Chapter 12 Declare of the greatest heist
The Kages is now stay quiet at the exchange of the two. Tobi then said "Very well… Since you want to know so much then I'll tell you."
Tobi then tell them about his plan. The plan that resurrect the Juubi and use it power to project the 'Mugen Tsukiyomi' much to the shock of the Kages. Tobi then said "Now you know Naruto Uzumaki. Now… Surrender the Kyuubi so we can achieve peace."
Before the Kages could said anything, Himea laugh out loud at that making everyone look at her. Himea then said "I see. So that's why. The Uchiha foolishness truly ran deep."
"Why is it foolishness?" Asked Tobi
"Tell me, do you think you can outlive the Juubi much less control it? Even if you can control it, you'll be never being able to outlive it at all. At that time, when your life is about to snuff out, what are you going to do huh? Are you going to do the same thing that the Sage did?" Asked Himea looking at Tobi
"I will extract it power and live…" Said Tobi
"Don't fool yourself. If you can do that, you would have done it already. Peace… More like a pipe dream of ruling the world. That is not peace, you just want to escape from pain and suffering." Said Himea
"This world is already hopeless. We don't need a world like this." Retort Tobi
"That sound more like a little kid throwing tantrum about losing his favorite toy than a legendary ninja. If you are one that is." Said Himea looking at Tobi smirking.
"Regardless, we won't hand the world to you." Said 'A' after finding his voice.
"You have no choice. Hand me the Hachibi and Kyuubi or war." Said Tobi
"Hachibi? But didn't you?" Asked 'A'
"You didn't know. Your brother still out there." Said Naruto looking at 'A'
"HE DARE TO SNEAK OUT?! WHEN I MEET HIM, HE'LL TASTE MY IRON CLAW." Said 'A' bringing his palm out.
"So what is you answer?" Asked Tobi
"We refuse." Said Garra
"There's no way I'm handing my brother." Said 'A'
"We will fight you to the end." Said Tsunade
"For our freedom." Said Mei
"You won't take the word." Said Onoki
"Very well then, I'll declare the Fourth Shinobi War." Said Tobi
"Then Himea it's time for my announcement." Said Naruto as Himea make a project screen appear. The other look surprise at that as Naruto said "I secretly asked Himea to project the entire conversation all over the Elemental Nation. Now it's time for my announcement."
Naruto turns to the screen and said "ATTENTION TO ALL WHO WAS LISTENING. TOBI THE LEADER OF AKATSUKI HAD DECLARE WAR AGAINST THE SHINOBI ALLIANCE. HERE IS MY AS WELL."
At the middle of the Summit table, letter make from blue flame appear in the air. The content is:
To the leader of the Akatsuki
At the day when the moon and sun met
I shall steal away the Juubi
And foiled your enslavement plan

The one in the Summit along with everyone in the entire Elemental Nation seeing the calling card shock beyond believe. Kaitou Joker next target will be the Akatsuki themselves. Many reporters start to pack and organization start to track down the base of the Akatsuki for the heist… of a life time.
At the Summit, Tsunade shout out "ARE YOU OUT OF YOUR MIND?"
"Naruto. The Akatsuki is after you. If you just walk there, you're basically handing you to them." Said Garra worry for his friend
"Don't worry Garra. I'll success." Said Naruto smiling at Garra
"That's not the point brat. The Akatsuki have many S-rank Shinobi. Not to mention the leader as well." Said 'A'
"Like I said before, I can handle them or did you forget what I did in the Demon Country." Said Naruto
"There's a limit of your arrogant brat." Said Onoki
"Please don't mix me up with the Uchiha." Said Naruto
"Please, can you girl convince him?" Asked Garra looking at Naruto team
"Don't worry" "He can" "His victory is assured." Said the girls.
"But… isn't it too dangerous?" Asked Mei
"Don't worry… We fight much more dangerous being before." Said Himea
"You're quite confident there… But you don't know what are the Akatsuki capable of." Said Madara
"Say the guy getting 'disarmed'." Said Himea looking at Madara smirking. Madara anger at that releasing his KI at her. Himea just laugh and releasing her demonic power out. The surrounding start to hard to breath and Madara just step back in shock. He bites his lips angry as he teleports away.
"Well what now?" Asked Onoki said breaking the silence.
"Form an allied shinobi force. It's the only way we can counter the power of the seven bijuus." Said Garra
"What about you Lord Raikage?" Asked Mei
"My brother is safe… But we can't let the Akatsuki roam freely any longer. We'll wipe them out in one blow." Said 'A'. He then turns to Naruto and said "And you Joker. There's no way we letting you doing that crazy stunt."
Naruto just look amusing as he ignores the Raikage. This make him angry but he refrains from attacking since he knows his attack just going back at him.
"Naruto this is serious. You can't do this on your own." Said Tsunade
"I still have my teammate. A much more reliable than my previous one." Said Naruto looking at Kakashi making him drop his head.
"But still… 4 of you is not enough." Said Tsunade
"Exacly… Which is why I want to give you a proposal." Said Mifune. All eyes turn to him then he said "Kaitou Joker… I would like you to be the leader of the Shinobi Alliance."
Shocked filled the room as 'A' shout out "WWHHHHHHHAAAAAAAATTTTTTTTT?"
"Let me explain. It is true that it's unacceptable but after his stunt from before, many people from Elemental Nation is starting to get moving. Not to mention his reputation to many countries as well. And you all should know that even if all of you force him to step out of this, he won't back out and I rather not to have the founders of the Shinobi Alliance to be in hospital before the battle judging from his encounter with Madara." Explained Mifune
"But… Why him? Why not me? I refuse to be under his command." Said 'A' angry pointing at Naruto
"Don't worry, you won't have to… because I refuse." Said Naruto shocking them. Naruto then continues "I don't feel like working with any shinobi except it's my teammate."
"You have to understand Joker. The Akatsuki even now don't have much members anymore but they still have the leader of the Akatsuki Pain and 7 Bijuus." Said Mifune. Naruto just smirks and call out Kurama shocking them. Naruto then said
"I'll only say this. The Kyuubi is still my third weakest."
"What? That's impossible." Said 'A' as he refuses to believe that the being that his father tried hard to capture but failed is not the strongest.
"Trust me Raikage brat. Even though I hate to admit it but he had many more being that could easily defeat me." Said Kurama
Tsunade was shock that the Kyuubi itself actually admit that. But if that's true, she truly glad that Naruto doesn't go out to revenge Konoha since he basically can finish what the Kyuubi start.
"Then at least let us assist you at that." Said Mifune
"You're awful pushy at this subject Iron Samurai." Said Naruto
"This related to the fate of the world so forgive me that I can't help but worry." Said Mifune
"But my plan is releasing the Bijuus from the imprisonment fate so no villages can claim them anymore. Is that even okay with you?" Asked Naruto
"What? You can't…" "We accept that condition." Said Mifune interrupting Onoki
"Mifune. The Bijuus are the properly of the villages you can't…" Onoki was interrupt by something blast through miss him by the cheek explode the wall behind him.
"Excuse me old man. I didn't catch that. Could you repeat it one more time?" Asked Naruto as his finger still smoking
"Naruto… While I understand but could you just warn him instead of blasting a mini-Bijuudama?" Asked Garra
"This is why I don't want help from any of you at all. You think of the Bijuus like thing, possession… I'll say this, after I take care of the Akatsuki, no one will take the Bijuus AT ALL." Said Naruto as he and his team disappear.
After that Tsunade said "Well you heard what he said… What we going to do now?"
"As much as I hate to admit it… I think we don't need to worry about that thief at all. He likes a cockroach though, you thought he death then he just pop back up and come up with many headache plans." Said 'A' rubbing his forehead
"Speaking from experience huh, muscle brat?" Asked amusingly Tsunade
'A' ignore that as he continues "Regardless, I still think we need to create the shinobi alliance. We can take any chance after all."
"Then what about adding the Hachibi in the mix?" Asked Onoki
"The last thing I need is that idiot to add in the unnecessary chaos so no." Said 'A'.
"And what about the leader of the alliance? Your top candidate had just refuse it Mifune." Said Onoki
"… I have decided… It'll be Raikage-dono." Said Mifune
"I though you said he's not qualified?" Asked Onoki
"That was before when his brother is captured. Now he known that his brother is safe, his emotion will remain calm. He also the only one can control the key Bijuus the Hachibi. Not to mention since he's encounter Joker for so many times, he can work with him the best." Said Mifune
"Mizukage, Kazekage, Hokage what do you think?" Asked Onoki
"This is no time or place to squabble so I'll trust Raikage-dono." Said Mei
"As will I." Said Garra
"I agree as well." Said Tsunade
"So old fencer sitter, as the only one who has battle Madara and live, any critical information is need. You better cooperate." Said 'A'
"You still like talking down and ordering people huh?" Asked Onoki
"You don't have to trust me… But right now, the world come first. That's why I had to squash my personal feeling about working with that thief since we need every chance we got." Said 'A'
"Well… I suppose it's better than losing the war. If the world end, I can't see you getting work up by that thief anymore." Said Onoki making 'A' eyebrow twitching.
Then a card suddenly appears with a 'pop' sound. The ninja on alert at that. But then 'A' seeing the card said "It's alright. It's Joker." 'A' then pick up the card look at it as it said
"By the way, I sense the Hachibi at the forest outskirt nearby and it was fighting someone feel like a fish. So you better check it out."
Seeing the Joker peace emoji at the end, 'A' crush the card and shout "That bastard. He should have told me in the first place. C, look for Hachibi chakra now."
While C sensing the charka 'A' turns to everyone else and said "All right, all of us will go back and tell our Daimyo about this. Me and my guards will go get my brother back."
"Raikage-sama I found him." Said C as 'A' charging and breakthrough another wall. Onoki then turns to Mifune and said
"Is he really the best choice?"
"He will… when we counting on him." Said Mifune
At the lair, Sasuke now cursing Naruto for once again, upstage him and take away his revenge. Tobi a.k.a Madara said "Now now Sasuke. Angry won't help you at all."
"SHUT UP! I'LL KILL THAT DOPE AND THAT BITCH… WAIT TILL I GET MY HAND ON HER." Shout out Sasuke
Tobi just sighed at Sasuke throwing tantrum. He then said "Wait here." And go outside.
Outside, he meeting a familiar face and said "What are you doing here Kabuto?"
Kabuto who is now scale-like said "I'm offering you a deal."
Tsunade, Kakashi and Gai now heading back to Konoha. On their way back, they encounter the Sasuke searching team. Tsunade then said "What are you doing here?"
"We searching for Sasuke Hokage-sama." Said Kiba
"And why is that?" Asked Tsunade
"We want to end Sasuke by ourselves." Said Shikamaru
"Oh? Does she really want to do that?" Asked Tsunade looking at Sakura
"This is the only choice we have to prevent the war with Konoha and Kumo." Said Shikamaru
"Then what is this?" Asked Tsunade as she brings Sakura hand up that was holding two smoke bombs. Sakura looks shock at that and Tsunade said "I had working with medicine even longer than Shizune Sakura. Do you think that I don't know?"
"Um what is that Tsunade-sama?" Asked Lee
"Sleeping smoke… and a strong one at that. You want to knock everyone out and look for Sasuke by yourself. Tell me the reason why… Chuunin Haruno?" Asked Tsunade
"I…I…" "Tell me the truth Haruno… NOW!" Said Tsunade pressing it
"Sasuke can be redeem Hokage-sama. That's why…" Said Sakura shocking the team
"REDEEM? He just blatant attack the Kages at the Summit Haruno. What is there to redeem?" Said Tsunade angry
"He attacks the Kages?" Asked Kiba in shock
"Yes, and it's a good thing that Naruto there as well so the damage was minimum." Said Tsunade
"That baka? Tsunade-sama, you let that baka attack Sasuke-kun? Sasuke-kun just in the loss that's all." Said Sakura
"THAT DOESN'T GIVE HIM THE RIGHT TO ATTACK OTHER VILLAGES KAGES AT ALL." Shout out Tsunade
"But what about that baka? Why didn't you arrest him?" Asked Sakura. Shikamaru just mumble 'troublesome stupid question'. Tsunade then lift her up by the collar and said
"You want to know why. As of today, the five great villages will create the Shinobi Alliance and guess who was the top candidate to be the leader…" Said Tsunade as the smarter one in the group start to pick up the answer. "That's right. It's the baka that you were talking about. And guess what, he refused. You want to know why, because of his previous unreliable teammate that's why." Said Tsunade as she throws her on the ground. Kakashi looks away as he was hurt by that comment and wonder if he pays attention to Naruto before, would this ever happen.
"That doesn't explain why you didn't catch him?" Asked Sakura
"Troublesome. Don't you get it Sakura? I had explained to you already am I? Naruto right now is quite a big shot in the Elemental Nation. So it's make sense that even if he refused, the alliance will help him am I right Tsunade-sama?"
"That's right. All of you will return with me no if or but. Right now we are preparing to go to war with the Akatsuki and that include Sasuke as well. And Haruno, this is your last chance, tough it up or you will leave the force effective immediately." Said Tsunade as they start to go (in Sakura case, dragged back) to Konoha.
