Location: in the barren landscape of the Artic.
Several shield agents set up a stationary camp. Once set up a large drilling machine with the shield logo on its side gets to work. The agent stops drilling when he hears a clang.
Agent 1:
we hit something. Grab your picks.
The other agents grab their picks. Several hours later they uncover a World War II aerial vehicle. A few agents grab some torches and cut a hole into the side of the bomber. The agents go in and but nothing is inside, Behind them is director Nick Fury.
Nick Fury:
Is he in there?.
Agent 1:
No sir but we're close. So close I can smell it.
Agent Max rushes to Fury.
Agent Max:
Director, the World Security Council called
Fury:
Thank you. Tell them to schedule a return call.
Max:
They already did. In 12 hours they will be calling you at the New York Headquarters.
Fury:
Tell them to reschedule it again. We're in the process of finding Steve Rogers.
Max:
Actually sir the council said that what they need to talk about is more important so they're shutting down the expedition.
Fury:
What?!
Max:
They may shut us down.
Fury:
Dammit. The rest of you keep working. I'll be back in a couple of days.
Max:
But sir.
Fury:
That's an order.

Location: Triskellion
Fury gets in touch with the Council.
Council member 1:
Fury thank you for making time to take this call.
Fury:
IT's not like I had a choice. You want to shut down my expedition.
Council Member 2:
In speaking of that have you found Mr. Rogers yet.
Fury:
Not yet but I do have a clue that could lead us into the right direction but with the ever shifting topography of the arctic we Will have to start from zero now, if you shut us down

So what's so important that you needed me to call anyway?
Council Member 1:
It's about the Tesseract. reigniting the Tesseract
Fury:
No Argument here. i love that objective. its definitely one of my top 3 or 4 favorite objectives in the whole damn handbook. but after trying nuclear, geo-thermal, electric, magnetic, electromagnetic, static, kinetic, solar, and about 47 other mixed variant energy sources without any results we're a little short on ideas. if only that damn Decepticon had not been sucked into a wormhole we've probably had awnsers on how it works.
Council Member 2:
There is a way, director Fury. both history and legend can attest to it. inspiration will strike
Council Member 1:
and we hope to expedite this process moving foward now that the lion's share of shield resources will be dedicated to the Tesseract.
Fury:
Say what?
Council Member 1:
A prospectus outlining new budgetary allocations will arrive shortly, in keeping with the agency mandate, the majority of funding. equipment and manpower will be dedicated to analysis of the Tesseract. the purpose of this redistribution is to take focus away from current wasteful programs and missions.
Fury:
what wasteful programs and missions?
Council Member 1:
You need to stop wasting time on these useless programs like the Tony Stark and Thor situation or this search for Mr. Rogers and these alien robots. IT's a waste of time and resources. You should focus on reigniting the Tesseract and "Project P.E.G.A.S.U.S.".
An hour later, Fury while walking in the hallway of the triskelion, gets a call from Max.
Max:
What Happened?
Fury:
They had a lot to say. they want all of our resources put on Project PEGASUS
Max:
So what's our next move?
Fury:
We continue with what we've been doing but lie to the council and tell them that we are doing what they want us to be doing.
Max:
Yes sir.
