The superhuman society is great for some with popular quirks but not for quirkless or people whose quirks are seen as villainous, and that is how villains are created. How can society praise heroes then turn a blind eye to the social and legal injustices people face every day? Gaining support for her goals as a hero will hopefully expedite the process since the government is clearly incapable of addressing the issues in any satisfying manner.
