IQ
Mask interface, allowing the Phantom to identify objects/people. Also allows him to have an increased range of how far he can see. Also allows him to predict the trajectory of bullets at range.
Stages of uncontrollability.
1st stage: Rampage, will kill anything he comes across, targeting the one that killed him or removed the mask. Lasts for about an hour to 3 hours.
2nd stage: Templing, will begin to build a maze with the Phantom in the middle, this is to prevent any survivors from escaping, the middle of the maze houses the Phantom while he is making it, then it is sealed off.
3rd stage: Lurking, will stalk anyone inside of the maze, hanging from anywhere from the entrance to the exit.
4th stage: Minion creating, which will turn corpses into zombie-like creatures that will do whatever the Phantom desires. In addition, he will begin to create Juggernaut units, which are large knight-like creatures that follow him around and take nearly a whole team of MTF to tackle.
5th and final stage: Takeover, will begin a crusade with about 400 minions and 10 juggernauts to take over a 10 by 10 or less mile area. This repeats until any life form he comes across is a minion.
Unidiminsional Galatic republic (UGR)
The Unidimensional Galatic Republic is based in one dimension and has tried to spread but thanks to the efforts of the SCP Foundation and the S.H.I.P. they have been negotiated to stop. They have the Phantom on record as the Spectre, he is wanted for several assassinations. The S.H.I.P. have made it very clear that they want them to stay far away from their operations. They are a democracy however they are suspected to be corrupt, but they treat their people well, surprisingly, it appears that humans have been seen in this dimension. Most of the population is in this dimension, suspected to be the doing of the Choas Insurgency, using a cloning device.
