Chapter 12: Clear and Present Danger
-In the days of ages past, time has revealed that when a grave threat returns, it's all hands on deck-
-In the Tetsu no Kuni, Emergency Kage Summit; one week Later-
It had been almost a week since word reached the Kages, an urgent message that had been sent by the Mizukage and in response, all immediately called to convene a summit to discuss this in person. Under normal circumstances such a meeting might only take place after weeks of planning and agreement upon neutral ground, but this was far from normal circumstances. In almost record time, all of the kages had agreed to meet and bring only their guards and an advisor to, possibly, plan a contingency operation if they all agreed on the validity of the threat in question. Now, for the second time in 40 years, all the kages were united again under one roof, discussing something that had been never been talked about in a summit; A single grave threat. Altaïr Arashi stood behind the Sixth Kazekage, alongside her two bodyguards, in a four-sided diamond formation; same as everyone else in the room. It was his first time being so far from Sunagakure and his first time seeing many of these famous Kage from other villages. Taking a moment, Altaïr took time to analyze everything in his current field of Vision:
A massive room that looked like a briefing room large enough to fit several squads' worth of people inside it was empty. The leader of the Tetsu no Kuni sat in the central proctor's seat in front of a U-shaped table. And on that table were the hats of the Five Kage, hanging all around were the banners from the villages and underneath them, sat the Kages. Kurotsuchi of Iwagakure: The Forth Tsuchikage. Konohamaru Sarutobi: The Sixth Hokage. Matsuri of Sunagakure: The Sixth Kazekage, the one he stood behind. Darui of Kumogakure: The Fifth Raikage. And lastly, Mao Hoshigaki: The Seventh Mizukage and the one whose message, called for this meeting.
Altaïr had heard of almost all of them but never did he, in his wildest dreams, believe he would ever see them let alone met them. It was something of a dream, to think that just a few days ago, he had been sitting in his office back in the Sand and now, he was at a meeting of the Five Kage. Letting the gravity of the situation finally sink in, Altaïr let his mind slowly drift back through his memories.
He had been serving at the Sunagakure's Ninja Academy as an instructor at the time the message arrived from ANBU, a message from the Mizukage of Kirigakure. The message contained information pertaining to a group of international terrorists, a rogue ninja… and something else, which had caused even Altaïr to be called to this summit. He had just wrapped up a class, educating many of Suna's shinobi in taijutsu; as he was the leading authority on it in all of Suna. He was sitting in his office, reviewing progress reports on his many students, when a knock caught him off guard. He walked to his door, only to find an ANBU with a message from the Kazekage: 'Come at once. Tell no one'. However, shocking that may have been to someone else, it was no more shocking to him than to tell people he was a taijutsu master. Hell, he was the only official master of taijutsu in all of Suna. However shocking that might have been to some, if you knew the man years ago, you could have sworn that wasn't the same man.
Before becoming the only taijutsu master of Suna, Altaïr was an avid shinobi who had long been very open about how a ninja should be; one who is skilled in ninjutsu. As such, he believed that any and all ninja who neither regularly practiced or were practitioners of anything else, were unfit to be called anything but Ninja. Altaïr had preached this regularly throughout his tenure of being an active ninja, from the day he became a Jonin to his time as a Kage guard. It would have still been the same… but fate has a way of changing your radical views in the most drastic way that could be done.
Altaïr quickly realized he was losing touch with reality and came back to the moment. The kages had already been in deep discussion for well over an hour and now they were approaching the point of this whole meeting. Altaïr had been unsure about this meeting from the start; it had been called to talk about the reappearance of a clan that had long since disappeared from the face of this earth. Those whose blood thirsts had ignited many wars and caused the death of millions. From the moment he heard about the message that had led to this, he still had his doubts.
When Altaïr had received a message from the Kazekage to attend a sensitive meeting he was both eager and concerned, as to why he was being asked to attend, and what could be so important that he was being asked to attend to being with? To the former, he could easily answer:

The current Kazekage, Matsuri had nearly been assassinated almost 10 months ago and all of Suna was in turmoil, spies and assassins were rumored to be at the highest levels of occupation in Suna. Altaïr had, at that time been struggling to put his life back together and pick up the pieces of his Shinobi career, so he was not overly concerned with the world outside his window. When the Kage's aide came to see him, he was on his forth bottle of sake and was unprepared for what he was asked:
'To become temporary Kazekage and keep all of the Sand from devolving into anarchy.'
Altaïr was surprised to say the least…and flat-out pissed to say the most. His position in Suna was a nowhere near enough to qualify him for that position, not to mention that he was still grieving; so his answer to the offer was: 'Go Fuck Yourself!'
The aide accepted this, but offered only this to Altaïr before departing. He said that she would not want him to abandon his village, no matter what befell him. Needless to say, Altaïr forced the Kage's aide out and resumed his drink fest but stopped halfway through the bottle, because of a photo that had survived his many nights of drunken rage and despair. A single solitary picture, it had been taken a year and a half ago, so it was only a little bit faded, the edges becoming darker. The backdrop was of Suna atop the kage's mansion, the sun slowly setting over the village, parallel with the entrance to the village, casting a wide beam of sunlight through it that fell upon the Kazekage's mansion. A man, Sand Shinobi, in his early thirties stood, behind a beautiful women, holding her from behind and the two of them were smiling. It had been the last picture they took together. She was reluctant to follow him to the Kage's mansion but he was persistent, saying even if they were caught, it would be worth a demotion for her to see it, and it would be worth it. Altaïr led her to the roof and all she had to do was wait for a minute. He covered her eyes and led to the spot where she could best see what it was he wanted her to see. When he removed his hands, she could only stare at the beauty of what she was watching. Her jaw hung open, every few seconds, she struggled to speak but nothing but one word came out: Wow. Altaïr was pleased to see her so thankful for breaking protocol and coming up here, even though he received a big reprimand the next day, it was well worth it.
That photo had stood on his dresser from the day he got it back and never moved… had fallen over and cracked the frame, causing a big crack to run in-between the two of them. And for the first time since he came back, since that mission… since he lost her, Altaïr was himself again. He quickly grabbed his coat and headband and ran for the door. He might still have been able to catch the aide but was surprised to find him still standing outside his door.
"Well that didn't take too long." Was all that slipped out of his mouth. After that day, Altaïr took over as Kazekage. His time would prove to be critical to uncovering the reason as to why the Kazekage was nearly assassinated, and what was the true reason behind all the unrest plaguing Sunagakure? Word soon arrived from the Mist, revealing critical information about spies and traitors throughout the Sand, all perpetrated by a previously unknown organization. Speculation was that they planned to overthrow the leadership in all the major villages and use their combined military might to rule over all of the elemental nation. Altaïr couldn't fathom as to how such a feat could go about unnoticed by the entire world, but he wasn't going to let Suna become a playground for terrorists and using information provided by a Zikito Hoshigaki, brought down the entire network put in place by the terrorist group, Unity. After a month, all traces of Unity had been successfully eradicated from Sunagakure and the rest of the major nations rallied to do the same. Altaïr had been temporary Kazekage for another few weeks after all traces of Unity's plan to cripple Suna had been dismantled. Unity agents were rounded up and either imprisoned or executed, Unity operation centers were cleared out, and any information was collected for hunting down the rest of them. He always participated when processing a safe house or op center, if only to ensure that it was thoroughly combed for all it's worth. The ANBU had just cleared a safe house in the section of the village that was being guarded by a few stragglers and Altaïr oversaw the handling of this one as well. The safe house was a small apartment that had some information still in it. When it was all brought back the Kage's mansion, Altaïr reviewed every document and file that was confiscated and while it was all useful, there was one… one that told him to ensure that Unity had to be crushed and broken. The file contained information on an experiment involving sealing jutsus, the very same one that robbed him of his life almost a year ago now.
[End of Flashback]
"This is preposterous!" Kurotsuchi of Iwagakure shouted, voicing her obvious opinion about the subject the meeting now arrived at, snapping Altaïr out of his thoughts and back to the task at hand. For the third time, he let himself slip into his memories and his disdain for the Kage's skipping over Unity caused him to silently grit his teeth, but he suppressed his anger and listened in.
"The mere notion of such a being existing, in this day and age, is beyond ridiculous! And if any of you believe this, then you are beyond help!" she continued, fuming.
"Lady Tsuchikage, please calm yourself." One of her guards tried to reason, to which she did, however much she wanted to continue.
"I don't quite believe it myself." Matsuri said, "The Uchiha have been extinct for almost forty years now, the last of them dying during the crescendo of the last Ninja War. None exist today."
"Lady Kazekage." Konohamaru Sarutobi spoke out, after remaining silent for the longest time. "I must disagree, the Uchiha still walk among us today. From almost every land, float tales of a shinobi sporting the Sharingan and armor of the Uchiha. The last time the Uchiha roamed free, their remaining members brought about a war and nearly destroyed all of our nations, bringing about the death of thousands. After Unity managed to worm and slink their way into the highest positions within all of our nations, we must not let another grave threat do as it pleases."
The Hokage's words rang true; almost every kage present was involved during the last ninja war. Altaïr was not born yet when the war started but the aftereffects; he saw plenty of when the reconstruction projects took almost twenty years to rebuild some villages. No one wanted to see another like Madara roaming free. However slim the odds, too much evidence pointed towards the same conclusion: The Uchiha were still alive and a threat.
"We must ensure that the Uchiha menace doesn't reach such heights again. However much, you all may say that the Uchiha do not exist the effects of their power still linger today." Konohamaru said, in a tense voice with the most serious of grave undertones ever heard. "I purpose that we organize full teams of shinobi to hunt down this Uchiha and ensure that this threat does not come to fruition."
The entire room fell silent as each seemed to consider their options, Altaïr was certain that most would want to weigh everything carefully before-
"I'm all for it." The Raikage said almost immediately. "We can't overlook the possibility of such a threat returning. I may not want to ask that we send an army after one being but at the very least send a few trackers out to ensure that this threat is at least handled correctly before we dismiss it all together. I wish to avoid another war started by the Uchiha and also to ensure that it is the last of their kind. I suggest, in the spirit of cooperation that was laid when those before us who formed the Ninja Alliance to combat the Akatsuki, we follow in such footsteps by ensuring that the threat posed by the Uchiha be, at the very least, observed. Sorry if I stole your thunder there, Hokage-dono" Darui said in a single breath, Altaïr listened to his entire speech and was sure that the Raikage was playing some kind of angle, but doubted he knew anything more than the rest. Much to the dismay of Konohamaru, who most likely also wanted to suggest the same thing but rather than do anything else, he merely smiled and spoke up.
"No worries, Raikage-dono, you just saved me some time. So how about the rest of you? What will the rest of you do, this may very well be the first of the Uchiha's resurgence. Will you, simply out of disbelief, refuse to do anything?"
Altaïr merely looked at each of the groups of people before a unanimous reply resonated from each of them: They were on board, and were more than willing to organize at least a single team to begin tracking down this mysterious Uchiha. However quick they were to jump on board the hunt for the Uchiha, one of them looked like there was something that she wanted to say. Taking a step forward, Altaïr tapped Matsuri on her shoulder and lend in to speak softly.
"Lady Kazekage, may I speak?" he asked, in earnest.
"Of course." She responded.
Standing up, he turned towards the Mizukage.
"Lady Mizukage, you seem troubled, is there something you wish to add?"
Everyone's attention fell upon the eyes of Mao Hoshigaki as she suddenly appeared uneasy but that quickly subsided as she spoke about what was on her mind.
"I am glad that we have agreed on a decision concerning the Uchiha… however I cannot help but wonder about his victims and what may happen to them."
A few faces turned dark and some looked away, none wanted to say it, but all most likely could imagine that any captives would mostly be beyond any hope of rescuing. One of her guards spoke up before anyone else could respond.
"Do you mean Zikito, milady?" He asked.
"Ah yes him… he is mostly likely past any hope, Lady Mizukage." Another answered.
"Well, hold on." The Raikage said. "We cannot say for certain that the Uchiha captives are dead until we have confirmation." He finished as another, Kurotsuchi, spoke up this time.
"Sorry to say, but your guard is mostly likely correct, Lady Mizukage, he can't be saved." She stated, in a somber tone.
The look on the Mizukage face said it all; she wore an expression of defeat, like she had been told to give up hope but why? In her message, she did mention that a Mist rogue-nin had been captured, but why would she care about some runaway shinobi... unless.
'There has to be something more… wait.'
A thought ran through Altaïr's head, her guard referred to him as Zikito, the same Zikito that had delivered the Intel about Unity's presence in Suna. His last name was Hoshigaki, the same last name as the Mizukage currently seated at this Summit. Altaïr was not a man willing to accept coincidence, or allow anything to escape without knowing all there was to know and this was something he wasn't going to not allow. It was not only a conflict of interest, but Zikito had attacked and nearly killed an elder of the Mist, the same man currently standing behind her.
'She is the Mizukage, so for her to send word about her brother's crimes and not be shy about it, shows she can be objective.'
Altaïr could not be certain, but maybe she believed him to be innocent or at least wanted him alive for trail, no matter which, he was her brother and Altaïr wanted to question him too; to see what if anything he could tell him about Unity.
"Understandable. However, we should not be so quick to assume anything, Lady Mizukage, if I may, should we uncover the whereabouts of this Uchiha. We shall inform all that are sent to be on the lookout for any sign of captives." Altaïr said, doing his best to sound sincere. Mao merely nodded at him in reply. After hammering out a few details as to how many teams should be dispatched, the summit arrived at its end. Altaïr made the rounds to talk to the other advisors but had trouble finding one; Ryo Tengi, who had already left to return to the Mist.

-Tetsu no Kuni, half a day later, undisclosed location-
The meeting must have been well underway, as most of its attendant's had already arrived and they all had been from countries well outside the watchful eyes of the major nations. Most had to travel a long distance, but not as far as others. Although the Tetsu no Kuni was one of the few that remained out of Unity control, many of the smaller nations had become the new staging grounds for experiments and operations to retake the major nations. Reorganizing extensive operations and replanting operatives in nations such as Hi no Kuni or Kaminari no Kuni would prove to be too much of a risk as the crackdown was still in effect. Especially after Zikito had fled Kirigakure but even more so now, as all the major villages now had information that Unity had taken great pains to hide and keep subjected to rumors and false sightings.
'Now that the cat's out of the bag we must double our efforts and expand as soon as possible to all points on the board.'
Ryo increased his pace and moved even faster towards the meeting room. He had taken great measures to ensure that he would not be missed by anyone at the Kage summit and even more so to ensure he could not be tracked to this location. No one from the outside could be privy to this location no matter what. His presence at the entrance had already prompted the guards to begin dissolving this op center. Every room he passed, agents were already dismantling equipment, destroying unnecessary information, and eliminating all non-essential personnel.
The meeting held here was not unlike the summit he had just attended. Those who led what forces remained in the Iwa, Kumo, and Konoha were there, as well as the second in commands from the lesser villages, such as the Amegakure, Kusagakure, Takigakure and so on. They were here to discuss their standings on overtaking these nations. Ryo turned a corner and saw two Unity guards standing against the wall; immediately, they straightened up as they saw him.
"Sir!" "Lord Tengi." They said, respectively.
"Open the door." He replied, in earnest.
The two quickly reached for the door handles and opened it. As Ryo walked into the room, it fell silent, almost deathly so but Ryo was not phased. The room was similar to the room where the Kage summit was held, with a few differences, but had a central proctor's stand surrounded by a coliseum like assembly of seats. He made his way to the center of the meeting chamber, walking past several loyal members including Hideaki and spoke as he reached the stand.
"All of you present, I care not for the happenings elsewhere, I require you to listen to what I have tell you. For our plan to unify the world has now come under grave jeopardy: The major nations have discovered the Uchiha and they seek to rid the world of them."
All in the room let out a collective gasp, some even appeared physically shaken by this news. Ryo let the gravity of the situation sink in as a question was spoken out among the murmurings.
"My lord, how is this possible?"
"A hunter, not allied with us, survived an attack by the Uchiha and told the Mizukage and others of him. She, in turn, sent word to the major villages and they have been made alert, we cannot allow them to locate the Uchiha."
Ryo's words seemed to fall on deaf ears, as louder and louder whispers of doubt and fear began to flood the room, many were voicing their conviction or lack of same. Even with their venerated leader mere inches from them, their fear of the major villages came out.
"We must give up."
"To continue would be folly."
"We should flee from this place before they find us."
Ryo's disdain for such talk caused his blood to boil; this minor setback had sent all these followers, loyal to the ideal of Unity, cowering in fear of their own shadow. Many of them, followers who wished to break the cycle of nation against nation by vying all under a single flag and were afraid and showed just how weak they were.
"SILENCE!"
A voice rang out from near Ryo, a voice he knew well, quieting all those around him.
"All of you, who have sworn the oath to unify the blind and struggling world, who have fought alongside our brothers and sisters that died for the chance to see it brought to fruition, are going to cower and whine in fear and abandon your faith?! How dare you!" Hideaki shouted at those around. "Our cause has been to bring peace and understanding to all villages and nations, to bring them back from the fools and liars that call themselves Kage. We have treaded the pathway to Unity, only to have hypocrites and the corrupt, tear down what we have strived for."
His words rung like a steel chorus as he turned towards Ryo.
"My lord, I cannot speak for you, but I have jeopardized our cause to such an extent that I would give you my head to atone for such a loss. For it was, I, that became complacent and allowed our venture to collapse around us." He said, bowing deeply before Ryo.
"No old friend, for I have failed as well. The thorn that brought down our network, whom kept in power the blind and self-righteous fools, I let escape. And in so doing, revealed the Uchiha to the world. No, I have failed too." Ryo said, genuflecting on one knee. "For I did not ensure his death and could not stop that which would further progress our cause, to remain secret. Yet even with such a failure, I have not lost faith and you have not lost faith either. To the rest of you, will this be that which destroys your conviction? I have surrendered my body to this cause, my arm to the fire that burns to fuel our drive to unite the world, and I have not lost faith. Indeed, it burns brighter than ever, as the nations around us search for that which we require to bring unity to all the lands, their focus is now elsewhere. We shall use this time to strength our hold on nations we control and begin to dismantle the corrupt regimes of the major nations. We will find the Uchiha, we will Kill Zikito Hoshigaki, and WE SHALL UNTIE THE WORLD! Now, all of you… Will you allow your faith to die here? Or will you join us in uniting the world?!"
Cheers erupted from all around the room. The cause would not be stopped or halted, not now or ever. Ryo quieted everyone down in the room with a simple gesture and proceeded to direct his followers…

-5 minutes later-
Hideaki walked out of the meeting room as his leader went over the details with the necessary personnel, his role was over and there were other things he needed to oversee. He had rallied behind his leader to ensure that the cause would not die by a simple whisper nor be trampled by fear. There was nothing left to say concerning that, and the meeting arrived at its conclusion. Now all that was left was to assign missions to each cell, so as to best go about ensuring both the capture of the Uchiha and the elimination of Zikito went as planned. The remaining major nations were tasked with ensuring that as many agents as possible were sent to hunt for the Uchiha and to restart as many covert ops within the villages. The lesser nations were to be transformed into Unity controlled states and, by extension, becoming centers to conduct their experiments, using formulas and equipment gathered from hideouts used by the infamous criminal Orochimaru of the Sannin. They were to begin breeding the beings that Unity needed to bring their final plan to completion. Of these lesser nations, two had been troublesome to obtain: Amegakure and Otogakure.
Otogakure had been only recently acquired since the deposed Otokage, Gin Bōrei, had finally been captured and his ridiculous rebellion was no longer an issue with his entire following slain. Then Amegakure, while it would have been easy for Unity to do away with the troublesome factions vying for control, the only true threat came from a troublesome bounty hunter. Her popularity and actions made taking Ame particularly difficult. Zevela 'The Bloodhound' Yamaneko was, perhaps, the single reason Ame had been so difficult to overtake, as most of Ame looked up to her and she helped stabilize the country after the warring factions came to a truce. With her departure, Ame would be under their full control soon enough, though speculation still surrounded her reasons for departing Amegakure, it was of no consequence. All the others nations were marginally or completely under Unity control and whatever forces sent to hunt the Uchiha would most likely contain some deep operatives within their group. All other bases will be placed on alert and spies will be stationed at all main crossings between the nations.
'It does not matter how far you run Zikito, I will find you and silt your family's throats while you watch. You have made a fool of me for the last time and I hope that Uchiha killed you quickly. Otherwise, I'll make your death very slow indeed'.
Hideaki smiled to himself as he continued down the hallway from the meeting room.

-Hi no Kuni, two days later; time: 1321-
Zevela stood atop the lead caravan of a traveling convoy of merchants for the past 7 hours, as one of the hired hands to get across the border to the Hi no Kuni. Security at all points to cross between the nations had recently increased to such a degree, making it damn near impossible to cross covertly at the border she found herself at. From sensory types, to summoning animals, and more than a few seriously powerful shinobi, crossing it, illegally, would have been akin to suicide. Luckily, a merchant caravan was making its way through that very border, she managed to convince the caravan leader to grant her passage in exchange for keeping it safe on its journey to the nearest town, which he agreed to. From the moment they cleared the border's guards, she took on the role of lookout, scanning along every possible point where an ambush might happen. She checked along bends, tree lines, behind rocks and so on but to her relief, nary a thing except the occasional little critter that wondered onto the pathway. Which, she fed a bit of whatever she could get away with. However tedious this might have been to other bounty hunters, she liked helping others and cared for people in general as well as animals. Though it might have slowed her down, she would never refuse to help someone or not honor a promise she made.
'Besides, maybe I can score some free food.'
Zevela mused to herself as she got back on watch.

- Nearing border to Yu no Kuni, same day, time: 2109-
Night had already fallen, evident by the cooling wind Ingem felt against her skin and the chirping of insects as they began their nocturne melody, resounding in her ears. She had been laying on a mat for a while trying to sleep. With night approaching, there was nothing else that could be done except to bed down for the night.
Her sister wanted to keep going but Zikito was not going to be easy to kill. So for now they needed to conserve their strength and not over-exert themselves. Yet, though she told her sister this, Ingem could not fall asleep while Engin hadn't been lying down for five minutes when a soft breathing told Ingem that her sister was fast asleep.
Ingem could never fall asleep easily outside, too many unfamiliar noises drove her crazy and she could not relax. Sitting up Ingem glanced in the direction of her sister, she could identify her easily enough by the subtle breathing but also by her chakra signature. Though, she was blind, Ingem had learned long ago how to use her chakra to scan for others. Like most sensor types could, she could sense chakra but her way was unique in that she used her attribute wind nature like a pulse disguised as a gust of wind. Her sister was lying on the ground a few feet away on her side, facing the opposite direction. Ingem always felt a little alone at night, because her sister always fell asleep first and she would have to pull guard duty when she desperately wanted to sleep.
'I may as well try to sleep again. We have traveled a far distance to find him, sleep won't be that which prevents us from finding him'.
Ingem laid back on the ground and relaxed her body.
'Ene… we're doing the right thing here, aren't we?'
She silently asked in her mind as sleep finally arrived.

UN#2: Yep, we are rolling.
UN#1: Okay, Hi everyone, we are here with another exclusive interview with another cast member of The Rogue Two. With us now, is Zinmaster24 a.k.a Zikito Hoshigaki. I'd like to start this off by saying sir; it is a pleasure to be here with you.
Zin: Likewise.
UN#1: Okay question #1- Our panel was simply surprised to hear that you accepted a major on-screen role, what made you take on this role?
Zin: Well, I originally held a policy of not taking on major roles, mostly as a rule to myself. But the creator of this story was a close friend and after much collaboration, he asked me to play the role of Zikito since the character was loosely based on myself. Honestly though, how could I say no? And I'm glad I did too, Xemnas and I have managed to incorporate a little bit of ourselves into these characters, giving them more of an appeal to the causal viewer.
UN#1: I see. Okay then, question two - How long do you plan to continue on this path, will this be the first of many or the last appearance on the big screen?
Zin: Sorry, but for now, I'm just making sure that I play this role to the best I can before I think of taking on another role.
UN#1: Okay, question 3…

UN#1: Alright our final question- Some of our fan base on –static- have been demanding a story from you. Have you considered the possibility of doing so?
Zin: Well, I have read some of the fan letters and I have been pushed to do so by Xemnas as well. But, I am still on the fence about that subject. So, you'll just have to settle for 'maybe' from me.
