Minato and his predecessor Hiruzen Sarutobi were in deep discussion about recent events that had transpired in Kirigakure.

It had come to their attention that a woman named Mei Terumi had successfully united the bloodline users into a Rebel Army to fight against Yagura, the Yondaime Mizukage, who was systematically exterminating them.

Three years ago, Mei had come to Konoha to request their assistance, but after a long council meeting, Minato was forced to inform her that the Leaf could not lend aid.

The most recent news was what unsettled the Kage and his predecessor. It seemed that Mei had been able to locate most of Kiri's Seven Ninja Swordsmen, and that was the last report they had received.

What was even more surprising was the news that Minato's own son, Naruto, had played a significant role in the defeat of a large portion of the army and ended the life of the Yondaime Mizukage, who was a Jinchuriki.

Hiruzen and Minato were aware that if this news was true and the Rebels had been successful in their fight, then the Leaf could potentially have a new enemy, something they could ill afford at this moment, especially with Iwa still being less than neutral to their presence.

Having another potential hostile relationship, similar to what Konoha had with Iwa, with Kiri was something they simply could not afford.

Even with Suna's aid, if Konoha were to go to war, they would have to face Iwa, and Kiri would mightassist them. And let's not forget what the prideful Raikage would do, and with Konoha's strength, they simply could not withstand a multi-front war with two villages and the possibility of a third.

But what puzzled them most was the reported strength of Naruto. Hiruzen turned to Minato and said, "If this news is true, Minato, we need to find him as soon as possible. Every clan and village will be after him, either for recruitment or his head."

Minato nodded in agreement, his mind racing with the implications of Hiruzen's words. The thought of his son being hunted down like some sort of prize was almost too much to bear, but he knew that they needed to act quickly if they were to protect Naruto and the village.

"We need to find out more about what happened in Kiri," Minato said, his voice low and urgent. "We need to know if this new Kiri poses a threat to Konoha, and we need to find out more about this Naruto's abilities."

Hiruzen nodded in agreement, his expression serious. "Agreed. We'll need to send a team to investigate, but we'll have to be careful. We don't want to provoke Kiri or any of the other villages."

Minato nodded, his mind already racing with plans and strategies. He knew that this would not be an easy task, but he was determined to protect his son and his village at all costs.

As they continued to discuss their plans, Minato couldn't help but feel a sense of unease. The situation in the ninja world was becoming increasingly volatile, and he knew that it was only a matter of time before another war broke out.

But he was determined to do everything in his power to prevent that from happening, even if it meant making difficult decisions and facing impossible odds.

For the safety of his village, and the safety of his son, Minato knew that he had to be strong and steadfast in the face of any threat. And he was determined to do just that.

Before they could continue their conversation, the door was knocked off its hinges and a panicking mother and children storm in.

"Minato, he is in the village, Naruto is in the village", Kushina informs them in a distressed tone. Looking at his wife and distraught children he couldn't help but ask how.

"I was just inform by Mikoto thanks to Sasuke's description of someone their age who tagged along, and Kakashi called him Naruto".

As Minato attempted to sooth his distressed wife, a sudden eruption of blue flames interrupted him, causing him to widen his eyes in surprise.

He recognized the shunshin technique used by only one person he had seen before, Uchiha Madara, Konoha's other founder who had used it when his son was taken from him.

The situation was unsettling, and a calm voice emerged from within the flames, "Konoha must have become very lax if I am able to enter the Hokage's office just like that."

Hiruzen and Minato were bewildered by this unexpected intrusion, and their confusion only deepened when they saw the man who emerged from the flames was not Madara, despite using his unique technique and physical similarity.

This stranger had blond hair and a young girl from the Kaguya clan from her looks by his side. The sudden appearance of this mysterious figure, whom they had not noticed until he burst into the room, left them feeling uneasy and on edge.

"What is the meaning of this!? Who sent you here?" Minato's voice rang out with authority, demanding answers from the stranger who had intruded upon his village without detection.

His reputation as a powerful shinobi made him feared, and he was not pleased that someone had managed to get so close to him and his family.

Naruto, however, remained unfazed by Minato's tone, Naruto mused about how it had been some years since he had last been in the village, and even longer since he had spoken to Minato.

Minato and Kushina was taken aback when he finally see Naruto's features. His face had grown narrower than he remembered, and his blond hair had grown longer, almost covering his right eye. Naruto's eyes, once warm when he looked at Minato, now felt as cold as icebergs.

It pained Minato to see his son in such a state, knowing that his negligence had caused it. He couldn't believe that Naruto was standing in front of him after all these years, and he was filled with a sense of regret for everything that had transpired.

The room fell silent as Naruto's words hung in the air. Hiruzen looked at Naruto with a mixture of sadness and concern, while Minato and Kushina looked on with tears in their eyes. Mito and Menma were stunned into silence.

His mother gasped, her hands flying to her mouth. "Naruto, is it really you?"

Naruto inclined his head. "Yes, it is me."

His father and siblings stared at him in shock, unsure of how to react to this sudden return. Sarutobi Hiruzen, the Hokage, regarded him with a mixture of curiosity and concern.

"What brings you back to Konoha, Naruto?" the Hokage asked.

Naruto's eyes flashed with amusement. "Konoha is my home that my grandfather help build is it not? You do not need to worry Sandaime", he replies to the asked question.

"Naruto...is that really you?" his father asked, stepping forward cautiously.

Naruto nodded, his face set in a stern expression. "Yes, Father. It's me."

Minato's wife, Kushina, was equally shocked. "How...how could you do this, Naruto? How could you just leave us like that?"

Naruto's eyes flickered to his Mother, who looked at her with a mixture of anger and hurt. His younger brother, too, seemed confused by the sudden appearance of their older sibling.

"I didn't have a choice, Mother. Grandfather took me away and gave me the tools necessary to survive in our world of constant death. He saw my potential, and he knew that I needed to be trained properly," Naruto replied evenly.

Kushina's eyes narrowed. "Your grandfather? Uchiha Madara? That man was a monster, Naruto. How could you associate with him?"

Naruto's expression hardened. "He may have been a monster, but he was also a great teacher. He taught me things that I never would have learned in Konoha."

Minato stepped forward, his hand on his son's shoulder. "Naruto, we're your family. We love you. You don't need to go to such lengths to prove yourself to us."

Naruto shook his father's hand off. "I didn't do it to prove myself to you. I did it because I needed to become stronger and now I am."

Hiruzen Sarutobi spoke up, his voice calm and measured. "Naruto, I understand that you feel you've been neglected, but you have to understand that Konoha is a complex place. We have to balance the needs of the many with the needs of the few."

Naruto scoffed. "I've heard that before. It's just an excuse for neglecting those who don't fit into your plan."

Sarutobi shook his head. "That's not true, Naruto. We care about every member of our village, but we also have to make tough decisions."

However, the reunion was disrupted by the appearance of an Anbu. "Hokage-sama the council has requested your presence", sighing at the problems set to come he makes an exit along with the Sandaime and his wife, the head of the family due to him being Hokage. Stopping at the door he turns around.

"I suggest you come with me, I have a feeling this will concern you", he informs his son while Kushina was staring at the companion of her son that she now fully notices.

As Naruto and Hana entered the council chamber, they could feel the intensity of the stares on them. It was as if every eye in the room was trained on them. Naruto remained calm and composed as he made his way to his seat beside his father, Minato.

Minato, who was the current Hokage of the Hidden Leaf Village, wasted no time in getting the meeting started. "Well, let's get this meeting started," he said firmly, his voice cutting through the tension in the room.

Utatane Koharu, one of the council members, spoke up. "Yes, Hokage. We wanted to confirm the arrival of your son, but seeing that he is here, we shall move to his travels with a known enemy of our village."

Looking towards her fellow advisor, Mitokado Homura continued, "Hokage Sama, we would like the boy to give us an explanation for not returning as soon as possible to put his family at ease, and of his training and the location of where he lived."

Looking at the advisors, he raised his eye brows in amusement. He knew that the council was not just curious, but that they were looking for any excuse to discredit him and his abilities.

"That will be impossible, Advisor," Naruto spoke up, his voice steady and calm. "You see, I have no intentions of telling you my previous location, nor my skill set or anything pertaining my grandfather."

"Minato, are you going to allow your son to speak to the council in that way and not answer sensitive questions for the safety of the village?" Utatane Koharu demanded in an angry tone.

As the commotion grew, Danzo, a member of the council and the leader of the Root, remained quiet as he watched Naruto and Hana closely. He knew that there was more to her.

Crossing his arms across his chest, he directed his attention to said speaker.

"Unless if I am a danger to village security, the Hokage has no say in my actions", he said directing his eyes to said village leader.

Just when it seemed like the situation was going to escalate further, Shikaku Nara, the Head of the Nara clan and the Jonin commander, spoke up.

"Troublesome," he muttered under his breath. "If you want to know his skills, just check the bingo book, at least you can get something from that and end this troublesome meeting so I can take a nap"

The council members looked at him questioningly. "What bingo book?" one of them asked.

Shikaku rolled his eyes. "The bingo book that every ninja in the village has access to. It contains information on all known ninja being missing, upcoming or high threat personel, including their abilities, strengths, and weaknesses. If you want to know about Naruto's skills, just look it up."

With that, an Anbu was called forth, and they were instructed to find Uchiha Naruto in the bingo book. After a few tense minutes, the Anbu began to read out loud.

After hearing the news, the entire council fell silent until Uchiha Fugaku, head of the Uchiha clan decided to voice his opinion.

"Hokage-sama, I believe your son should be inducted into our shinobi ranks, with his abilities and reputation, it will increase the village's man-power and reputation, and with the upcoming chunin exam in seven months, his participation, we will surely achieve victory."

Danzo Shimura, followed up with a suggestion of his own. "I agree with Fugaku's plan, but I believe he should be on a fast track to Anbu. With his skill set, inducting him into a team with the likes of Itachi ann Shisui, we are guaranteed an increase in mission success rate."

Naruto sighed at this proposal. "I'm not your pawn to be used for personal gain. I make my own decisions, and your suggestions are just that councilmen, Just suggestion focus on your own duties, and advise the Hokage as needed."

A random civilian councilman decided to throw patience out the window, "Listen here boy, you will do as we say."

Naruto quickly shuts them down with his sharingan coming to life, "Silence, I grow tired of your constant bickering. I suggest you watch your tone Councilman or you might find your head missing"

Having enough, Minato voiced his opinion, "I will have a talk with my son and we will resolve this."

However, Naruto had already made up his mind, "There is nothing to discuss. After the farce of an interrogation, I don't see myself in this village's rank.

So far all I have seen in this entire village is a collection of weak willed Shinobi to focus on political dances"

Fugaku grows furious and questions Naruto, "Are you insinuating that members of this council which include your father and Uchiha clan weak?"

Naruto responds calmly but bluntly, "Yes, You may have the blood of the firstborn of the Sage running through your veins, but you lack power. You and the clan have grown complacent of your visual prowess and has become stagnant in this new and docile way.

From what my grandfather has told me and from his copy of the Uchiha stone tablet and history of the clan wars era, the Uchiha of that time were ninjutsu, genjutsu and taijutsu experts.

They could burn an entire forest and army with a single hand sign, punch a hole through a wall with chakra. But now look at you, that once great clan that was only rivaled by the Senju. Now, you are comparing yourselves to the Hyūga clan.

Face it, the clan has grown weak if you can only be proud of two Uchihas out of a hundred and fifty plus, and even those two being Uchiha Itachi and Uchiha Shisui, will soon hit a dead end by means of your clan and this village.

You have no destructive ninjutsu, your strength is not comparable to myself, or my grandfather, you cannot use the Sharingan properly, you cannot even go a whole day with it activated, which was a normal occurrence for the majority of Uchiha's in the warring era.

You are nothing but a weak leader, weakness of any kind revolts me, and a weak Uchiha disgusts me even more."

Everyone is stunned by Naruto's statement, and after a few minutes, Shikaku suggests moving on to the next topic.

"Hokage- Sama, I heard that the little girl with him possibly has a bloodline and one of the last members of the Kaguya clan".

Danzo informs Minato, but immediately notices the temperature of the room dropping, but Danzo did not take this warning.

"She can be an asset to the village and will need proper training, you should hand her over to me, i believe i can give her the proper training and when she is of age, we can have her in the CRA, doing so, we can secure her bloodline which is very rare to find these days", Danzo continues.

"I have to agree with Danzo, she will be a great asset for the village", Minato continues. A wave of Chakra explodes from Naruto with Hana behind him.

His chakra was so dense and powerful, the walls and table begin to crack up. "You are on thin ice, I advise you to watch your next words carefully.

Minato looked over at Naruto, wondering how he would react to Danzo's proposal. He knew that the boy had a temper, and he had seen him lose control before.

Danzo raised an eyebrow. "I am merely suggesting that we give her the proper training she needs to fulfill her potential. The Kaguya clan's abilities are rare and valuable, and-"

Naruto released a heavy wave of chakra causing an Anbu to drop to his knees. "I don't care about her bloodline! She's not some tool for you to use as you see fit. And as for your CRA nonsense, forget about it. I won't let her be forced into some kind of marriage contract."

Minato spoke up, trying to calm the situation. "Naruto, please, let's not get too carried away here. We all want what's best for her, but we need to consider all our options-"

Naruto cut him off. "ENOUGH. There is only one option. She stays with me, and I'll make sure she gets the training she needs to protect herself.

Danzo smirked. "And how do you plan on doing that, boy? You have limited options out of this village, you have no options here."

Naruto's eyes narrowed. "Irrelevant, if you continue down this path, you will need to replace some of the people in this room father", Naruto gives a short responds.

Minato leaned back in his chair, watching the exchange with interest. It was clear that Naruto was not going to back down, and he admired the boy's determination. But at the same time, he couldn't help but worry about the risks involved in going against Konoha's wishes.

Danzo remained unmoved, his expression cool and calculating. "I am merely suggesting that we make use of a valuable asset," he said calmly. "It is for the greater good of the village."

"Tread carefully Shimura Danzo, let me make this clear to you. If it means to go through the entire Konoha and elemental nation to ensure her safety, I will, and trust me, when I am done, it will make the Kyubi attack look like child's play", he tells Danzo.

Minato stepped in, his voice firm but measured. "Naruto, I understand how you feel, but we have to consider the bigger picture here. The safety and well-being of the village is at stake."

Danzo spoke up again, his tone sharp. "There is no other way, Child. We must act quickly before other villages become aware of her existence and try to capture her for themselves."

Creating a clone which caused all the hidden Anbu to appear with weapons drawn. "Take Hana to the hideout", turning towards Hana, "I need you to go with my clone to a safe place. I will be there soon", he tells Hana while putting a kiss on her forehead.

"We cannot allow you to take her", Danzo shouts but he was too late with Naruto's clone sinking into the floor with Hana. Looking at the council, "so shall we continue" he tells the council casually.

While this was going on, Zetsu was performing his own secret mission. Arriving at his master's family home, He enters to see that there is no one home.

Moving to the family library, he was able to make a copy of everything available. This operation is also repeated at the Hyūga, Uchiha and all other clans including the library.

Knowing his plans, he needs his subordinate to be strong and proficient and help them learn more Jutsu's from the library he has collected.

There were other Zetsu clonse is also doing the same all over the elemental nations, although a clone of his was tasked with copying the forbidden scroll of sealing, this was his main mission for coming to Konoha.

In the council room, Naruto has been calmly looking at them while he could feel the heated glare from the three elders, his father, the Hyūga head, and Fugaku.

At that moment, his clone dispelled giving him a mission success report.

"I grow tired of all your nuisance behavior, I shall take my leave from this room and from this village. I have no desire of becoming a shinobi of this village.

A word of advice, if you come after me or anyone I hold close, I will destroy this village myself. This is not a threat but a promise, stay out of my way and I shall do the same and not be your enemy", Naruto disappears leaving a stunned council room.

After leaving Konoha, he heads to the hideout. Upon his arrival, he was tackled by a white blur. "Hello Hana, I hope you are doing okay", Naruto asks his little sister. "Yes I am, I was scared that you will not return", she said with teary eyes.

Lifting up her head, "I will never leave you alone, you are my responsibility and I will protect you always", he said while messing up her hair. After getting a report on the new Whirlpool shipping company formally Gato shipping industry, its finance, and workforce, he decides to plan his next move.

"Zetsu, I need you to head to the Fuma clan head, from what I have heard, they are being oppressed by Orochimaru and his new Oto shinobi. Give them an invitation to join the new Uzushiogakure, if we can get a breakaway faction, it will be good for our plans. Their skill in weapons-making will be a great gain for us.

Also, make the same offer to the Iburi clan. They are being oppressed by Iwa since they are near the border of Konoha and Iwa, their ability to turn into smoke will make them perfect for infiltration and assassination Missions.

I will look into other clans I can recruit. After securing these clans, hunt for Uzumaki Ninoa and her Daughter Uzumaki Karin, they are currently in Kusa.

Akane and I will bring in the rest", Naruto gives his orders.

"Hai Naruto Sama", Zetsu replies.

I will be open to suggestions on clans that you want to be part of the new Uzushio. Clans should not be part of any major village, and feel free to suggest clans from other anime that can fit into the Naruto verse.

You can also suggest missing nin for recruitment except from Akatsuki members.

Lastly, Should introduce the Hashira into Naruto with the aim of being the title of the elite shinobi on par with the Sanins?
